Commander Honor Harrington takes over the experimentally refitted HMS Fearless, suffers through exercises that expose its limitations, and is sent to the neglected Basilisk Station. Left there by Pavel Young with an impossible workload, she rebuilds her crew through rigorous customs enforcement and cooperation with Medusa's authorities. Their investigation uncovers a Havenite plan to arm and drug Medusan nomads, provoke an uprising, and justify seizure of the system's strategic wormhole terminus. Fearless's Marines crush the ground attack and capture its supply base while Honor pursues the disguised warship Sirius before it can summon a Havenite force. Fearless destroys Sirius at close range after a punishing battle that kills 107 of its people, including chief engineer Dominica Santos. Home Fleet deters the approaching Havenite squadrons. Honor is promoted, decorated, and assigned a new heavy cruiser named Fearless, while the original ship is retired as beyond repair.

Commander Honor Harrington assumes command of the light cruiser HMS Fearless and discovers that Admiral Sonja Hemphill has turned it into a secret weapons test. Its conventional firepower has been cut in favor of a grav lance and energy torpedoes that work only at very short range against an unprotected target. Honor uses surprise to eliminate the opposing flagship in the first Fleet exercise, but the trick cannot be repeated. Fearless is then repeatedly defeated, damaging the crew's confidence in both ship and captain. The Admiralty assigns the demoralized cruiser to Basilisk Station, a strategically important but politically neglected post guarding one terminus of the Manticore Wormhole Junction. There Honor encounters Captain Lord Pavel Young, with whom she has a traumatic Academy history. Young once tried to rape her, and she stopped him without making a full report. Now he takes HMS Warlock home for an extended refit and leaves Honor as Basilisk's senior officer with only Fearless to cover the entire system. Honor recognizes that he expects the impossible assignment to ruin her career, but commits herself to performing it.

Honor divides Fearless's limited resources among terminus security, Medusa traffic control, planetary support, and system defense. Improvised sensor platforms provide a partial warning net. Venizelos takes charge of customs at Basilisk Control, while Stromboli and Tremaine organize inspections around Medusa with the Native Protection Agency. Resident Commissioner Estelle Matsuko and her liaison Barney Isvarian welcome the Navy's renewed involvement. The sustained mission restores purpose to Fearless's company, and McKeon begins supporting junior officers even though his relationship with Honor remains strained. The new inspections uncover manifest fraud, illegal wildlife cargo, and widespread contraband, including a seizure from the Hauptman Cartel-chartered Mondragon. Honor refuses to ease enforcement despite commercial and diplomatic pressure. Senior naval leaders James Bowie Webster and Hamish Alexander recognize that she is carrying out duties long ignored by earlier commanders and seek political support for keeping her in place. Meanwhile, unidentified flights and unusually potent mekoha point to a concealed industrial drug operation in Medusa's restricted Outback. Honor and Matsuko begin searching for abnormal power use that could reveal where the drug is being produced.

The concealed mekoha laboratory prepares to evacuate under Denver Summervale, but the site is only expendable cover for Haven's Operation Odysseus. Consul Wallace Canning and ground commander Bryan Westerfeldt oversee a deeper operation intended to leave a false trail toward Manticoran criminals. Tremaine locates the laboratory through its hidden power relay. The site has already been cleared and trapped, and the resulting explosion kills or wounds 61 NPA personnel. Matt Howard is killed by a Medusan carrying an off-world design for a locally made rifle, proving that the conspiracy extends beyond drug production. Summervale escapes after realizing his employers meant to sacrifice him. Honor and Matsuko now face the possibility of armed attacks by drug-supplied nomads. Canning nevertheless continues his plan and retains a Medusan shaman as a local asset. Investigators trace the illicit power network to a shunt installed inside a Hauptman Cartel collector during manufacture, although this does not prove that cartel chief Klaus Hauptman knew of it. Hauptman arrives and demands that Honor end the inspections, threatening her parents' livelihood. McKeon supports Honor with the evidence from the collector, and Hauptman withdraws without resolving the conflict.

