Three unidentified people are methodically watching a remote red house and recording the routine of a school-age girl. Elsewhere, Reacher leaves a Lubbock motel before local police can arrest him over a bar fight with an off-duty officer. A separate three-person contract crew, led by a woman, enters Texas under false identities and prepares a convincing imitation federal vehicle. Reacher escapes south by accepting a ride from an affluent-looking but tense woman in a white Cadillac. She questions him about his rootless life, former Army service, police experience, and willingness to kill. After stopping away from the road, she identifies herself as Carmen Greer. Carmen admits that she has spent a month deliberately picking up rough-looking hitchhikers while searching for a particular kind of man. She says lawyers have failed her, her situation is urgent, and she believes Reacher may be able to help, but she has not yet explained what she wants him to do.

Carmen tells Reacher that she is trapped in the isolated Greer household with her young daughter Ellie. Her husband, Sloop, is serving a federal sentence for tax evasion and may be released within days. Carmen describes years of hidden domestic violence, a hostile family, no independent money, and legal barriers to leaving Texas with Ellie. She admits overstating how recently the assaults occurred, but Reacher accepts that the past abuse was real after testing her account. He also confirms that her poverty is genuine. Carmen says she secretly reported Sloop's tax crimes and expects worse violence if he returns. Reacher offers practical escape plans and agrees to help her and Ellie, but Carmen refuses a life as a fugitive. Her earlier questions about justified killing finally become clear: she selected Reacher because he is an unattached former military investigator who has killed before, and she asks him to murder Sloop. Reacher rejects the proposal. Meanwhile, the professional crew impersonates federal agents to isolate businessman Al Eugene, kills him, conceals his body, and reports success through intermediaries.

Reacher refuses to kill Sloop but agrees to stay for several days and help Carmen and Ellie in some other way. Carmen brings him into Echo County under the false claim that he is an experienced ranch worker. He meets Ellie, gains her initial trust, and travels with mother and daughter to the Red House Ranch. A sheriff's cruiser is waiting there, but the news concerns Al Eugene, Sloop's lawyer, whose abandoned car has been found while he remains missing. Bobby Greer, Sloop's hostile younger brother, controls access to the household. Rusty Greer, the family authority, agrees to consider Reacher for work and confirms that Eugene's disappearance will not delay Sloop's release. Carmen says Rusty despises both her and Ellie and that the family uses Ellie to keep Carmen compliant. Reacher is placed in the bunkhouse with Joshua and Billy, two loyal ranch hands who immediately question whether he knows horses. At the same time, the earlier surveillance team records Carmen bringing Reacher onto the property and recognizes that his ranch-worker cover may be false.

Ellie secretly teaches Reacher enough about saddling a horse to preserve his cover. His growing closeness to Carmen and Ellie provokes Bobby, who warns that the Greers deal personally with outsiders. Carmen continues pressing for Sloop's death and asks Reacher to teach her to use a gun instead, while Reacher keeps urging escape and legal custody proceedings. Bobby claims Carmen has repeatedly brought men into her life. Carmen admits an earlier affair with an unemployed teacher but says Bobby exploited the secret and that ranch enforcers drove the man away. The outside surveillance team is summoned to Coyanosa Draw for new instructions and payment. There, the female-led professional crew ambushes and kills both adult watchers and the boy who kept their log. The crew conceals the scene and leaves. Back at the ranch, Carmen tells Reacher that Sloop suspects she informed the tax authorities and is expected home shortly after lunch on Monday. The deadline is now immediate, and neither the purpose of the surveillance nor the reason for its violent termination is known.

While riding away from the ranch, Reacher finds signs that a three-person team repeatedly watched the Greer property from Coyanosa Draw. Carmen assumes Sloop ordered the surveillance. She produces a legally purchased Lorcin L22 and insists on learning to fire it. Practice shows that she is highly inaccurate even at short range, and Reacher warns that the weapon is suitable only as a last resort. She keeps it. Bobby then sends Joshua and Billy away with Reacher on a supposed feed errand. They take him instead to a remote bar, where the sheriff leaves before the confrontation. Joshua and Billy admit that they mutilated Carmen's former teacher lover and threaten Reacher with the same treatment. Reacher gives them a chance to stop, then attacks first and incapacitates both men before their local allies can intervene. He has defeated Bobby's attempt to remove him, but Sloop's release remains close and Carmen still refuses to flee with Ellie.

Reacher returns to the ranch in Joshua's pickup and forces Bobby into temporary submission. Hack Walker, the Pecos district attorney, arrives as a Greer family friend and helps arrange Sloop's unusually early Sunday release. Another unidentified killing team takes positions near the ranch. Carmen hides the Lorcin L22 in the master suite, rejects Reacher's renewed offer of escape, and plans to confront Sloop. After Sloop returns with Rusty and Hack, Reacher directly warns him that Carmen's treatment is no longer secret. Carmen later reports that Sloop struck her and that he has called law enforcement to remove Reacher. Two Texas Rangers take Reacher toward Pecos because the ranch has ended his employment. Reacher tells Carmen how to contact them directly if violence resumes. The Rangers soon receive a report of a domestic disturbance and race back. They find Sloop shot dead and arrest Carmen. Reacher insists that the case be treated as a claim of self-defense, but Carmen is separated from Ellie and taken toward jail.

