Fished out of the sea off Australia after his fall from orbit, Alex is recruited by the Australian Secret Intelligence Service to go into the snakeheads, the gangs that smuggle people across Southeast Asia. He is teamed with Ash, a former MI6 officer who turns out to be his godfather and who knew his parents. Posing as refugees, the two are moved along the smuggling route to a camp where the gang's other trade becomes clear: those who cannot pay are taken to an illegal clinic and stripped for organs, and Alex is nearly killed on the table. Captured, he is brought before Major Winston Yu, who runs the operation and has taken a contract from Scorpia called Royal Blue: a bomb sunk at an unstable point on the seabed to trigger an underwater landslide and a wave that would destroy an international aid conference and the coast around it. Alex stops the detonation and Yu is killed. He also learns that Ash was the traitor who betrayed his parents to Scorpia; Ash dies admitting it.

Previously: Alex Rider, fourteen, was recruited by MI6 after his uncle Ian's murder and used repeatedly by Alan Blunt and Mrs Jones. He stopped Herod Sayle's poisoned school computers, broke Dr Hugo Grief's cloning operation at Point Blanc, survived General Alexei Sarov, and prevented Damian Cray from launching stolen American missiles; the dying assassin Yassen Gregorovich sent him to Venice, where Scorpia's Julia Rothman recruited him with a lie about his father before he discovered the organisation meant to murder thousands of London schoolchildren and destroyed its weapon. MI6 then told him the truth: John Rider had been their own officer, working inside Scorpia under the codename Hunter, and his execution was staged to bring him out. Alex's parents died soon afterwards when a bomb brought down their plane. Scorpia's answer to Alex was a sniper's bullet in the chest. Most recently, the billionaire Nikolai Drevin tried to bring his own space station down on Washington; Alex diverted it and fell back to Earth into the sea off Australia.

Alex comes down in the ocean off the Australian coast and is picked up alive. Instead of being sent straight home he is passed to the Australian Secret Intelligence Service, whose senior officer Ethan Brooke has a proposal. The service has spent years failing to get anyone inside the snakeheads, the gangs that move people illegally across Southeast Asia and treat them as cargo, and a boy travelling with an adult would be exactly the kind of pair the route swallows without comment. The adult offered to Alex is Ash: a former MI6 officer, now working in Australia, who was a friend and colleague of John and Helen Rider and who is Alex's godfather. It is the first time Alex has met anybody who knew his parents personally.

Alex and Ash go in as a father and son with no money and no papers, and are handed along the snakehead's chain from Bangkok southward. Ash talks, guardedly, about the Riders, and about the night Alex's life changed and the wound he still carries from it, but there is a great deal he will not say. The journey itself is worse than either of them expected: the people around them have paid everything they have for a passage that treats them as freight, the handlers are casual about who arrives and who does not, and there is no way to leave the route once you are on it.

The route ends not in a new country but at a holding camp, and there Alex discovers the snakehead's second trade. Those who cannot pay the rest of their passage are taken to an illegal clinic run for the organisation, where they are used as a source of organs for buyers who ask no questions. Alex is identified as a healthy donor and taken to the table, and comes closer to being killed there than in any operation he has run. He gets off it and out of the camp, but he can no longer pretend to be a refugee, and the people running the network now know that somebody has been inside it.

Alex is taken to Major Winston Yu, who owns the snakehead: a courteous, English-educated man whose bones are so brittle that a fall would cripple him, and who describes his business as logistics. Yu is not working for himself. Scorpia has bought his network for an operation called Royal Blue, and the target is an international aid conference being held off the Australian coast, where the people the client wants dead will be gathered in one place. The method is geological. A bomb sunk at a precise point on the seabed will bring down an unstable shelf, and the wave it raises will do the killing, leaving a natural disaster and no assassin to find.

The bomb is already in place on a disused offshore platform, with the timing set and the conference assembling. Alex reaches the rig with the operation's back-up, including Ben Daniels, the MI6 agent he first knew as Fox at the SAS training camp. In the fighting on the platform Alex stops the detonation; there is no landslide and no wave, the conference and the coast are untouched, and Major Yu does not survive. The snakehead's network is broken open, though Scorpia, which commissioned the whole thing, is not touched at all.

The last thing Alex learns is the worst. Ash was the traitor. Years earlier, in the operation that ended his own career, he took Scorpia's money and gave them John Rider, and it was Ash who made sure the plane carrying Alex's parents came down. His godfather is the reason Alex grew up without them. Ash is fatally injured in the fighting on the rig and dies having admitted all of it, leaving Alex holding a confession nobody else has any use for. Alex goes home to London knowing exactly how his mother and father died and who arranged it, having been lent out, used and very nearly killed by a service that was not even his own.

The bomb is stopped: Alex prevents Royal Blue from triggering the landslide, no wave is generated, and the conference and the coastline are never hit. Major Winston Yu does not survive the operation, and the snakehead's network is broken open. The harder ending is Ash. Alex learns that his godfather was the traitor inside the operation years ago, the man Scorpia paid to betray John Rider and to make sure the Riders' plane came down; Alex's parents died because Ash sold them. Ash is fatally injured during the fighting, and dies having admitted it, leaving Alex with a truth that nobody else needs and no one to be angry at. Alex goes home to London knowing exactly how his mother and father died and who arranged it, having been used again by a service that is not even his own, and having been closer to being killed on an operating table than in any firefight. Scorpia, whose contract set the whole thing in motion, remains in business.
