Jack Reacher intervenes when Aaron Shevick is robbed and discovers that Aaron and Maria have exhausted their resources paying for their daughter Meg's cancer treatment. His attempt to neutralize their loan-shark debt draws him into a struggle between Ukrainian boss Gregory and Albanian boss Dino. With Abby Gibson and a small group of allies, Reacher exploits the gangs' mutual suspicion. Jetmir kills Dino, the Albanian headquarters collapses in violence, and Reacher's group destroys Gregory's command center, killing Gregory and Danilo. They then breach Maxim Trulenko's high-rise operation. Trulenko deletes its pornography sites and transfers $33 million to Aaron before Reacher kills him. Meg's scan shows improvement, the Shevicks are secure, and both gangs are reported gone. Reacher leaves town alone by bus.

Story so far - through chapter 8 (this book)

Reacher arrives in a city where Ukrainian boss Gregory is secretly maneuvering against Albanian boss Dino. Near the bus station, Reacher stops a thief from taking Aaron Shevick's cash. Aaron is injured, deeply in debt, and due to pay $22,500 to an Albanian loan shark. When the lender fails to appear, Reacher escorts Aaron home and meets his wife, Maria. Dino has meanwhile ordered the original lender killed, after which the Ukrainians seize the lending business. Posing as Aaron, Reacher exploits the replacement lender's lack of records and settles the old account for only $1,400. The Shevicks still need another large sum for an unexplained emergency, so Reacher borrows $20,000 under Aaron's identity on punitive terms. When two enforcers insist on inspecting his home, Reacher directs them to an isolated dealership and defeats them. Both gangs interpret the resulting violence through their rivalry, increasing the danger around what began as one family's debt.

The Shevicks reveal that their daughter Meg has advanced cancer and that her employer's failed insurance has left them responsible for urgent treatment costs. Three Public Law Project attorneys are pursuing their claim, but legal recovery will be too slow. Isaac Mehay-Byford suspects the missing founder, Maxim Trulenko, concealed company money and asks Reacher to find him. Reacher begins searching Ukrainian territory and discovers that merely mentioning Trulenko produces a rapid armed response, strong evidence that he is under important protection. Waitress Abigail Gibson helps Reacher escape and shelters him. Abby understands the Ukrainian organization's reach and warns that Reacher's use of Aaron's name may expose the real Shevicks. As attacks and reprisals continue between the Ukrainians and Albanians, Aaron reports that Maria has disappeared.

Story so far - through chapter 22 (this book)

Reacher and Abby determine that Maria went voluntarily to pawn the family's remaining jewelry. The Ukrainians connect Reacher's photograph to the false name Aaron Shevick and visit the Shevick house. Aaron and Maria pose as Jack and Joanna Reacher while Abby pretends to be their granddaughter, temporarily confusing the search, but the visitors photograph all three. Abby relocates with Reacher to Frank Barton's house in Albanian territory, where Barton's lodger Joe Hogan, a former Marine, assesses the difficulty of reaching Trulenko. Reacher and Abby then confront two Ukrainians surveilling Abby's home. The captives identify Gregory as their boss and suggest that Trulenko may be working inside the organization rather than simply buying protection. Both men attack Reacher during questioning and are killed. The burning car further convinces the gangs that an outside force may be provoking their conflict.

Story so far - through chapter 29 (this book)

Reacher concludes that Trulenko works for Gregory from a heavily protected operations center. Reacher captures phones from both gangs, Abby helps preserve their messages, and Hogan recruits security consultant Guy Vantresca, who can interpret both organizations' communications. The intercepted traffic shows both organizations hunting Reacher and Abby while Gregory reinforces the site described as his nerve center. Dino's chief lieutenant is revealed as Jetmir, born Shcumbin but using his dead younger brother's name. Jetmir has been conducting an unauthorized investigation into the apparent outsider. Gregory, also misreading Reacher's actions, decides a Russian group is trying to displace both gangs and proposes a temporary alliance with the Albanians. As the gangs narrow their search to Barton's neighborhood, an Albanian investigator arrives at the house while Reacher and Abby hide upstairs.