McKeon admits that resentment over losing Fearless's command caused him to deny Honor the support she needed. She accepts his apology while making clear that his failures were serious, and their working partnership is finally repaired. In Manticore, Hamish Alexander and James Webster arrange a longer refit for Warlock so Young cannot return during the political crisis over Basilisk. Matsuko openly backs Honor, while Fearless keeps its Marines aboard to conceal plans for a rapid response on Medusa. A warning from the nomad chief Gheerinatu and evidence from a dying native reveal that a shaman is distributing rifles and mekoha to recruit an attack on off-world settlements. Haven remains the leading suspect but is not yet proved responsible. At the same time, Havenite surface traffic stops and the freighter Sirius becomes increasingly suspicious. Santos shows that its supposed repair problem makes little sense, then passive observation reveals hidden military-grade drive nodes. Secure communications link Sirius with the Haven consulate and courier boat. Honor sends her evidence and suspicions to the First Space Lord, prepares the Marines for immediate deployment, and watches both vessels while awaiting the missing NPA patrol's report.

Lieutenant Frances Malcolm's NPA patrol discovers a concealed aircar and underground installation, then is ambushed and killed by armed Medusans. At the same moment Sirius leaves orbit with acceleration far beyond that of a normal freighter. Honor concludes that Haven intends the native uprising to provide a pretext for seizing Medusa and the Junction terminus, and that Sirius is racing to summon a waiting fleet. She disables the Havenite courier, sends a Case Zulu invasion warning to Manticore, deploys Fearless's Marines to the planet, and pursues Sirius. On Medusa, Papadapolous combines Marines, NPA personnel, and Navy pinnaces to block thousands of mekoha-affected attackers advancing toward the enclaves. The defenders destroy the attacking force. Sergeant Tadeuz O'Brian's scouts then locate the associated cave base, trap its occupants, and help seize the installation. Haven ground commander Bryan Westerfeldt is wounded while resisting capture. The immediate uprising is defeated and its supporting base taken, leaving prisoners and physical evidence. Fearless, however, is still accelerating after Sirius before the ship can reach the hyper limit and alert the suspected Havenite force.

Sirius refuses Honor's order to stop and sheds false hull panels, revealing itself as an armed Q-ship carrying out Operation Odysseus. It attacks while continuing toward the hyper limit. Fearless is badly outgunned but survives the first missile exchanges through electronic defenses and begins damaging its opponent. Sirius eventually destroys Fearless's forward drive nodes and inflicts heavy casualties. Santos restores enough propulsion to continue the pursuit, while Sally MacBride and then Horace Harkness move missiles by hand to the last working tube. Both ships are crippled. When a reactor loses containment, Santos ejects it to save Fearless, dying with the remaining Fusion One team. Sirius turns back to destroy the evidence, but Honor lets it approach and uses Fearless's specialized weapons at their effective range. The grav lance collapses Sirius's sidewall, and energy torpedoes destroy the ship before it can reach its rendezvous. Fearless returns with 107 dead and 58 wounded and is later judged beyond economical repair. Home Fleet deters three arriving Havenite battle squadrons. Basilisk is reinforced, while Haven denies the operation and sentences Honor to death in absentia. Manticore promotes and decorates her, gives her a new heavy cruiser named Fearless, assigns McKeon the destroyer Troubadour, and places Venizelos and Cardones in senior posts aboard Honor's new command.

Fearless returns from the fight with Sirius after losing 107 people, with another 58 wounded. Dominica Santos and the Fusion One team are among those killed saving the ship. The cruiser reaches home but cannot be repaired economically and is marked for dismantling. Home Fleet answers Honor's warning and deters three Havenite battle squadrons. Basilisk receives stronger defenses and legal authority, while Manticore restricts Havenite access to the Junction. Haven denies responsibility and condemns Honor to death in absentia. Manticore instead promotes and decorates her, then gives her a new Star Knight-class heavy cruiser bearing the name Fearless. McKeon receives command of HMS Troubadour at Basilisk, while Venizelos becomes Honor's executive officer and Cardones her tactical officer. Young remains in service through political protection but is sent to merchant escort duty. Haven's wider hostility remains unresolved.
