A Continental Detective Agency operative arrives in Personville, a mining town so corrupt that residents call it Poisonville, only to find his prospective client Donald Willsson murdered. Donald's father Elihu had once invited criminals into town to crush a strike and then lost control to police chief Noonan and gang bosses Max Thaler, Pete the Finn, and Lew Yard. Hired to clean up the result, the Op solves Donald's domestic murder but stays to dismantle the wider system. With information from Dinah Brand, he feeds suspicions to every faction, revives old crimes, and encourages raids and betrayals until the gangs begin eliminating one another. The strategy makes him increasingly reckless. After a drinking binge he wakes beside Dinah's stabbed body and fears he may be responsible, but presses on. The surviving bosses and gunmen finally destroy one another, leaving Elihu able to submit to an agency-supervised reform of the city. The Op departs successful but morally shaken by the bloodshed he engineered.

The Continental Op travels to Personville after Donald Willsson, publisher of the local newspapers, asks the detective agency to send an operative. Before the Op can meet him, Donald is shot dead. The city is dominated by Donald's father Elihu, a mine owner who used imported criminals to defeat a strike and then lost control of them. Police chief Noonan and several gang bosses now divide the town. Dinah Brand, who knows figures in every faction, begins trading the Op information. Although the immediate killing may be rooted in Donald's private life rather than organized crime, Elihu reluctantly hires the agency to clear the city of the men he once empowered. The Op accepts and starts learning where the bosses' alliances are weakest.

The Op separates Donald Willsson's murder from the larger corruption and identifies a personal motive behind the shooting. Solving that case does not end his assignment: he intends to make Elihu honor the agreement to clean up Personville. He investigates the old death of Tim Noonan, using Bob MacSwain and Myrtle Jennison to reopen contradictions that implicate the city's current powers. By presenting selected facts as if they prove rival gang leader Max Thaler was responsible, the Op inflames Chief Noonan's fear and anger. Noonan's police prepare to move against Thaler while Dinah continues passing among the factions. The city's truce begins to fail exactly as the Op intended.

Noonan's force attacks Thaler's organization, turning official police power into open gang warfare. Thaler survives, and the Op keeps each side focused on the treachery of the others. Pete the Finn, Lew Yard, and their gunmen can no longer rely on their old arrangements. Reno Starkey emerges as an ambitious figure within Yard's camp and sees opportunities in the disorder. The Op lies freely, circulates threats, and arranges encounters meant to make reconciliation impossible. He is no longer merely gathering evidence; he is directing the city's violent men toward one another and accepting that deaths will follow. Dinah remains central because her relationships and knowledge connect the hostile camps, though neither the Op nor Thaler can fully control her.

Personville's criminal balance collapses. Leaders and subordinates are killed as gunmen defect and the remaining organizations fight for territory and survival. Reno turns against Lew Yard and builds his own position, while the Op works with whichever temporary alliance will cause the most damage to the others. Noonan and Pete the Finn also become casualties of the widening conflict, stripping the city of two of its strongest powers. The Op's methods grow harsher as fatigue, alcohol, and the constant violence affect his judgment. His agency sends additional help, but he resists being pulled away before every major faction has been broken. Dinah and Thaler remain entangled with the last struggle, and the Op's attachment to Dinah complicates his claimed detachment from the people he is using.

After drinking heavily with Dinah, the Op wakes in her home and finds her stabbed to death with an ice pick. His memory of the night is incomplete, and for a time he cannot rule out the possibility that he killed her. The uncertainty forces him to confront how far Poisonville has changed him, but he conceals his fear and continues the operation. He tests the stories and movements of the surviving gunmen while using Dinah's death as another source of pressure among them. Max Thaler, Reno Starkey, and the remnants of the rival gangs now have little reason to cooperate and many reasons to suspect one another. The Op calls for the agency's chief and more operatives, preparing both for a final violent settlement and for the institutional cleanup that must follow it.

The Op brings the surviving factions to their final reckoning. Reno Starkey, Max Thaler, and the remaining gunmen confront one another, and the last criminal leadership is killed or exposed in the resulting violence. The Op clears up Dinah Brand's murder sufficiently to know that his blackout fear was not the truth, though her death remains the personal cost that most disturbs him. With Noonan, Pete the Finn, Lew Yard, Thaler, and their organizations gone, Elihu Willsson can no longer evade responsibility by claiming the gangs are too powerful. The Continental agency's chief takes charge of a broader reform backed by outside authority, replacing compromised officials and restoring civic order. The Op leaves Personville after fulfilling the job, but recognizes that his success came from cultivating the same suspicion and appetite for violence that made the city corrupt.

The Op's campaign leaves Personville's criminal coalition destroyed, but the result is not a clean triumph. Dinah Brand is murdered after the Op spends a drunken night with her, and he wakes beside her body unable at first to be sure he did not kill her. He continues pushing the surviving factions into a final confrontation in which Reno Starkey, Max Thaler, and their remaining associates settle their rivalries with gunfire. The Op obtains the evidence and admissions needed to account for the last killings while the principal gang leaders are killed or exposed. Elihu Willsson, now deprived of the criminals who had escaped his control, accepts a thorough civic cleanup backed by the Continental agency and outside authority. The agency's chief arrives to supervise that work. The Op leaves Personville after succeeding in his assignment, disturbed by how readily he adopted the city's violence and by the deaths his manipulation helped produce.
