Narrated by Death, the story follows Liesel Meminger, a German girl sent in 1939 to foster parents on Himmel Street in a small town near Munich after her brother dies and her mother disappears. Her kind foster father, Hans Hubermann, teaches her to read, and books become her comfort as Nazi Germany goes to war. She befriends the loyal neighbor boy Rudy Steiner and steals books wherever she can, even snatching one from a Nazi book burning. When the Hubermanns hide a young Jewish man, Max Vandenburg, in their basement, Liesel forms a deep friendship with him, and the household lives in constant danger. Through air raids, hunger, and the cruelties of the regime, Liesel keeps reading and begins to write her own story. In the end, a bombing destroys Himmel Street and kills nearly everyone Liesel loves while she survives by chance in the basement. Max lives through the camps, and years later they are reunited; Liesel goes on to a long life, her book eventually kept by Death itself.

Narrated by Death, who collects the souls of the dying and is drawn to one particular girl, the story begins in 1939 as young Liesel Meminger is sent to live with foster parents in the small town of Molching, near Munich, in Nazi Germany. On the journey her little brother dies, and at his graveside the illiterate Liesel steals her first book. Her new foster parents are the gentle, accordion-playing housepainter Hans Hubermann, who patiently teaches her to read and comforts her through her nightmares, and his gruff, sharp-tongued wife, Rosa. On Himmel Street she befriends the daring, lemon-haired boy next door, Rudy Steiner. As Adolf Hitler's grip tightens and the country marches toward war, Liesel discovers a hunger for books and words that will shape everything to come, stealing volumes where she can and finding in reading a refuge from a dangerous and darkening world.

The war closes in on Himmel Street with devastating finality. After the Hubermanns are forced to send Max away for the household's safety, and after Liesel glimpses him again among a column of prisoners driven through the town, the street is destroyed in a nighttime bombing raid that catches everyone asleep. Liesel alone survives, because she had been down in the basement writing the story of her own life, and she emerges to find her foster father Hans, her foster mother Rosa, and her beloved friend Rudy among the dead, along with nearly all their neighbors. Death, the narrator, gathers the souls and keeps the book Liesel dropped in the rubble. Liesel is taken in and grows up, and Max survives the concentration camps; the two are reunited after the war. She goes on to live a long life far from Germany, marrying and raising a family, and dies as an old woman many years later. Death, who has carried her story all this time, finally comes for her and returns the book she wrote, reflecting on how a single human life, amid so much horror, could contain such love and such words.
