A senior District 13 officer and one of Coin's trusted soldiers, assigned to guard and command Katniss. Level-headed and honest, he becomes one of the few figures Katniss genuinely trusts, and he takes charge of the unit she joins in the Capitol.

The abrasive District 7 victor, rescued from Capitol captivity that has left her badly damaged. Bitter and defiant, she trains alongside Katniss and pushes herself back toward the fight despite her ordeal.
