Shai, a Forger who can rewrite an object's history by carving a stamp that reality will accept, is caught in the palace of the Rose Empire after swapping a priceless artefact for a copy of her own making. Forgery is a capital crime there, but before she can be executed the emperor's arbiters offer a bargain: an assassination attempt has left Emperor Ashravan's body intact and his mind gone, and they want her to forge a stamp that will recreate his soul. She has a hundred days, a sealed room and guards who would rather kill her. Working from the imperial records and arguing about art with the elderly arbiter Gaotona, she reconstructs a whole man accurately enough for his own body to accept the result, while quietly preparing her escape. The stamp works and Ashravan is restored, with one change she wrote in deliberately. Shai escapes with her confiscated possessions and the real artefact, leaving Gaotona convinced that Forgery is art rather than fraud.

Instead of killing her, the emperor's arbiters put an offer to her: an assassination attempt has left Emperor Ashravan's body physically intact but his mind destroyed, and the council, which would lose everything if he were replaced, wants Shai to forge a stamp that will restore his soul. She is given a hundred days, a locked room, guards who would rather see her dead, and access to the imperial records.

Shai accepts, on her own terms, and starts work. Forging a soul means reconstructing an entire life accurately enough that the man's own body will accept the result, so she reads everything the empire has ever recorded about Ashravan and has to understand him better than his friends did. Gaotona, the oldest and most rigid of the arbiters, is assigned to review her drafts and treats the whole business as a criminal performing a trick. Her room is sealed each day by a blood-based magic keyed to her own blood, so ordinary escape is impossible, and Frava, who leads the council, plainly has no intention of letting her live once the commission is delivered. Shai therefore prepares her escape alongside the work, forging small changes into her surroundings that nobody thinks to look for.

The work advances through successive drafts. Shai learns Ashravan as a young man, his ambitions, his marriage, his failures, and the point at which he stopped trying to reform the empire and settled for holding it, and she has to decide what to do about everything the official record leaves out. Gaotona's contempt gradually becomes interest as he watches her build versions of the emperor's soul and reject them for reasons he can follow and eventually anticipate. Meanwhile the palace's factions manoeuvre around the secret they are all keeping, the guard captain watches her constantly, and the daily blood seal remains the one thing standing between her and the door.

With the deadline closing, the problem stops being technical and becomes a question of what a soul is for. A stamp accurate enough to work would reproduce a man who had already given up, and Shai has to decide whether to recreate Ashravan exactly or to correct him. She and Gaotona argue about whether Forgery is art or theft, and he concedes more ground than he means to. On the other side, Frava's intentions for Shai once the stamp is delivered become explicit enough that her escape has to be finished on exactly the same schedule as the emperor's soul.

Shai completes the stamp and it works: applied to Ashravan it restores him to himself, and the empire keeps its emperor, though the stamp will need renewing for as long as he lives. She has written one deliberate change into him, a renewed determination to leave the empire better than he found it, which is the thing the original man had given up. Anticipating Frava's plan to have her killed on delivery, she escapes on her own terms, recovering the possessions the council had confiscated, including the alternate versions of herself she had spent years making, and taking the genuine artefact she was convicted of stealing while the palace keeps her forgery of it. Gaotona is left with proof of what she is: among the work she abandons is a stamp of her own soul, which settles their argument in her favour.

Shai finishes the soul stamp within her hundred days and it works: applied to Ashravan, it restores him to himself, and the arbiters keep their emperor, though the stamp will have to be renewed indefinitely for the rest of his life. The empire's rulers keep their secret and their emperor, Shai keeps her freedom and her prize, and the two of them part with a mutual respect neither expected.
