Renewed war finds Manticore outnumbered, so Honor Harrington leads Eighth Fleet in deep raids while building a family with Hamish and Emily. Haven's own leaders discover that Arnold Giancola probably falsified the diplomacy that restarted the conflict, but cannot prove it. A hidden Mesa-Manpower campaign blocks a peace summit by framing Haven for assassinations and a massacre on Torch. Honor reluctantly executes Operation Sanskrit and uses Apollo, Keyhole-2, and Mistletoe to destroy Lovett's defenses. Fearing those weapons will soon become widespread, Pritchart and Theisman launch Operation Beatrice against Manticore. Home Fleet and almost all of Third Fleet are destroyed, killing Sebastian D'Orville and Alistair McKeon, but their resistance delays the invaders until Honor arrives. Apollo shatters Fifth Fleet and forces Lester Tourville to surrender Second Fleet. Manticore survives at enormous cost. Eighth Fleet becomes Home Fleet under acting Fleet Admiral Honor, while the war, the hidden instigators, and Haven's secret Bolthole complex remain unresolved.

Previously: Manticore and the Republic of Haven returned to war after diplomatic correspondence appeared to show bad faith between their governments. The restored Havenite constitutional government replaced the earlier dictatorship, but mistrust built across years of conflict remained. Honor Harrington emerged as Manticore's leading combat commander while also becoming a Grayson steadholder, binding her service to two allied societies. Her personal life became closely entwined with Hamish Alexander, Earl White Haven, and his wife Emily. The military balance is now dangerous for Manticore. Manticore retains major technical advantages, treecat allies, and the support of Grayson, but must defend its home system, its allies, and the newly expanding Talbott region with limited forces.

So far this book: Honor visits Grayson as Howard Clinkscales, her regent and surrogate father, dies. At his funeral she formally binds the Clinkscales and Harrington families, while Austin Clinkscales prepares to succeed Howard. Honor is also designated to command a reactivated Eighth Fleet, though Manticore lacks enough modern wall ships for both offense and defense. A Haven raid probes Elizon, increasing pressure to protect vulnerable allies. On Mesa, Albrecht Detweiler directs Manpower operatives to obstruct Talbott's annexation, recover influence over Congo, and prepare covert nanotechnology-assisted assassinations. In Haven, Secretary of State Arnold Giancola orders evidence altered and a former diplomat killed to conceal his own manipulation of the correspondence behind the war. Honor resumes her relationship with Hamish Alexander with Emily's support, but they keep it private. Queen Elizabeth appoints Honor captain of HMS Unconquered. The Admiralty then concludes that Haven may possess hundreds of pod-laying capital ships and a concealed construction base, forcing Manticore into a largely defensive posture while new weapons and ships are developed.

Haven's Zanzibar probe suffers severe losses but succeeds in exposing outer-system defenses. Manticore responds by activating Honor's Eighth Fleet at Trevor's Star with only six initial superdreadnoughts, plus carriers, battlecruisers, cruisers, and destroyers. Its mission is to raid weak rear systems, exaggerate its apparent strength, and force Haven to disperse its larger navy. Rafe Cardones commands Honor's flagship Imperator, Alistair McKeon leads the wall, Alice Truman the carriers, and Michelle Henke the strongest battlecruiser squadron. Separately, Honor learns she is pregnant by Hamish because her contraceptive implant was no longer active. She chooses to keep the child but transfers the embryo to an artificial womb so she can deploy. Emily responds with pain but accepts Honor's place in the family and intends to help raise the child; the three keep both the pregnancy and paternity confidential. Meanwhile, Kevin Usher secretly investigates whether Giancola and an associate falsified Haven's diplomatic traffic. The available authentication evidence creates suspicion but does not yet prove the crime. Eighth Fleet begins preparing the first phase of Operation Cutworm.

Honor launches Operation Cutworm, dividing her small fleet for coordinated attacks on exposed Havenite systems. At Hera, she offers the defenders a chance to abandon and scuttle their ships, then destroys the orbital industrial base after their remaining missile attack fails. At Gaston, Manticoran and Grayson LACs overwhelm the local screen. The wider raid destroys military and orbital infrastructure across several systems without recorded civilian deaths, demonstrating both Eighth Fleet's reach and its technical superiority. In Haven, the special representative connected to Giancola hides evidence and then dies in an apparently compelled aircar crash. Pritchart learns that Giancola may have falsified the correspondence that returned the nations to war and authorizes a clandestine search for proof. Giancola then dies in an unrelated collision before he can be questioned. Evidence recovered afterward appears designed to frame him, leaving the principal participants dead and the truth unusable in public. Pritchart and Theisman conclude that disclosure without proof could destroy the constitutional government. Haven therefore continues the war even as its leaders privately doubt the cause, while Cutworm's success creates political demands for retaliation and stronger defenses.

