The newly consolidated street faction adopts the name the Web and prepares for retaliation. Elsewhere, Wizen and Barb establish their own base. Wizen uses mind control to question a captive about Sievan, a demon lord rumored to have returned from the afterlife.

The Web survives an assassination attempt when Moxie and Lee eliminate the attackers. Noah gathers a large stock of low-rank runes, then follows a captured scout to a meeting staged under Pirren's identity. He kills the false figure, forces the real Pirren to negotiate, and secures her help entering an auction. Pirren names Belkus as the ruler of the walking city and mentions Yoku, whose significance remains unclear. Noah's faction is now visible to stronger political interests, while Wizen continues searching separately for Sievan. A temporary duplicate within his mind helps him recognize that the fragment is not an ordinary rune, but the connection joining his body, soul, desires, and magic. Reintegrating it gives Noah far finer control over his body and frees Warped Matter, whose branching effect consumes nearby material until its limited charge runs out. The resemblance between Noah's discovery and Lee's bound demon runes offers a promising direction, but Noah refuses to repeat the dangerous method on her. Wizen infiltrates the City of Gold with Barb and begins gathering information about Sievan. In the walking city, Noah and Moxie attack Igris, the rank-five wealth demon believed to have funded assaults on the Web. Moxie's new flowering vine consumes energy throughout the mansion while Noah forces a mind-meld with Igris. Inside the demon's soul, Noah discovers that different demon runes all reduce to the same foreign rank-one foundation. Igris dies from the damage, but the discovery shows that Lee's problem is not unique. Every demon appears to carry an imitation derived from the same outside being. Noah proposes replacing that dependence by helping Lee create her own Fragment of Self. She needs intent, power, and a deeply personal catalyst, but the group cannot identify a safe catalyst and Noah refuses self-mutilation as a method. Their new theory gives Lee a direction without yet providing a cure. At the same time, Axil begins hunting Spider on Sievan's behalf for the death-associated Master Rune.

Belkus sends four rank-five enforcers to execute Spider for Igris's death, but Axil kills them and demands a fight of her own.
