Kit Snicket brings the Baudelaires to the Hotel Denouement, the last safe place, where V.F.D.'s two factions will gather, and asks them to work undercover, observing guests to tell allies from enemies. The hotel, run like a giant library, is managed by identical twins Frank and Ernest Denouement, one a volunteer and one a villain, whom the children cannot tell apart. A trial before the High Court collapses when villains are revealed among the judges. To escape, the Baudelaires help set the hotel ablaze and flee by boat, leaving with Count Olaf himself in a desperate alliance, sailing out to sea.

The Baudelaire orphans, Violet, Klaus, and Sunny, lost their parents to a fire and have been hunted ever since by the greedy actor Count Olaf and his accomplice Esme. Over many homes and escapes they befriended the Quagmire triplets, uncovered a secret organization called V.F.D. to which their parents belonged, and were framed by Olaf for murder, becoming fugitives. They learned that V.F.D. is split between noble and villainous factions warring over the truth and over a mysterious object called the sugar bowl, and that both sides were converging on a last safe place. Guided at last by an ally, Kit Snicket, sister of the murdered Jacques and soon to become a mother, the children have made their way toward the Hotel Denouement, where the two factions of the secret organization will finally gather and where the long conflict that consumed their parents seems poised to reach its climax.

Old teachers, guardians, enemies, and acquaintances all reappear, and the children struggle to sort friend from foe while constantly confused about which Denouement brother, the volunteer Frank or the villain Ernest, they are dealing with at any moment. They learn that a trial is to be held to bring the guilty in the long conflict to justice, and that the powerful, sinister villains they encountered in the mountains are among those gathering. As tension mounts throughout the hotel and both sides maneuver, the Baudelaires try to carry out their undercover task without being unmasked, aware that a reckoning between the factions is fast approaching.

The gathering assembles, and the hotel fills with the leaders and members of both factions of V.F.D., including the frightening villains the children feared in the mountains. The Baudelaires continue their dangerous undercover work, moving through the hotel and trying to determine who can be trusted as the two sides maneuver toward a confrontation. Amid the mounting tension it becomes clear that a trial before the High Court is imminent, meant to judge the guilty in the long secret conflict, but that both noble and villainous forces are jockeying to control it. Caught between the factions and still uncertain of nearly everyone's true loyalties, the children sense that the fragile peace of the last safe place cannot hold, and that the assembly is about to erupt into the crisis toward which the whole series has been building.