Cutworm's success leads to a second series of raids, but Haven begins adapting. At Chantilly, Jennifer Belfay conceals ships, LACs, and missile pods behind decoys, then launches staged attacks that inflict serious losses. Haven uses that defense as a model for future ambushes while Theisman prepares Operation Gobi under Lester Tourville. At home, a political columnist exposes Honor's artificial pregnancy and implies Hamish's paternity. Grayson conservatives challenge the unborn boy's succession, but Reverend Sullivan upholds it and seeks a broader solution. After the Chantilly losses, Honor returns to Manticore and accepts Hamish and Emily's proposal to join their marriage. Religious and legal arrangements permit the three-person union, though its public and military consequences remain under review. Honor prepares Cutworm 3 while willing to resign her Manticoran commission and command through Grayson if necessary. The personal resolution is followed by an attack aboard Imperator. Timothy Mears, apparently compelled against his will, takes Simon Mattingly's weapon, kills Mattingly and other bridge personnel, and attacks Honor. Honor recognizes his resistance but must kill him. Whoever controlled Mears remains unknown.

Honor and Hamish connect Mears's attack to an earlier case and suspect a third party has developed an undetectable method of controlling assassins. Honor nevertheless leads Cutworm 3 into Solon, where Haven's apparently weak defenses conceal a coordinated trap. A hidden control network directs enormous missile salvos while pursuing ships attack from astern. Honor saves the carriers but Task Force 82 is shattered. She slows to give Michelle Henke's crippled ship Ajax a chance to restore propulsion, then is forced to leave it behind. Concurrently, Alice Truman destroys Lorne, but Lester Tourville devastates Zanzibar in Operation Gobi. Caparelli rules that Honor made no tactical error and orders Eighth Fleet rebuilt for further operations. Haven treats Solon as proof of its Moriarty fixed-defense concept. The conspiracy behind Mears's attack regards its attempt on Honor as useful because Manticore blames Haven, and it plans another framed assassination. Queen Elizabeth supports Honor's marriage to Hamish and Emily and urges public disclosure. Eighth Fleet begins a deceptive scouting campaign while repairing. A Haven casualty list then confirms that Henke survived Ajax's destruction with part of her crew. Wounded but stable, she is a prisoner, and Pritchart personally denies ordering the attack on Honor.

Honor rebuilds Eighth Fleet around new weapons and plans Operation Sanskrit against Lovett. Feints are designed to reveal Haven's Moriarty control network and condition its defenders to dismiss future scouting. The operation is delayed when a Mesa-backed crisis in Talbott threatens conflict with the Solarian League, but Manticoran officers defeat the Monican force and avert the immediate danger. Haven's investigators still cannot prove Giancola's guilt, yet increasingly suspect that an outside actor manipulated both nations. Pritchart tells her cabinet the likely truth and proposes a direct summit with Queen Elizabeth, intending eventually to admit Haven's responsibility if the evidence holds. Michelle Henke returns as Pritchart's messenger. Manticore accepts the offer, selects Torch as neutral ground, and enters a stand-down while preparations begin. Mesa-Manpower leaders view peace as a threat and authorize linked operations to sabotage the meeting. Honor and her spouses welcome their son, Raoul, who is publicly recognized as her heir and entrusted to LaFollet. On Old Earth, a Mesa operation frames Haven by planting a payment trail and compelling an assassin to kill Manticore's ambassador. Manticoran leaders notice that the evidence is suspiciously obvious, but Elizabeth's trust in Haven is badly damaged even though the summit remains scheduled.

