To halt the coup and force an orderly succession, Emperor Six Direction sacrifices his own life, and his ally Nineteen Adze rises to the throne. Mahit secures Lsel's continued independence, refuses to hand over its technology, and, unwilling to be swallowed by the culture she loves, chooses to return home, while an unknown threat stirs at the edge of Lsel's space.

Mahit Dzmare travels from Lsel Station, a small independent habitat, to serve as its ambassador at the center of the immense Teixcalaanli Empire, a civilization whose language, poetry, and rituals she has admired all her life. On arrival she learns that her predecessor, Yskandr, is dead, apparently for some time, and that no one will give her a straight account of how he died. She is assigned a poised imperial liaison, Three Seagrass, to guide her through the City's customs. Complicating everything, the Lsel memory-implant that should carry Yskandr's experience and advice inside her head is not working as it should, leaving her almost alone in a place where a misjudged word can be fatal. She begins to suspect Yskandr was murdered and that she may be a target too.

Though she loves Teixcalaanli culture and has grown close to Three Seagrass, she decides she cannot remain without losing herself to the Empire, and she chooses to return home.
