Lena's mother, who never took the cure through three procedures, who was held for years in the Crypts after Portland was told she had killed herself, and who escaped. Lena grew up believing she was dead and has spent the time since learning she was not.

One of the book's two narrators. She went over the fence out of Portland, survived the Wilds, and now moves with a resistance camp that never stays anywhere long. She has Julian beside her and Alex back from the dead and refusing to speak to her, and she is no longer the girl who wanted to be cured or the girl who wanted to be saved.

Alive, and not the boy Lena knew. He was taken at the Portland fence and held, and what he came out of it with he does not discuss. He is with the resistance, he is civil to everyone else, and he will not look at Lena if he can help it.

The disowned son of Deliria-Free America's founder, who refused the cure and left the cured cities for Lena and the resistance. He is still learning how to live outside, and he is steady, decent and entirely committed to her.

The woman who found Lena at the border and kept her alive, and who leads their group by hard rules and harder decisions. She has spent years surviving in the Wilds and has no interest in anyone's feelings about it.

The book's second narrator, Lena's oldest friend, now cured and living the life the procedure was supposed to guarantee: engaged to the new mayor of Portland, settled, correct and admired. The calm she was promised has not entirely arrived. She dreams, she is restless, and something she did before her procedure will not leave her alone.

Hana's fiance, the son of Portland's former mayor and now mayor himself. Young, cured, publicly devout about order and security, and privately used to getting exactly what he arranges for.

A girl who has joined the camp: capable, cheerful and good in the Wilds. Alex spends his time with her, which Lena notices constantly and says nothing about.

One of the homesteaders who came south with Raven's group and stayed. Easy company, and one of the few people Lena can talk to about anything that matters.

Lena's small cousin, the child who does not speak and who found a way to help Lena escape on the night before her procedure. She is still in Portland, in a household that never wanted her and now has one more reason to resent her.
