In a harsh future village that survived a long-ago collapse of civilization, an orphaned girl named Kira, born with a twisted leg in a place that discards the weak, is spared after her mother dies because of her extraordinary gift for weaving. The Council of Guardians, through the seemingly kind Jamison, gives her the task of restoring and eventually completing the ceremonial robe that pictures the whole history of the world. Living in the guardians' great building, she meets Thomas, an orphaned carver, and little Jo, a captive singer, all gifted children taken for the guardians' use. Learning to make dyes from the old woman Annabella, Kira discovers there are no beasts in the forest to fear, that the guardians rule through lies, and that they mean to use the children's arts to control the future. Her friend Matt journeys out and returns with the color blue and with a blind man who proves to be Kira's father, alive after the guardian Jamison tried to kill him. Offered escape, Kira chooses to stay and use her gift to weave a more hopeful future of her own design.

In a cruel, primitive village rebuilt long after the fall of the old world, a girl named Kira has just lost her mother. Kira was born with a badly twisted leg, and in her village imperfect infants are normally left to die, but she was allowed to live. Now orphaned and unable to do heavy work, she is dangerously vulnerable. When she returns from keeping the required vigil over her mother's body, she finds her home destroyed and a group of village women, led by the scarred and hostile Vandara, demanding her land and arguing that a crippled girl should be cast out or killed. Kira is taken before the Council of Guardians, the powerful men who rule the village, to decide her fate.

At the trial the guardian Jamison speaks in Kira's defense and reveals that the Council has a use for her rare gift with thread and needle. She is spared and given an important task: to repair, and one day complete, the great ceremonial robe worn by the Singer, which pictures the entire history of the world's ruin and rebuilding. Kira is moved into the guardians' huge building and given comforts she has never known. There she meets Thomas, a quiet orphaned boy of about her own age who was taken in for his gift at woodcarving and is patiently working on a carved staff. Their situations are strikingly alike, and the two become friends as Kira settles into her new, sheltered, and closely watched life.

Kira and Thomas realize they are not alone: they hear a small child weeping and discover Jo, a little girl with a beautiful voice who has been taken from her family to be trained as the next Singer. All three are gifted children kept and controlled by the guardians. Kira begins learning the craft of dyeing from Annabella, an old woman living at the village edge who teaches her to draw every color from plants. Annabella can make every hue except blue, which she lacks, and she quietly tells Kira something that overturns everything she has been taught: there are no beasts in the forest to fear. The warning plants the first real doubt in Kira's mind about the truth of her world and the intentions of the men who now shelter her.

Annabella dies suddenly, soon after insisting to Kira that nothing dangerous lives in the forest. Her death deepens Kira's suspicion that the guardians are lying and are keeping their gifted children to picture, and so control, the world's story and its future for their own ends. Kira's loyal young friend Matt, a boy from the poorest quarter of the village, sees how much the blank spaces of the robe trouble her and how she longs for the missing color. He sets off on a secret journey of his own, promising he will find and bring back to her the thing she needs most: the color blue.

Matt returns with blue dye and with a gentle blind man from a far kinder distant village. The man proves to be Kira's own father, long believed killed by beasts, who was in truth attacked, blinded, and left for dead by the guardian Jamison. Kira now sees the whole design: the fear of forest beasts is a lie used to keep the village obedient, and the robe's unfinished sections are the future the guardians mean her to shape as they choose. Her father offers to take her away to his peaceful community. Kira refuses. She decides to stay beside Thomas and Jo and to use her gift, and the blue Matt has brought, to fill the empty future with hope and beauty of her own making rather than let the guardians dictate what is to come.

Matt returns from his secret journey bringing Kira the one color she still lacks, blue, and also brings back a gentle blind man from a distant, gentler village. The man is Kira's father, whom she had believed killed by beasts before her birth; in truth he was attacked, blinded, and left for dead by the guardian Jamison. Kira now understands that the village's fear of beasts in the forest is a lie the guardians use to keep people obedient, and that the blank, unfinished spaces of the great robe are meant to depict the future, which the guardians intend her to picture as they wish. Her father invites her to leave with him for his peaceful community, where her friend and even the blinded and imperfect are valued. Kira chooses instead to remain. She resolves to keep her place beside Thomas and Jo, and to use her gift, and the blue Matt has brought her, to fill in the robe's empty future with color and hope rather than surrender it to the guardians' control. The book closes on her quiet, deliberate decision to stay and shape what comes next.
