This book is an interlude in the ka-tet's journey, framed by a deadly cold storm called a starkblast that forces Roland, Eddie, Susannah, Jake, and Oy to take shelter. To pass the time, Roland tells a story from his own youth: soon after his mother's death, he and his friend Jamie DeCurry were sent to the barony of Debaria to hunt a skin-man, a shape-shifter murdering people in the night. Within that story, to comfort a traumatized boy who witnessed the killer, Roland recounts a fairy tale from his childhood, the tale of Tim Ross, a woodsman's son who braves an enchanted forest, a deceiving tax collector, and a starkblast of his own to save his mother, meeting a great wizard along the way. The nested tales close: Tim earns his courage, young Roland identifies and stops the skin-man, and the ka-tet waits out the storm and continues toward the Tower, unchanged in their larger quest but richer for the telling.

By this point in the quest, Roland Deschain, the last gunslinger of Gilead, has gathered his ka-tet on the road to the Dark Tower: Eddie and Susannah Dean, brought from twentieth-century New York and wed, the boy Jake Chambers, twice bound to Roland and once returned from death, and the billy-bumbler Oy. They chased the man in black across a desert, drew their number from New York through magic doors, healed a paradox around Jake, destroyed the insane monorail Blaine, and passed through a plague-ruined Kansas. There Roland told the sorrowful story of his youth in Mejis, his lost first love Susan Delgado, and the dark sorcerer Randall Flagg, whom the ka-tet then faced and who fled from them at a glass palace. This book falls along that road, a pause in the greater journey while the fellowship shelters from a storm and Roland tells tales of days long past.

All three layers of the tale come to rest. In the innermost story, the boy Tim Ross survives the enchanted forest and a killing storm, gains help and a gift from the wizard he finds there, and returns able to aid his mother, growing into the courage that earns him the name Tim Stoutheart. In the middle story, young Roland and Jamie DeCurry uncover which of the townsfolk of Debaria is the murderous skin-man and put an end to the killings, and Roland's telling helps heal the boy who saw the creature. In the outer frame, the starkblast blows itself out, and Roland, Eddie, Susannah, Jake, and Oy emerge safe to take up the path of the Beam once more. The book is a self-contained interlude between larger adventures: the ka-tet is exactly where it needs to be to continue toward the Dark Tower, with no lasting change to the quest beyond a deeper sense of Roland's past.
