In 1943 German intelligence officer Max Radl develops an audacious plan, encouraged by Himmler, to abduct Winston Churchill during a visit to a Norfolk village. He recruits disgraced paratrooper Kurt Steiner, Irish republican Liam Devlin, and local German agent Joanna Grey. Steiner's men land disguised as Polish troops and initially pass as allies. When one soldier dies saving a child and his German uniform is exposed, the commandos seize the villagers in their church while American Rangers close in. The siege destroys most of the unit, but Steiner breaks away for a final attempt on Churchill. Devlin escapes; Grey is exposed and killed. Steiner reaches the target and fires before being shot, only for the victim to prove a stand-in rather than Churchill himself. Himmler's men kill Radl to erase responsibility, and the British also bury the incident. Decades later, traces of the hidden German graves lead to a reconstruction of the failed raid.

During 1943, SS chief Heinrich Himmler asks whether Winston Churchill might be kidnapped during one of his visits away from London. Colonel Max Radl of German military intelligence is ordered to investigate. His superior, Admiral Canaris, sees the proposal as both unlikely and politically dangerous, but Radl discovers intelligence that Churchill is expected near the Norfolk village of Studley Constable. What began as a theoretical exercise becomes a plausible plan with a specific place and time. Himmler's personal backing gives Radl unusual authority while also isolating him from the protections of ordinary command.

Radl chooses Colonel Kurt Steiner to lead the raid. Steiner and his paratroopers have been condemned to a punishment unit after intervening on behalf of a Jewish prisoner, but their combat experience and loyalty to one another remain intact. Radl offers them a mission in England with little prospect of return. He also recruits Liam Devlin, an Irish republican willing to work against Britain without sharing Nazi commitments. In Studley Constable, the long-established agent Joanna Grey supplies detailed information about the village and the expected visit. The force will land in British-style Polish uniforms, presenting itself as an allied unit on exercises while Devlin and Grey manage the local preparations.

Devlin enters village life under an assumed purpose, establishes contact with Grey, and becomes involved with Molly Prior. Steiner's paratroopers fly to England and land successfully near Studley Constable. Their Polish disguise and disciplined manner allow them to move openly without immediate challenge. They occupy the key approaches and prepare to seize Churchill during the short window described by the intelligence. The operation depends on avoiding civilian scrutiny: the soldiers may look allied at a distance, but discovery of their German uniforms or equipment would bring nearby British and American forces against a small isolated unit.

The deception fails after one of Steiner's men dies while rescuing a local child from danger. His outer Polish uniform is torn away, revealing the German uniform beneath and exposing the entire unit. Steiner abandons the hope of a quiet seizure and takes villagers hostage in the church to contain the alarm and protect his remaining chance at Churchill. Resistance within the village and the suspicions of local constable Arthur Seymour help word escape. American Rangers mobilize toward Studley Constable. Devlin and Grey must now support an open battle rather than the covert operation they prepared.

American troops surround the church and fighting begins. Steiner tries to protect the civilian hostages while refusing surrender, using the building and his limited men to delay a much larger force. Casualties mount among the paratroopers as the Rangers break the German positions. Joanna Grey's role as a German agent is uncovered, destroying the secrecy that had protected her for years. Devlin looks for an escape route as the military objective becomes nearly impossible, while Steiner remains fixed on reaching the prime minister even if the rest of the unit cannot survive.

The Rangers overcome the church position and most of Steiner's command is killed. Joanna Grey is exposed and dies, while Liam Devlin escapes England with help born of his local relationships. Steiner gets away from the immediate siege and penetrates the security around the house where Churchill is supposed to be staying. He shoots the apparent prime minister and is killed by guards, but the target is a stand-in; the real Churchill is not there. The raid therefore ends in tactical destruction and strategic failure. In Germany, Himmler's agents kill Radl and remove evidence linking senior leaders to the operation. British authorities also suppress the incident, concealing the use and death of the double and burying the German dead under a false account. Years later, their hidden grave provides the clue from which the secret landing can be reconstructed.

The American assault destroys Steiner's force in and around the church, but the surviving Germans continue long enough to give Steiner a chance to reach the house where Churchill is believed to be staying. Devlin escapes the collapse of the operation and gets away from England, aided by the personal loyalties he has formed. Joanna Grey is exposed and killed, ending the intelligence network that made the landing possible. Steiner penetrates the final security cordon and shoots the man presented as Churchill before guards kill him. The apparent success is hollow: the victim is a stand-in, while the real prime minister is elsewhere. In Germany, Himmler's organization eliminates Radl and suppresses the unauthorized trail, making the planner another casualty of the mission. British authorities likewise conceal the raid and the death of the double. The German paratroopers are buried under misleading names and the episode disappears from the public record, leaving only scattered evidence from which the framing narrator reconstructs what happened.
