Tobias Eaton, once the Dauntless instructor called Four, Tris's love and fellow leader, and the book's second viewpoint character. The son of Marcus and Evelyn, he struggles with his loyalties as his mother rules the city and the truth about the outside world begins to unfold.

Tris's brother, a brilliant and cautious Erudite mind who betrayed her to Jeanine during the war and now awaits punishment under the new regime. Guilt-ridden and estranged, he is desperate for a chance to make amends.

The director of the Bureau of Genetic Welfare, the government compound the travelers discover beyond the wall. Composed and authoritative, he presents himself as the steward of the outside world's order and of the long project that created and watched the city.

A young scientist at the Bureau of Genetic Welfare who takes an interest in the newcomers and quietly helps Tris and Tobias understand the compound, its history, and its aims.
