Englishman Rudolf Rassendyll visits Ruritania and finds that he is almost indistinguishable from its new king. When Duke Michael's agents drug and abduct the king before his coronation, loyal officers Sapt and Fritz persuade Rudolf to take his place. Rudolf is crowned, conceals the substitution, and falls in love with the king's intended bride, Princess Flavia. The real king is held at Zenda Castle, where Michael's men are prepared to kill him if a rescue begins. With help from Michael's jealous mistress, Antoinette de Mauban, and a frightened servant, Rudolf's party attacks the castle. Michael is killed by his own treacherous follower Rupert of Hentzau; Rudolf defeats the king's remaining guard and frees the prisoner, though Rupert escapes. The king resumes his throne. Flavia learns the truth and returns Rudolf's love, but duty requires her to remain with the king, so Rudolf goes home alone and keeps the adventure secret.

Rudolf Rassendyll, a wealthy English gentleman with no fixed occupation, belongs to a family whose red hair and sharp features come from an old connection with the royal Elphbergs of Ruritania. Seeking diversion, he travels secretly to Ruritania for the coronation of King Rudolf V. In the forest near Zenda he meets Colonel Sapt, Fritz von Tarlenheim, and the king himself, whose appearance matches his own almost perfectly. The company celebrates at a hunting lodge, but the king is drugged and cannot be awakened on coronation morning. Because the king's ambitious half-brother, Duke Michael, would profit if the ceremony failed, Sapt concludes that the drugging was deliberate. With the capital already waiting, Sapt and Fritz persuade Rudolf to cut his beard and impersonate the king long enough to be crowned.

Rudolf successfully passes through the coronation and is acclaimed as king, despite the risk that Duke Michael or one of his supporters will recognize the substitution. When Rudolf, Sapt, and Fritz return to the lodge, the real king has vanished and one of his attendants has been killed. Evidence points to Michael's men taking the king to the duke's stronghold at Zenda. Rudolf must therefore continue the impersonation: revealing the truth would leave the throne open to Michael and place the captive king in immediate danger. At court Rudolf meets Princess Flavia, the king's cousin and expected bride, and finds himself drawn to her. Sapt warns him that personal feeling cannot be allowed to compromise the rescue or the succession. Michael maintains a guarded public manner while his six closest followers, including the bold Rupert of Hentzau, protect the secret at Zenda.

The false king's public attention to Flavia strengthens royal support and frustrates Michael, but Rudolf's feelings for her become genuine. Michael cannot simply kill his captive: while Rudolf occupies the throne, the murder might expose the plot rather than benefit the duke. At the same time, every confrontation with Michael's followers risks revealing that the man on the throne is an impostor. Rudolf uses nerve and quick improvisation to survive a dangerous meeting with several of them. Sapt and Fritz seek a way into the castle without triggering the king's death, while Rudolf maintains ceremonies and appearances in Strelsau. The need to protect both Flavia and the monarchy makes the impersonation harder to end with each passing day.

Rudolf's party moves nearer Zenda under cover of a hunting visit. They make contact with Johann, a frightened servant from the castle, and learn how the king is confined and guarded. The prisoner is held behind a door that can be reached from the moat; if an alarm is raised, one guard is to kill him while another disposes of the body through a pipe into the water. Antoinette de Mauban, Michael's mistress, also offers covert help because she knows Michael hopes to marry Flavia once he has the throne. Rudolf scouts the castle at night and tests possible approaches, but its defenses make a clean rescue nearly impossible. He must also watch Rupert, whose recklessness and private ambitions make him dangerous even to Michael's own plans.

Rupert privately proposes an alliance in which Rudolf would help remove Michael, the captive king, Sapt, and Fritz, leaving the two survivors to divide the rewards. Rudolf refuses. Rupert later visits Rudolf's party under a flag of truce, shoots Rudolf, and escapes, confirming that no agreement can restrain him. Reports from inside Zenda indicate that the king's health is failing, so delay is no longer possible. Rudolf, Sapt, and their allies devise an assault that uses Johann to draw some of the guards away while Rudolf approaches the prison from the moat. Antoinette is to signal when the moment comes. The plan depends on speed: the attackers must reach the captive before the guard assigned to kill him can carry out his orders.

The rescue begins amid a separate crisis inside Zenda. Antoinette summons Rupert, hoping to trap him, but Duke Michael discovers them together; Rupert kills Michael in the ensuing fight and escapes from the castle. Rudolf enters by the moat, reaches the prison, and fights Detchard, killing him before the captive king can be murdered. The other conspirators are defeated, and the injured but living king is restored. Rupert gets away despite Rudolf's pursuit. Flavia then learns that the man she has come to love is not her cousin but Rudolf Rassendyll. Rudolf and Flavia acknowledge their love, yet both accept that her duty to Ruritania requires her to remain and marry the true king. Rudolf returns to England, while Sapt, Fritz, the king, Flavia, and Rudolf preserve the substitution as a state secret. Annual messages carried by Fritz are the only continuing bond between Rudolf and Flavia.

Rudolf Rassendyll enters Zenda Castle during the rescue attempt, reaches the imprisoned king, and kills Detchard after the other guards have been drawn away or defeated. Duke Michael is already dead, killed by Rupert of Hentzau after Michael finds Rupert with Antoinette de Mauban. Rupert escapes despite Rudolf's pursuit. The injured king is restored without the public learning that an English double was crowned in his place. Princess Flavia discovers Rudolf's identity and admits that she loves him, but both accept that she must remain in Ruritania and marry its rightful king for the country's sake. Rudolf returns to England, while Sapt and Fritz preserve the secret. He and Flavia do not meet again; each year Fritz brings Rudolf a rose and a message from her. Rupert remains free, leaving the most dangerous surviving conspirator beyond the reach of the restored court.
