Previously: Harry Dresden saved Molly Carpenter - daughter of his friend Michael, Knight of the Cross - from execution by the White Council after her awakened talent led her into mind-magic; she is now his apprentice under the Doom of Damocles, both their lives forfeit if she falls again. Rescuing her meant raiding Arctis Tor, Winter's capital, which some unknown third power had already scarred with hellfire - one more sign, with the Council's leaks and losses, of an organized 'Black Council' behind the war with the Red Court. Harry wears a Warden's gray cloak now; Murphy took a demotion to sergeant for standing with him. His half-brother Thomas - their kinship still secret - has grown distant and evasive about his money and his feeding. In Harry's mind lives the shadow of the fallen angel Lasciel, ever more helpful, ever angling for him to take up her buried coin. His first love, Elaine Mallory, survives in hiding as a private investigator.

Murphy brings Harry a suicide that is not one: a gentle, minor-talent practitioner, dead with a message left for the one man who would know to look for it. Working the city's community of small-magic folk - the Ordo Lebes, a circle of women already frightened by disappearances - Harry establishes a pattern: someone is hunting the weakly gifted, women without Council protection, and staging their deaths. Elaine Mallory arrives from the coast, hired by the frightened survivors to protect them - the case has pulled in Harry's first love, the only other student of his old master to survive that fire. Together they cover the remaining targets and reconstruct the killer's method, and the picture forks: more than one predator is working the same ground. Part of the trail runs to the White Court - the killings smell of the Skavis, the house that feeds on despair - and part keeps circling Thomas. A violent attempt on the protected women is broken, but the killer adapts, hunting the protectors through their own defenses. Harry finally corners the truth about his brother: Thomas's secrets are innocent - protective, even - though clearing him in private does nothing to stop the Court's game.

Warden Ramirez, sharp enough to notice how much of Harry's life is classified, insists on standing with him. The venue is set: the Raith Deeps, before the assembled Court.

Losing, Vittorio Malvora shatters the forms and unleashes power no vampire owns: workings fueled from outside creation, the signature of the Outsiders, with the hooded necromancer Cowl standing in the conspiracy behind him. A ghoul army floods the cavern, and the duel becomes a massacre in the making - until Harry's insurance arrives through a hidden way: Murphy and Marcone's supernatural-grade mercenaries, Gard and Hendricks, hitting the ghouls from behind. In the battle's worst moment, a deathblow aimed at Harry's mind is intercepted - by Lasciel's shadow, who has spent years becoming something that could choose, and chooses to die for him. The silence she leaves behind is the strangest grief Harry has known.

The conspiracy dies in the Deeps. Vittorio and the exposed house lords fall - Lara Raith executes the plotters before the assembled Court, turning the attempted coup into the final consolidation of her rule - and the murders of Chicago's practitioners end. Ramirez survives his wounds; Elaine returns west with the surviving women safer for her work; Thomas, cleared and unburdened, lets Harry see his double life plainly - the salon where he feeds in safe sips, the targeted women he had been hiding all along. Cowl's part in arming Vittorio hardens Harry's darkest theory into fact: a Black Council is real, organized, and willing to hand Outsider power to pawns inside the supernatural nations. Justine, saved and healed, remains near Thomas in Lara's keeping. Harry goes home with his brother's trust restored, an apprentice coming into her strength, a debt held over the White Court - and, for the first time in years, no one else's voice in his head.

Marcone's people and Murphy spring Harry's hidden reserve, Elaine survives the Skavis killer's run at her, and the conspirators die: the duel's collapse exposes the plotting house lords, whom Lara executes on the spot, cementing her control of the Court - now more clearly than ever a rival power that owes Harry a debt it resents.
