The alien structure grown out of Venus has become a ring beyond the orbit of Uranus, and fleets from Earth, Mars and the Outer Planets Alliance gather to study it. James Holden takes the Rocinante out under a documentary contract while an apparition of the dead detective Miller, visible only to him, pushes him toward the ring. Clarissa Mao, working under a false name as a technician, sabotages a United Nations ship, murders a colleague to cover it, and frames Holden for the attack. Fleeing the pursuit, the Rocinante passes through the ring, and the fleets follow into a vast enclosed space that enforces an absolute speed limit; the sudden deceleration kills and maims thousands. Trapped inside, the survivors gather around the OPA's huge ship Behemoth. Its captain, Ashford, decides to destroy the alien Station at the centre, which would kill everyone. Security chief Bull, executive officer Pa and the pastor Anna Volovodov move against him, and Bull dies stopping the attack. Holden reaches the Station, learns that whatever killed the protomolecule's builders still exists, and persuades it to let the fleets go. The ring then opens onto more than thirteen hundred other star systems.

Previously: an alien artifact called the protomolecule, found frozen on Saturn's moon Phoebe, was released on Eros Station as a corporate experiment that killed its entire population. James Holden and the crew of the Rocinante, engineer Naomi Nagata, mechanic Amos Burton and pilot Alex Kamal, exposed the people responsible, and the Ceres detective Miller died riding the infected station into Venus to keep it away from Earth. On Venus, the protomolecule kept working. Later, the industrialist Jules-Pierre Mao, protected by figures inside the United Nations government, used stolen samples and abducted children to grow protomolecule-human hybrids as weapons. That program was broken on Io by the Rocinante's crew, a Martian marine named Bobbie Draper, and the UN official Chrisjen Avasarala, who came out of it with far more power than she started with. Mao was arrested, his family fortune seized and his name ruined, and his surviving daughter Clarissa was left with nothing. Then the protomolecule finished with Venus: an enormous structure lifted off the planet, crossed the solar system, and assembled itself into a ring far beyond the orbit of Uranus, where it now sits, silent and unexplained. Earth, Mars and the Outer Planets Alliance have all sent ships to look at it, and none of them trusts the others to be there alone.

A Belter pilot flies a small fast ship through the ring on a dare and does not come back, and the recording of what happened to him tells the fleets almost nothing. Earth, Mars and the Outer Planets Alliance each send a flotilla to the ring, and the OPA's contribution is the Behemoth, the salvaged generation ship once used as a weapon against Eros, rebuilt at Tycho into the Belt's first capital ship and still visibly a hull that was meant for something else. Holden, who wants nothing to do with alien artifacts, takes a documentary contract from the producer Monica Stuart that carries the Rocinante out to the ring anyway. Aboard the Behemoth, Fred Johnson's man Bull is installed as security chief under Captain Ashford and executive officer Michio Pa, an arrangement that satisfies nobody. Among the civilian observers riding with the United Nations fleet is Anna Volovodov, a pastor from Europa. On a UN supply ship, a young technician working under the name Melba Koh assembles the pieces of a plan against Holden.

An apparition of the dead detective Miller begins appearing to Holden, visible and audible to no one else, speaking in loops and fragments and insisting that Holden come out to the ring. Holden cannot prove it is real and cannot make it stop. Melba, whose real name is Clarissa Mao, is working the hardest and dirtiest job on her ship under a bought identity, learning the systems she intends to use; an older technician named Ren takes her on as an apprentice and teaches her patiently. Anna finds herself among self-important dignitaries, including the famous theologian Hector Cortez, and prefers the company of the ships' crews. Aboard the Behemoth, Bull's attempts to make an unfinished warship ready for a crisis run into Ashford's preference for ceremony and Belter pride, and Pa is left mediating between them.

Clarissa carries out her plan. She sabotages a United Nations ship so that it is destroyed, kills the technician who trained her when he stumbles into what she is doing, and plants a false transmission that makes the attack look like the work of the Rocinante. Within hours Holden is the most wanted man in the system, accused of murdering hundreds of UN personnel, and the fleets at the ring turn on him. Nothing he says is believed, because the evidence is thorough and because he is already the man associated with every alien disaster of the past few years. With warships closing in and no jurisdiction left to appeal to, the Rocinante runs, and the only direction that is not a wall of guns is through the ring itself.