The peace effort collapses when a compelled attacker releases a binary neurotoxin in Torch's palace. Genghis detects the danger, Lara saves Torch's queen, and Saburo escapes with the queen and Princess Ruth, but everyone left in the throne room dies and the toxin kills hundreds more. Combined with the ambassador's murder, the attack convinces Queen Elizabeth that Haven deliberately wrecked the summit. She ends the ceasefire and orders Operation Sanskrit. Haven's intelligence services link the attacks on Honor, the ambassador, and Torch through suicidal perpetrators with no rational motive, strengthening the theory of an outside instigator. Pritchart prepares both an investigation and major military responses. Anton Zilwicki and Haven officer Victor Cachat tell Honor that Haven did not attack Torch and identify Mesa or Manpower as the likely source, but they have no proof. Honor passes the warning to Manticore's prime minister, then obeys her orders because refusing would neither end the war nor protect her fleet. At Lovett, Apollo and Keyhole-2 give Eighth Fleet precise long-range missile control, while Mistletoe destroys Moriarty's control stations. Javier Giscard is killed and Lovett's defenses collapse. Concluding that delay will make defeat inevitable, Pritchart and Theisman turn toward Operation Beatrice against Manticore.

Honor returns from Lovett to Emily, their infant daughter Catherine, and the rest of their household. Manticore begins planning a second Sanskrit strike against Jewett while Patricia Givens advances a new theory that Bolthole is a purpose-built secret colony outside Haven's recognized systems. Zilwicki may have a route to evidence against the hidden instigators, but Catherine Montaigne warns Honor that proof is not yet available. Eighth Fleet integrates Apollo-capable Andermani ships and trains intensively, including exercises that expose its own vulnerability to deception. Meanwhile, Haven secretly assembles more than three hundred superdreadnoughts for Operation Beatrice under Lester Tourville. The invasion arrives at Manticore's hyper-limit while Eighth Fleet is still at Trevor's Star. Sebastian D'Orville moves Home Fleet from Sphinx orbit to intercept the much larger force before it can threaten the planets and dispersed shipyards. Manticore declares its highest emergency. Honor sends fast units ahead, assigns McKeon's squadron and Truman's carriers to the first reinforcement wave, and races the rest of Eighth Fleet toward the junction. Haven reconnaissance correctly infers that heavy reinforcements are beginning to transit. Home Fleet must fight before enough help can arrive.

Home Fleet executes its Avalanche attack against Tourville's Second Fleet. Haven's tractor platforms enable a much denser missile strike than D'Orville anticipated. The exchange destroys Home Fleet and kills D'Orville, but it also wrecks most of Second Fleet and halts its controlled advance on Sphinx. Surviving Manticoran LACs strip away the damaged Havenite screen at severe cost. Third Fleet then enters through the junction, only for Beatrice's concealed Fifth Fleet to appear behind it. Caught between two forces, Third Fleet is almost annihilated. McKeon's Apollo squadron destroys several attackers before concentrated fire wipes it out; McKeon dies aboard the surviving but crippled Intransigent. After Third Fleet's flagship is destroyed, Alice Truman assumes command from Chimera. Honor's Eighth Fleet arrives outside the trap and fires Apollo at extreme range. The attack destroys or drives off most of Fifth Fleet. Honor then demands the surrender of Tourville's remaining ships and databases, and he accepts. Manticore survives, but Alliance losses include 596,245 dead and Haven's losses are greater. Three weeks later Eighth Fleet becomes Home Fleet, with Honor as acting fleet admiral. She must remain at the capital because her command holds the only concentrated Apollo force. The hidden instigators, Bolthole, and the war remain unresolved.

Operation Beatrice devastates both sides. Sebastian D'Orville's Home Fleet is destroyed but cripples Lester Tourville's Second Fleet and prevents its controlled advance on Sphinx. The second Haven force traps and nearly annihilates Third Fleet; Alistair McKeon's Apollo squadron is destroyed and McKeon dies, while Alice Truman assumes command of the few survivors. Honor arrives with Eighth Fleet, uses Apollo to break Fifth Fleet, and compels Tourville to surrender his remaining ships and intact databases. Manticore survives, but Alliance deaths approach six hundred thousand and Haven's losses are still greater. Three weeks later, Eighth Fleet is redesignated Home Fleet and Honor becomes its acting fleet admiral because the capital cannot risk sending away the only concentrated Apollo force. She remains with Hamish, Emily, Raoul, Catherine, and Nimitz. Pritchart and Theisman retain power in Haven, but the war continues. Giancola is strongly implicated in the original diplomatic fraud, while Mesa or Manpower remains the unproved suspect behind the later attacks. Zilwicki's search for evidence, the location of Bolthole, and any route back to peace are still open.