Story so far - through chapter 36 (this book)

The Albanian investigator, Gezim Hoxha, traces Reacher and Abby to Barton's house but is badly injured when he confronts Reacher. The group leaves him in his car trunk, and he is later found alive. Reacher and Abby secretly bring food to the watched Shevicks and learn that the hospital needs another immediate cash payment. Albanian gunmen then capture the pair and deliver them to Dino's lumberyard headquarters. At the same time, Dino discovers that Jetmir has been acting without approval. Jetmir kills Dino to conceal his betrayal, triggering a firefight inside the organization. Reacher and Abby escape the car trunk amid the confusion. Reacher defeats the remaining gunmen, takes cash needed for the Shevicks, and burns the lumberyard. The Albanian organization is effectively destroyed, leaving Gregory's Ukrainian operation as the principal threat.

Story so far - through chapter 44 (this book)

Gregory orders Maria abducted, but Reacher rescues her and moves the Shevicks to safety. The order leads Reacher to Danilo, Gregory's chief of staff, whom Abby identifies as the man who personally carried out a coercive punishment against her. Reacher's group learns that Gregory's main office and Trulenko's operation are separate targets. Journalist Barbara Buckley describes a Russian state-backed internet operation outsourced to Ukrainian organized crime, and its recent technical improvement leads Reacher to identify Trulenko as Gregory's operator. The hidden facility occupies three floors of a new downtown tower. After recovering Maria's pawned heirlooms, the group studies the layout behind Gregory's office and infers that he built a private emergency exit. They eliminate the outer sentries, locate a vacant retail unit likely to conceal the route, and enter it to begin the search.

Story so far - through chapter 51 (this book)

Reacher's group finds Gregory's concealed emergency corridor and opens its steel hatch, causing the bookcase that hides the exit to fall on Gregory and kill him. They capture Danilo and defeat the Ukrainian personnel who rush the office. Danilo confirms that the high-rise site controls the pornography operation before Reacher kills him, completing the destruction of Gregory's command structure. Reacher, Abby, Hogan, and Vantresca then enter the tower disguised as tradespeople, disable its lobby security, and use deceptive elevator movements to breach the defended nineteenth floor. They locate Trulenko with a small technical team and force his cooperation. Trulenko deletes the operation's pornography sites and discloses $4 million in his own account plus $29 million controlled by Gregory. He combines the funds and transfers all $33 million to Aaron Shevick. Reacher then kills Trulenko, ending the last active command center. Aaron and Maria receive the money, regain Maria's pawned heirlooms, and learn that Meg's latest scan shows improvement. Reacher tells them to secure their home, pay for Meg's care, and direct surplus money toward others facing similar needs and the lawyers helping them. Abby, Barton, Hogan, and Vantresca survive. After a final night with Abby, Reacher leaves town alone by bus. Ten days later, Buckley reports that both gangs are gone, although the new police commissioner claims the credit.

How does it end? (ending)

After the Albanian organization destroys itself following Jetmir's murder of Dino, Reacher and his allies turn on the remaining Ukrainian leadership. Maria is rescued, Gregory is killed by the mechanism concealing his emergency exit, and Reacher kills Danilo after learning the location of the separate tower operation. Abby, Hogan, and Vantresca accompany Reacher into the tower and survive the assault. Trulenko deletes the pornography sites and transfers $33 million from his and Gregory's accounts to Aaron Shevick, after which Reacher kills him. Aaron and Maria are safe, their pawned heirlooms are returned, and Meg's scan indicates that her treatment is working. Reacher directs that the money fund Meg's care and assist others with similar needs, including the lawyers' work. Barton also survives. Jetmir's ultimate fate is not established, but both criminal organizations are later reported gone. Reacher spends a final night with Abby and then departs alone by bus.
