Recalled to the Royal Manticoran Navy through the maneuvering of political enemies, Honor Harrington takes four disguised Q-ships into Silesia. Her task group proves the armed merchant concept against pirates and Havenite raiders. Wayfarer captures Warner Caslet after his cruiser helps it against privateers, then uses recovered intelligence to destroy Andre Warnecke's heavy ships. Honor captures Warnecke after he murders thousands on Sidemore and exposes a sabotage and desertion plot within her crew. In the Selker Rift, Havenite raiders destroy Hawkwing and endanger Artemis. Honor sacrifices Wayfarer to save the liner, destroying Carabin and disabling Achmed before her own ship is wrecked. Tschu and many others die, but Harold Sukowski leads rescuers to the survivors. Honor scuttles Wayfarer, secures the unconditional release of the surviving Havenites, and returns to Manticore for reassignment.

Previously: Honor Harrington became Steadholder Harrington on Grayson and a senior officer in its navy while remaining a Manticoran captain. She is currently away from active service in the Royal Manticoran Navy. Her bonded treecat, Nimitz, accompanies her, and Andrew LaFollet serves as her chief armsman.

Klaus Hauptman demands better protection for Manticoran trade in Silesia, but the war against Haven leaves the Navy short of escort vessels. The Admiralty instead prepares four merchant hulls as secretly armed Q-ships. Hauptman and Reginald Houseman help promote Honor Harrington for the command, partly because they expect the dangerous assignment to damage her career or kill her. Honor accepts the recall while preserving her separate legal authority as a Grayson steadholder. Her flagship, Wayfarer, carries concealed missile pods, light attack craft, and heavy weapons, but its merchant hull remains vulnerable. The deployment is accelerated by six months, forcing Honor to assemble roughly twelve thousand personnel from a mixture of veterans, new graduates, and unwanted transfers. Alice Truman commands Parnassus, Rafe Cardones becomes Wayfarer's executive officer, and several veterans return to serve with Honor. The uneven crew also includes gifted technician Aubrey Wanderman and the threatening disciplinary transfer Randy Steilman. Task Group 1037 departs under commercial cover, transits to Gregor, and joins a convoy toward Silesia before its training is complete.

An Andermani admiral, Robin Rabenstrange, reveals that the Empire has penetrated Task Group 1037's disguise. Rather than obstruct Honor, he offers intelligence, supplies, station access, and limited support against raiders. Honor disperses her Q-ships through the Breslau and Poznan sectors after evidence shows a concentrated pattern of merchant losses that may involve Haven. Meanwhile, Wayfarer's inexperienced engineering department struggles with poor discipline, and Nimitz begins courting Tschu's treecat, Samantha. In another covert operation, People's Navy captain Warner Caslet finds the murdered crew of a freighter and receives permission to hunt the pirates responsible. Honor captures her first raider at Walther without losses, but the local governor appears willing to frustrate prosecution. Data from the raider points toward Schiller. Aboard Wayfarer, Steilman severely beats Wanderman and frightens a witness into silence. Separately, Caslet disguises his cruiser Vaubon as a freighter, lures one of the killers into close range, cripples it, and takes its crew prisoner for questioning.

Caslet's boarding party rescues Harold Sukowski, captain of the missing freighter Bonaventure. Sukowski identifies Andre Warnecke, a former ruler believed dead, as the leader of an organized privateer force with a hidden base and at least ten ships. Vaubon continues toward Schiller in search of the network. On Wayfarer, Ginger Lewis and Sally MacBride suspect Steilman and his associates of terrorizing the crew, but neither Wanderman nor the frightened witness will testify. Another apparent act of sabotage injures a technician, yet the evidence still falls short of proving Steilman's responsibility. Horace Harkness offers Wanderman a choice between reporting the assault and learning to defend himself. Wanderman chooses training, assisted by the ship's senior Marine noncommissioned officer. Elsewhere, Scheherazade turns its merchant disguise against two Havenite heavy cruisers, destroying one and disabling the other, though with casualties of its own. Admiral Javier Giscard responds to reports of Q-ships by changing his commerce-raiding deployments. Honor preserves evidence that Walther's governor is obstructing justice, then leaves for Schiller while Steilman receives punishment only for a proven disciplinary offense.

Klaus Hauptman and his daughter travel toward Silesia aboard the liner Artemis despite its captain's objections. The Navy quietly assigns Gene Usher and HMS Hawkwing to escort them. Aboard Wayfarer, Steilman's five-person group is revealed to be preparing a bomb, a concealed escape pod, and the theft of technical material for a wartime desertion. Caslet's cruiser later intervenes when three of Warnecke's raiders attack what appears to be an unarmed Manticoran merchantman. The target is Wayfarer. Honor destroys the remaining privateers and accepts Caslet's damaged ship as a prize, while respecting his attempt to protect civilians. Recovered data locates Warnecke's base at Sidemore and shows that his network has twelve ships. Honor retains Caslet and his senior officers aboard Wayfarer and invites them to observe the coming attack. Intelligence taken from Vaubon also confirms Giscard's systematic commerce campaign and suggests danger in the Selker Rift. At Warnecke's base, Wayfarer imitates a crippled freighter and draws four heavy cruisers into a prepared ambush. A mass missile strike destroys three, and Wayfarer's energy weapons eliminate the fourth.

