Thirty years after the founding of the Transport Union, the aging Rocinante crew are working out their retirement, with Bobbie Draper set to take the ship. Then Laconia arrives. Winston Duarte, the Martian admiral who took a fleet through the gates a generation ago, has spent the intervening decades building warships out of alien technology, and his flagship walks into the ring space and takes Medina Station without a fight. Sol falls next; the Transport Union's combined fleet is disabled and destroyed, and President Drummer surrenders to preserve what she can. Governor Santiago Singh administers occupied Medina with the conviction that firmness now means peace later, and his escalating reprisals convert a resentful station into a resistance. Holden is arrested, Naomi goes underground, and Saba's cell builds toward a rising. When it comes, the Rocinante fights free with a captured Laconian destroyer, but Clarissa Mao dies making the escape possible and Holden surrenders himself to buy it. He is taken to Laconia as Duarte's prisoner, Bobbie commands the ship, and Laconia rules humanity, having just attracted the notice of whatever killed the builders of the gates.

Previously: the crew of the Rocinante spent a decade at the center of every crisis in the solar system, from the alien protomolecule's destruction of the station Eros to the opening of the ring gates and the thousand-plus worlds behind them. The Belter revolutionary Marco Inaros threw asteroids at Earth and killed billions before his Free Navy was destroyed at the ring gate. Out of that settlement came the Transport Union, a Belter-led authority governing all traffic through the gates from Medina Station, which gave the Belt a permanent stake in the new worlds. One loose end was never resolved: a rogue Martian admiral, Winston Duarte, had taken roughly a third of the Martian navy and a sample of the protomolecule through the gates and disappeared into a system called Laconia. This book opens roughly thirty years later. Humanity has settled hundreds of worlds. Mars has been hollowed out by emigration, Earth is still recovering, and the union polices the gates. The Rocinante's crew are old: Holden and Naomi are preparing to retire and hand the ship to Bobbie Draper, with Alex still flying, Amos apparently unchanged, and Clarissa Mao aboard as a technician whose old implants are slowly killing her. Camina Drummer is president of the Transport Union. Nobody in Sol has heard anything from Laconia in thirty years.

The Rocinante is enforcing Transport Union rules at Freehold, a colony world that has refused to register its ships or acknowledge the union's authority over its gate. Holden settles it with a judgment designed to punish without killing anyone: Freehold loses its ships and its access to the gate for a generation, which its patriarch Payne Houston regards as a death sentence for the colony's independence and Holden regards as mercy. The crew's real preoccupation is retirement. Holden and Naomi mean to leave, Bobbie is to take the ship, and nobody is entirely comfortable saying so out loud. Meanwhile, thirty years of silence from the Laconia system is ending: Duarte's project there is finished, and the ships it produced are moving.

Laconia arrives. A single warship of a class nothing in human space can match enters the ring space, absorbs everything the Transport Union's defenses can throw at it without meaningful damage, and takes Medina Station. Admiral Trejo installs Santiago Singh as governor with orders to make the transition orderly. Singh, on his first independent command, believes that a firm, rational administration will convince Medina's population that the empire is an improvement, and treats compliance as something he can simply require. Holden and Naomi are on Medina when it falls. Drummer, at the head of a union that has just discovered its fleet is obsolete, has to decide what surrender is worth.

Laconia takes the rest of humanity. The Laconian flagship moves into Sol, where the combined fleets of Earth, Mars and the Transport Union meet it and are effectively destroyed without inflicting damage in return. Drummer publicly capitulates in order to keep the union intact and its people alive, a decision that costs her most of what she believed about herself. On Medina, Holden is arrested and held; Naomi avoids capture and disappears into the station's Belter infrastructure. Singh's administration begins to grind: rationing, registration, curfews, and the steady discovery that a population which cannot fight can still refuse. Saba starts assembling an underground out of union crews and Medina locals.

The occupation turns violent. Sabotage and an attack on Laconian personnel push Singh into reprisals he justifies as necessary, and each one recruits for the resistance. He orders a demonstration of force that kills civilians, alienates his own security staff, and destroys whatever consent his administration had. Trejo, away with the fleet, becomes increasingly concerned about the cost of what his governor is doing. Naomi, moving unseen through the station, works with Saba's cell; Holden, in custody, is a symbol both sides want to control. Amos, Alex, Bobbie and Clarissa keep the Rocinante hidden and prepare for the moment the station rises.

The underground commits to a rising timed against the Rocinante's escape. The plan requires the ship to be fought out of a defended station, the resistance to seize enough of Medina to cover it, and everyone involved to accept losses. Singh, isolated and convinced that only greater severity can restore order, prepares a response that would be catastrophic for the station's population, and his own officers begin weighing what their oaths actually require. Naomi, Saba and the crew make their final arrangements, knowing that whatever happens, none of them will be going back to the lives they were arguing about a few months earlier.

Medina rises and the Rocinante fights free, taking a Laconian destroyer with it. Singh is killed as the uprising unfolds, and Trejo assumes direct control and rescinds his worst policies. Clarissa Mao keeps the ship alive through the escape by driving her failing body past what it can survive, and dies. Holden surrenders himself to the Laconians in exchange for the Rocinante being released and Medina spared reprisals, and is taken to Laconia as Duarte's prisoner. Bobbie takes command of the ship with Alex and Amos aboard; Naomi stays behind the lines to organize the resistance. Drummer remains the public head of a Transport Union that now answers to Laconia, and quietly supports the underground. Humanity is under a single government for the first time. And the weapon Laconia used in the ring space has been noticed by something on the far side of the gates: ships have started vanishing in transit, and for one moment every mind in the ring space went dark at once.

The Medina uprising and the Rocinante's escape happen together. Saba's underground takes its moment, the ship is fought free of the station, and a Laconian destroyer is taken with it. Governor Singh, whose reprisals had by then cost hundreds of lives, is killed as the rising unfolds, and Admiral Trejo takes direct control and immediately reverses the harshest of his policies. Clarissa Mao dies during the escape: she pushes her ruined body past what her implants and her illness will tolerate in order to keep the ship alive, and does not survive it. Holden trades himself for the rest: he surrenders to the Laconians in exchange for the Rocinante being let go and Medina spared further punishment, and is taken to Laconia as Duarte's prisoner. Bobbie Draper takes command of the Rocinante, with Alex and Amos aboard. Naomi goes into hiding and begins organizing the resistance in earnest. Drummer, having publicly surrendered the Transport Union to preserve it, is left as a figurehead inside an empire she is secretly working against. Laconia now holds Sol, Medina and the gate network, and the weapon Trejo used in the ring space has drawn the attention of something on the other side of the gates: ships are vanishing in transit, and everyone in the ring space briefly lost consciousness at once.