Carmen is taken to the Pecos County jail because Pecos handles Echo County court matters. Ellie watches her mother leave in handcuffs, while Rusty and Bobby remain at the ranch. Reacher stays in Pecos to obtain counsel. He finds Alice Amanda Aaron, a Harvard-trained legal-aid lawyer, while she is trying to enforce a $20,000 judgment for a farmworker family against Lyndon J. Brewer. Reacher confronts Lyndon J. Brewer at Big Hat Ranch, cuts off telephone contact, destroys valuable property, and threatens further consequences until Brewer writes the overdue $20,000 check. Reacher gives the money to Alice, then meets Hack Walker. Hack presents himself as a reform-minded judicial candidate who will recuse from Carmen's prosecution. He also says the apparent evidence points to planning: Carmen bought the gun after learning of Sloop's release, recruited Reacher, and lied about much of her background. He denies that Sloop abused her and asks whether Reacher might conceal damaging testimony if medical evidence permits a defensible dismissal. Alice advises Reacher to stay off the record because his fingerprints and firearms instruction could strengthen the case. She subpoenas Carmen's medical records. Carmen then repeatedly refuses Alice's representation without explanation. Ballistics confirm that Sloop was killed with Carmen's Lorcin L22, while Reacher's police-car alibi excludes him as the shooter. Carmen's hospital records document injuries attributed to riding accidents but omit several serious injuries she had described. Defense-oriented forensic expert Cowan Black concludes that the available patterns do not support assault. The financial records show Carmen made no payment that could explain two professional killings. Reacher then examines her jail contacts and discovers repeated calls from a man falsely claiming to be her lawyer. He concludes that the caller threatened her into confessing. The people who removed Ellie used forged family-services documents, and the agency confirms it never took custody of her. Ellie has been kidnapped to control Carmen. Hack mobilizes police and federal resources, then deputizes Reacher and Alice to obtain descriptions from Rusty. The kidnappers learn that Eugene's body has been found and decide to attack Reacher and Alice while continuing to hold Ellie.

Rusty describes Ellie's supposed social workers as a tall fair-haired man and a fair-haired woman using a large sedan. Reacher recognizes a professional team with a separate driver and concludes that it also killed Eugene. He reasons that Ellie may be kept alive only until Carmen enters a plea she cannot easily withdraw. Rather than search motels and risk her life, he plans to draw the attackers toward himself and Alice. Reacher obtains a sealed file on murders of migrants twelve years earlier. The file records at least seventeen proven deaths, including Raul Garcia, and estimates more victims in an area that includes Echo County. The inquiry ended without identifying the killers. Reacher also resolves the diamond problem: Carmen likely believed the stone was fake because a local jeweler had defrauded her, just as vulnerable migrants were routinely exploited. Her statement was mistaken, not dishonest. With the old killings, the current professional team, and the false case against Carmen beginning to align, Reacher races back to the Red House ahead of attackers traveling in a police-style Crown Victoria.

Reacher commandeers rifles from the Red House and chooses an isolated limestone mesa for an ambush. Alice serves as a witness while he arranges several rifles at separate positions to create the impression of multiple defenders. Three attackers arrive in a pickup. Two figures in false FBI clothing open fire on Alice's empty car, confirming their connection to the impersonations used against Eugene and Rusty. Reacher kills the large male attacker, but the driver escapes while the female leader hunts him through a severe storm. After an exchange of fire in near-zero visibility, Reacher discovers that an earlier shot already killed her. He and Alice identify both dead attackers as members of the trio they had previously seen at a diner. The small dark-haired third member remains elsewhere with Ellie, where he begins preparing a silenced pistol. Reacher and Alice survive the ambush, but they have not captured anyone who can reveal Ellie's location, and the pickup driver is still free.

The escaped pickup returns to the Red House, revealing that its driver used Bobby's vehicle. Hack Walker arrives soon afterward. Reacher confronts him with the improbably polished evidence against Carmen: the inaccessible trust money, the medical packet with missing records, the courier shipment whose weight does not match its contents, and the false federal response. He concludes that Hack reversed Carmen's truthful disclosures into a manufactured murder case. Hack finally admits that he, Sloop, and Al Eugene killed migrant people in the desert twelve years earlier. To protect that secret and his judicial ambitions, Hack first used local watchers around the ranch, then hired the professional crew to eliminate the watchers, murder Eugene and Sloop, frame Carmen, and abduct Ellie. He also posed as Carmen's lawyer and dictated her confession through threats to her daughter. Hack drove the pickup during the mesa attack but fled when the shooting began. He knows the kidnappers use motels and a rerouted telephone number, but says he does not know where Ellie is held. Reacher disarms him as Rusty raises her revolver.

Rusty shoots Hack dead after hearing his confession. Her remaining shots break a lantern and set the Red House on fire. Reacher gets Rusty and Bobby out, then leaves with Alice to find Ellie. They infer that the kidnappers chose a respectable tourist motel near Route 285 and Fort Stockton. The surviving crew member, now alone with Ellie, considers taking her away and then decides to kill her. Ellie tries to escape and hides while Reacher narrows the search by motel layout, occupancy, and vehicle records. He reaches the correct room as the captor drags Ellie toward a silenced handgun, breaks through the window, disarms him, and keeps him alive. The man's confession gives Alice the evidence needed to pursue Carmen's immediate release. State police take him into custody. Carmen is freed and reunited with Ellie the next morning. Authorities connect the case to more than fifty deaths in seven states. Rusty will be arrested for killing Hack but is expected to receive leniency; Bobby survives the fire. Carmen plans to move to Pecos and build a new life with Ellie, while Alice handles the legal transition. Reacher says goodbye and resumes hitchhiking west.

Carmen reunites with Ellie and intends to move to Pecos, settle Sloop's affairs, and consider work or law school. Alice continues handling the legal aftermath. Rusty faces arrest for Walker's death, with leniency expected, while Bobby survives. Authorities connect the conspiracy to more than fifty deaths across seven states. Reacher leaves Carmen, Ellie, and Alice together and resumes hitchhiking west. His relationship with Jodie Garber remains unchanged and unresolved.