The Rocinante crosses the threshold and finds itself inside an immense enclosed space with a small hard object at its centre and the ring behind it as one door of many. The space enforces an absolute speed limit: anything moving faster than a certain rate is brought to that speed instantly, without regard for what the deceleration does to hulls or bodies. The pursuing warships follow at combat speeds and are cut down in a moment; thousands of people die or are crippled in seconds, and ships across all three fleets are wrecked or left without power. Bull's spine is broken. The survivors, Earth, Mars and Belt alike, are trapped inside together with no way home while the object at the centre watches them, and the Behemoth, huge, slow and comparatively undamaged, becomes the only place with the room and the spin gravity to hold the wounded.

The Behemoth turns into a hospital, a refugee camp and a political problem at once, with Earth, Martian and Belter survivors packed into a ship designed for none of it. Anna makes herself useful among the injured and becomes one of the few people all three factions will listen to. Bull, paralyzed and working from a chair, holds the ship's security together while Ashford's command grows more brittle and more concerned with the Belt's honour than with survival. Holden, still blamed for the attack that started the crisis, is hunted through the wreck of the fleets, and the Miller apparition keeps pressing him toward the Station at the centre. Clarissa, aboard the Behemoth among the evacuees, is still hunting Holden herself, and Anna begins to notice that the quiet technician's account of herself does not hold together.

Ashford concludes that the alien Station must be destroyed and that the Behemoth's enormous communications laser is the weapon to do it with, arguing that killing the thing that trapped them is the only way home. Holden, who has learned from the Miller apparition that the Station is a defensive system and will answer an attack, argues the opposite: that shooting at it will get everyone inside killed. Bull, Pa and Anna each reach the same conclusion by different routes and move against the captain. The mutiny takes the ship, then loses it again as Ashford's loyalists fight back through the drum and the ship's spin becomes a battlefield. With the Behemoth divided against itself and the laser being prepared, the countdown to a shot nobody can call back begins.

The shot is fired, and the Station answers by tightening the rules of the space it controls, cutting the speed limit further and pushing every surviving human toward death. Bull, mortally hurt, breaks Ashford's control of the Behemoth and holds the ship together long enough for someone to reach the Station. Holden crosses to it with the Miller apparition, and Clarissa Mao follows him out with the last of her plan and the last of her strength. Anna leaves the ship in a suit to go after them.

Inside the Station, Holden learns what the Miller construct was assembled to tell him. The civilization that built the protomolecule and seeded the gates was destroyed a very long time ago by something else, something the Station has been left watching for, and the trap the fleets fell into is a defensive reflex rather than an attack. Holden persuades the Station to stop killing the people caught inside it, and the space releases them. Bull dies of his injuries having saved the ship. Anna reaches Clarissa, who is dying, and brings her back alive rather than leave her, then argues afterward for a trial instead of an execution; Clarissa is taken into custody and returned to Earth, and the truth about the attack Holden was blamed for comes out. Ashford's command ends in disgrace, and the surviving ships of all three fleets go home together. The ring is then revealed as one gate among many: more than thirteen hundred of them, each opening onto a different star system with habitable worlds waiting behind it. Humanity is handed a thousand new frontiers and no agreement whatsoever about who owns them.

Ashford's attack on the Station provokes exactly the response Holden feared: the slow zone tightens its limits further, and everyone inside it will die if it is not stopped. In the fighting aboard the Behemoth, Bull, already crippled and running the ship from a chair, defeats Ashford's loyalists and holds the vessel together long enough for Holden to act, and dies of his injuries. Holden crosses to the alien Station with the Miller apparition guiding him, and Clarissa Mao follows to kill him. Inside, Holden learns what the Miller construct has been assembled to tell him: the civilization that built the protomolecule and the gates was destroyed a very long time ago by something else, something that is still out there and that the Station has been watching for. Holden convinces the Station to stop killing the people trapped inside it, and the slow zone releases them. Anna goes out in a suit and brings a dying Clarissa back alive rather than leave her, and afterward argues for mercy rather than execution; Clarissa is taken into custody and sent back to Earth to face trial. The surviving ships go home. The ring is no longer a single door: it opens onto more than thirteen hundred gates, each leading to another star system with habitable worlds behind it, and the human race is left staring at more room than it knows what to do with.