With his heavy cruisers gone, Warnecke threatens to detonate nuclear charges hidden in Sidemore's population centers unless Honor lets him escape. He destroys one town, killing thousands, to prove that the threat is real. Honor and Caslet devise a plan that places Honor, Nimitz, LaFollet, and two other officers aboard Warnecke's shuttle as apparent hostages. Marines secure his repair ship and free coerced merchant crews, while Tschu's engineers disable its long-range communications. Once the shuttle is beyond control range of the planetary charges, Honor uses a weapon concealed in an apparent detonator to kill Warnecke's armed companions and capture him. Sidemore's garrison then surrenders, no timer is found, and Warnecke is handed to the restored local government for trial. Honor leaves six light attack craft to defend the planet against four missing privateers. During the operation, planted software nearly kills Ginger Lewis during an EVA. She is rescued, and the investigation exposes Steilman's attempted murder and desertion conspiracy. Wanderman provokes Steilman into attacking and defeats him. Testimony and evidence leave Steilman facing court-martial, while Wanderman receives a limited punishment for deliberately crippling him.

As Wayfarer prepares to investigate the Selker Rift, Samantha is found to be carrying Nimitz's offspring. Navy policy will require her and Tschu to return to Sphinx, separating the treecats and their human companions for an extended period. In the Rift, the Havenite ship Carabin ambushes Artemis and destroys Hawkwing when Usher covers the liner's escape. The damaged passenger ship cannot reach safer hyper bands. Wayfarer races to its aid and destroys Carabin with a missile-pod salvo, but return fire cripples much of the Q-ship and jams its remaining pod deployment system. Honor transfers wounded personnel, prisoners, and unnecessary crew to Artemis, then gives the liner light attack craft and electronic support for concealment. Cardones, Lewis, Tremaine, Harkness, Nimitz, and others choose to stay. Wayfarer departs as a decoy, drawing the battlecruiser Achmed away. A missile strike kills Tschu and many repair personnel and destroys Wayfarer's recovered missile capability. Honor nevertheless closes to point-blank range and uses concealed energy weapons to disable Achmed. Its return fire wrecks Wayfarer, leaving both ships drifting and combat-incapable while Artemis remains hidden.

Honor, Nimitz, Samantha, and part of Wayfarer's crew survive, although the ship has lost propulsion, sensors, defenses, and most life support. Ginger Lewis organizes the damage census and survival work. Honor sends a pinnace to the even less viable Achmed and brings its forty-six survivors aboard as guests rather than prisoners. Stephen Holtz and his surviving engineer cooperate with the Manticorans to restore environmental systems. Artemis cannot safely return itself, but Harold Sukowski devises a search with light attack craft and shuttles. His rescue force finds Wayfarer and evacuates every surviving Manticoran and Havenite before Honor destroys the hulk with a delayed nuclear charge. Artemis reunites with the rescuers, repairs in normal space, and reaches New Berlin. Klaus Hauptman apologizes to Honor for his past conduct and offers the assistance of his cartel; she accepts without pretending that their personal hostility has vanished. At Potsdam, Honor secures the unconditional release of Caslet, Dennis Jourdain, Holtz, and the other Havenite survivors. She provides a cover story that shields those who aided Manticorans from punishment. Honor then returns to Manticore without a ship and awaits reassignment.

Wayfarer is destroyed after drawing PNS Achmed away from the damaged liner Artemis. Tschu and many crew members die, but Honor, Nimitz, Samantha, LaFollet, Cardones, Tremaine, Harkness, Lewis, and the other reachable survivors are evacuated. The surviving personnel from Achmed are rescued with them, and Honor later arranges their unconditional release alongside Caslet and Jourdain. Her cover story protects the Havenite officers who helped Manticorans against Warnecke and during the escape. Artemis reaches New Berlin, while Klaus Hauptman apologizes to Honor and offers the support of his cartel. Warnecke has already been delivered to Sidemore for trial, although four of his privateer ships remain missing and a small Manticoran force stays to protect the liberated planet. Samantha survives pregnant with Nimitz's offspring, but Tschu's death leaves her bereaved. Honor has regained her place in the Royal Manticoran Navy, yet returns to Manticore without a ship and awaits reassignment as the war with Haven and the wider threat to Silesian commerce continue.
