The one mystery no one has solved is how Kliner obtains flawless currency paper; the Princeton scholar had found the answer but was killed for it. Back in Margrave, Reacher feeds the mole Baker false information as bait and sets a trap at Hubble's empty house. That night a five-man hit squad in protective suits, led by Kliner's son, arrives to search the house. Reacher kills all five in the dark and the rain, drowning Kliner's son in the swimming pool, and, examining the bodies, recognizes two as warehouse guards and two as police officers, confirming that the corruption runs deeper into the force than Baker, Morrison, and Teale. He disposes of every trace. The Sunday deadline is now under a day away, and Reacher remains troubled by boxes of numbers that hold no actual air conditioners, and by a note of Joe's pointing to the Stollers' garage that he means to reexamine.

State police, the FBI, the National Guard, the Treasury, and the state governor descend on Margrave, whose police force is reduced to four, including Finlay and Roscoe, who both stay to rebuild the town; Roscoe considers running for mayor. Reacher, unwilling to spend years detained by the multi-agency inquiry, chooses to leave, and he and Roscoe part by mutual, amicable decision. He arranges Joe's funeral and boards a bus for California with only Joe's photograph and Roscoe's memorized phone number. Several threads stay open: the identity of the third man who helped stage Gray's murder is never confirmed, Kliner's frightened wife and her fate are never explained, and Reacher's own future, back on the road alone, is entirely unwritten.
