In the post-catastrophe district of Waknuk, religious law demands the destruction of every plant, animal, or person that differs from an approved human pattern. David Strorm, son of the district's sternest zealot, first questions that creed after befriending six-toed Sophie Wender. David later learns that he and several outwardly ordinary young people can communicate by thought. They hide the ability for years, guided by Uncle Axel, but marriage, betrayal, and Petra's unusually powerful talent eventually expose them. David, Rosalind, and Petra flee toward the Fringes while other telepaths are captured. They are caught between Waknuk pursuers and Fringes people led by David's banished uncle Gordon. A telepathic woman from technologically advanced Sealand arrives in an aircraft, kills or immobilizes the fighters with a biological web, and rescues the three fugitives. Michael stays behind to retrieve Rachel, while David, Rosalind, and Petra are carried to a society where their ability is valued.

David Strorm grows up in Waknuk, a farming settlement whose religion teaches that the human form must match an exact approved image. Any different crop or animal is destroyed, while people judged deviant are sterilized and expelled to the Fringes. David's father Joseph is an especially forceful guardian of this doctrine. David meets Sophie Wender after she injures her foot and discovers that she has six toes. Her parents have hidden the difference to save her from the authorities. Although he has been trained to call such a trait blasphemous, David sees only his friend and promises secrecy. The promise begins his separation from the beliefs of his household.

Sophie's difference is discovered after another boy sees her foot, and the Wenders flee. David is beaten and questioned but cannot help the authorities find them. Sophie and her parents are eventually captured and banished. David also reveals a secret of his own to Uncle Axel: he can exchange thoughts and images directly with several other children, including his cousin Rosalind. Axel recognizes that Waknuk would treat this invisible ability as a deviation even though its possessors look ordinary. He orders David never to mention it aloud and encourages the group to learn who can hear them. The thought-speakers begin living a double life, outwardly conforming while privately connected across long distances.

The cost of Waknuk's purity laws becomes clearer when David's aunt Harriet begs his mother to substitute a certified baby for her own rejected infant during inspection. Joseph responds with religious condemnation; soon afterward Harriet and the baby are found dead. Years pass, and David's telepathic group remains concealed under Uncle Axel's guidance. David's younger sister Petra then displays the same ability at a far greater strength. Her terrified mental cry summons the entire group when she is in danger and nearly overwhelms them. Because Petra is too young to control either her power or her speech, she becomes both precious and a serious risk to everyone sharing the secret.

Anne, one of the thought-speakers, insists on marrying Alan Ervin despite the danger that a husband outside the group will discover them. Alan is murdered before the marriage can settle into ordinary life; Uncle Axel later admits that he killed him to protect the group. Anne dies by suicide and leaves a written accusation, but Rachel finds and destroys it before the inspectors can use it. Suspicion nevertheless closes in. Petra's uncontrolled calls reach not only her local companions but a woman across an immense distance. The stranger says she comes from Sealand, a society where telepathy is common, and identifies Petra's range as exceptional. She begins guiding the group mentally, though physical rescue remains far away.

The authorities arrest and torture members of the group, confirming that David, Rosalind, and Petra are involved. The three flee Waknuk with a pursuing force behind them, heading into the poorly mapped Fringes. Michael remains among the Waknuk men and secretly relays their movements through thought. In the Fringes, the fugitives are captured by people whom Waknuk has expelled. Their leader, Gordon, is Joseph Strorm's long-limbed brother and sees Rosalind and Petra as prizes. David also finds Sophie living there, hardened by exile but still willing to help him. The Sealand woman continues moving toward them, warning that she cannot arrive immediately as the Waknuk posse advances into Gordon's territory.

Sophie helps David, Rosalind, and Petra during the confrontation between the Fringes and the armed men from Waknuk, but she is killed. Gordon and Joseph also die as the rival forces fight. The Sealand woman arrives in an aircraft and spreads a web-like biological material that fixes the combatants in place and kills them. She releases the three telepaths and carries them away. Their flight crosses devastated land left by the ancient disaster before reaching Sealand, where a modern city and an organized telepathic society have survived. The rescuer regards thought-speaking as a new human form destined to replace the old, an outlook that is more welcoming to the fugitives but still founded on ruthless evolutionary certainty. Michael stays in Labrador because Rachel has been left behind; he intends to find her and travel to Sealand later. David, Rosalind, and Petra begin a life in which their hidden ability no longer makes them criminals.

David, Rosalind, and Petra are caught between the pursuing Waknuk force and Gordon's Fringes people. Sophie helps them but is killed during the fighting. Joseph and Gordon also die as the two hostile groups clash. The woman from Sealand finally arrives by aircraft and releases a web-like biological weapon that immobilizes and kills those caught in it, ending the battle. She frees the three fugitives and takes them away from Labrador. From the air they see a region still scarred by the ancient catastrophe, then reach a distant, technologically advanced city where telepathy is accepted as the next human development rather than condemned as deviation. Michael does not leave with them: he remains behind to find Rachel, the last member of their group in Waknuk, intending to bring her to Sealand later. David, Rosalind, and Petra thus escape the society that would have sterilized or killed them, but their rescue also reveals the Sealanders' own harsh belief that an older human type must give way to a new one.
