In a Russian provincial town, old liberal Stepan Verkhovensky and his patron Varvara Stavrogina help create a climate of vanity and fashionable radicalism. Their sons bring its consequences: the charismatic but spiritually empty Nikolai Stavrogin unsettles everyone around him, while Pyotr Verkhovensky organizes a secret cell through lies about a national revolutionary network. Pyotr uses Stavrogin's prestige, encourages arson and murder, and convinces his followers that former member Shatov must die. The town's public fête collapses into humiliation, fire, and mob violence. Shatov is murdered just after his estranged wife gives birth; Kirillov is coerced into suicide and a false confession. The conspirators are caught, though Pyotr escapes. Stepan dies after a late spiritual awakening. Stavrogin, unable to commit to responsibility or renewal, rejects Darya's help and hangs himself.

The narrator introduces provincial patron Varvara Stavrogina and Stepan Trofimovich Verkhovensky, an aging liberal intellectual who has lived for years under her protection. Their affectionate dependency is sustained by vanity, misunderstandings, and Varvara's desire to direct other lives. Attention shifts to the younger generation: Varvara's son Nikolai Stavrogin has a history of inexplicable public outrages, while Stepan's son Pyotr is expected from abroad. Shatov, Kirillov, Darya, and Liza are connected by former radical circles and by Stavrogin's powerful influence. Varvara attempts to arrange Darya's future with Stepan while rumors suggest a secret involving Stavrogin, the drunken Captain Lebyadkin, and Lebyadkin's disabled sister Marya. The town waits for Stavrogin's return and for the hidden relationships to become clear.

Stavrogin returns and handles public challenges with unnerving composure. Shatov strikes him, yet Stavrogin refuses to retaliate. Marya Lebyadkina's conduct and Captain Lebyadkin's hints reveal that Stavrogin secretly married Marya years earlier, apparently as a reckless challenge to convention. He acknowledges the marriage privately but still hesitates to announce it. Pyotr Verkhovensky also arrives, presenting himself as the agent of a vast revolutionary organization. He flatters officials, collects alienated young men into a local cell, and treats Stavrogin as the symbolic leader his movement needs. Stavrogin resists that role but does not decisively sever the connection. Meanwhile Liza remains drawn to him despite her engagement to the honorable Mavriky, and several private conflicts begin converging on the town's social life.

Pyotr strengthens his control by telling different people incompatible stories and making each believe in a disciplined network beyond the province. He encourages unrest among factory workers and exploits the vanity of Yulia von Lembke, whose literary fête provides radicals with respectability. Shatov confirms that he has abandoned the movement, making him a threat because he knows its members. Kirillov still plans suicide for philosophical reasons, and Pyotr sees how that death could be used to conceal another crime. Stavrogin meets the escaped convict Fedka but refuses to give an explicit order against the Lebyadkins, even as his evasive words leave room for violence. Stavrogin's private encounters show that many people seek faith, authority, or salvation from him, while he offers no stable commitment to any of them.

As the literary fête approaches, Pyotr continues using Yulia von Lembke's patronage while encouraging conflicts that will expose the authorities as helpless. Stepan Trofimovich is questioned about revolutionary material and realizes that his old rhetoric now belongs to people whose aims he neither directs nor understands. Governor von Lembke's suspicion and instability deepen as anonymous leaflets circulate and labor unrest becomes harder to contain. Pyotr's followers know that Shatov has rejected the group and may expose them, but they have not yet been openly ordered to kill him. Stavrogin remains at the center of several private disasters without committing himself either to Pyotr's program or to those who ask him for responsibility and help. The town enters the fête already divided and primed for disorder.

The public fête organized under Yulia's patronage becomes a display of official weakness and social contempt. The celebrated writer Karmazinov delivers a long farewell performance, Stepan is humiliated before the audience, and radical speakers turn the event into disorder. Governor von Lembke, already near collapse, cannot regain control. That night fires spread through the workers' district. In the confusion, Captain Lebyadkin, Marya, and their servant are found murdered and their house burned; Fedka is responsible, though Pyotr has helped create the conditions and exploit the result. Liza has spent the night with Stavrogin, but the encounter destroys her remaining ideal of him. After hearing of the murders and Stavrogin's concealed marriage, she leaves him and moves toward the fire and the gathering crowd.

Liza reaches the murder scene, where an excited mob associates her with Stavrogin and the dead Lebyadkins. She is attacked and killed. Pyotr now tells the members of his cell that Shatov will denounce them, insisting that collective murder will bind the group permanently. At the same time, Shatov's estranged wife Marie returns unexpectedly, pregnant and ill. Shatov helps her through the birth of a son and experiences a renewal of hope, despite knowing the child is not biologically his. He then goes to the meeting place after being told he must surrender a hidden printing press. The conspirators seize him, and Pyotr shoots him; they weight and sink his body. The killing immediately produces panic rather than unity among the participants.

Pyotr forces Kirillov to write a statement accepting responsibility for Shatov's murder before carrying out his planned suicide. Kirillov resists Pyotr's control but eventually shoots himself. The false confession does not save the conspiracy: one participant breaks down, evidence spreads, and the cell members are arrested, while Pyotr leaves Russia. Marie Shatova and her baby survive, though Shatov is dead. Stepan abandons the town on foot, meets the scripture seller Sofya Matveyevna, and reaches a late understanding of love, faith, and his own failures before dying with Varvara beside him. Stavrogin retreats to his estate. Darya offers to share a disciplined new life with him, but he sends her away and hangs himself. His note states that the act was his own, closing the disaster on the figure whose charisma Pyotr had tried to turn into revolutionary authority.

Pyotr Verkhovensky's conspiracy collapses after Shatov's murder. Kirillov kills himself after being forced to leave a false confession, but the conspirators are exposed; most are arrested, while Pyotr escapes abroad. Shatov's wife and newborn son survive his death. Stepan Trofimovich leaves town, meets the Bible seller Sofya Matveyevna, recognizes the emptiness of much of his life, and dies after a final reconciliation with Varvara. Liza is killed by a mob after leaving Stavrogin and approaching the scene of the Lebyadkins' murder. Stavrogin withdraws to his estate, rejects Darya's offer to help him begin again, and hangs himself, leaving a note denying responsibility by anyone else. The town's disorder is thus revealed not as a successful popular revolution but as a small, manipulated circle whose ideas, vanities, and crimes destroyed both its victims and many of its participants.
