Honor saves their yacht, but the other strike kills Duke Cromarty and his government. The replacement ministry accepts Saint-Just's ceasefire proposal, halting Buttercup while both sides retain their conquests. Saint-Just then attempts to tighten State Security control, but Shannon Foraker defeats the purge aimed at Tourville and Theisman seizes Saint-Just, leaving Haven in revolt as negotiations begin.

Previously: The Star Kingdom of Manticore and its allies are at war with the People's Republic of Haven, whose Committee of Public Safety rules through political terror and State Security. Honor Harrington, an admiral in both Manticoran and Grayson service, was captured and sent to the prison world Hades after a public execution was staged for propaganda. She survived, freed the prisoners, and organized an escape force from captured ships. Among those with her are her bonded treecat Nimitz, her Grayson armsman Andrew LaFollet, former People's Navy officer Warner Caslet, and many other military and political prisoners. Honor's status is unusually complex: she holds rank and obligations in two allied navies, is a Grayson steadholder, and had been declared dead by Manticore. The war remains unsettled. Haven has recovered from earlier reverses under capable commanders, while Manticore and Grayson are developing new weapons and warships whose full capabilities have not yet been revealed.

Honor's improvised fleet reaches San Martin after escaping Hades, bringing former prisoners, captured ships, and Havenite prisoners into Alliance space. Earl White Haven welcomes her back, but she has lost an arm and still suffers paralysis and damage to an artificial eye. On Grayson she reunites with Protector Benjamin, her parents, and the household that believed her dead. She also learns that her infant sister Faith is now the legal Steadholder Harrington. Nimitz's reunion with Samantha reveals that his captivity injury has silenced his normal mental voice. Benjamin regularizes Honor's unauthorized Elysian force as a Protector-owned Grayson formation and offers its displaced personnel a route into service and citizenship. In Manticore, Queen Elizabeth allows Honor's cousin to retain the inherited earldom and instead creates a new duchy for Honor. The Alliance is under pressure from renewed Havenite attacks and is rebuilding around new warships and light attack craft. During reconstructive treatment, Honor returns to limited duty. Thomas Caparelli assigns her to teach tactics, advise Alice Truman's carrier program, command the Advanced Tactical Course, and serve as a full Manticoran admiral.

On Grayson, Samuel Mueller builds organized opposition to Benjamin's reforms and accepts covert support from men calling themselves Anthony Baird and Brian Kennedy. Unknown to him, Captain Hughes has infiltrated his household and records their discussions. San Martin formally explores voluntary membership in the Star Kingdom, a proposal Queen Elizabeth supports in principle. Honor prepares for replacement of her damaged face, eye, and arm, knowing that the arm will require long retraining and may never regain full control. Nimitz remains in pain and unable to transmit thoughts. Allison proposes adapting sign language so he and Samantha can communicate, opening the possibility of a broader bridge between humans and treecats.

Mueller's outside allies deepen their covert financing of his anti-reform campaign while warning him, without proof, that Grayson may be drawn into Manticore. Long-range missile pods, electronic warfare, and more than fifteen hundred stealth light attack craft destroy its mobile defenses before they can reply effectively, exposing the scale of the Alliance's technical advantage. At Haven's capital, McQueen attempts her coup and Pierre is killed. Saint-Just defeats her by detonating a nuclear weapon beneath the Octagon, killing McQueen, her forces, and roughly 1.3 million civilians. As the sole surviving Committee member, he concentrates political, military, and State Security authority in himself, appoints Theisman to rebuild Capital Fleet, and activates Operation Hassan against the Alliance. On Grayson, Honor's Protector's Own expands and Benjamin expects Buttercup's victories and Elizabeth's visit to strengthen the reform coalition. Mueller's supposed allies then reveal their leverage. Anthony Baird is James Shackleton, and Brian Kennedy is Angus Stone. They blackmail Mueller with recordings of illegal campaign financing and force him to present ceremonial memory stones containing passive recorders to the royal visitors. Their accusation that Mueller ordered Hughes's murder is unsupported, but his fear and undisclosed guilt make the threat effective. The planned royal visit is now exposed to a covert operation hidden inside trusted religious gifts.

Scotty Tremaine's stealth light-attack-craft strike devastates the Havenite picket at McGregor, though enemy fire exploits a remaining gravity vulnerability and destroys one craft. Theisman concludes that Haven cannot presently counter Manticore's range, fire rate, electronic warfare, and carrier tactics. She uses her civilian runabout to shield Grayson I, saving Elizabeth and Benjamin despite severe damage to her own craft. The second missile destroys Queen Adrian, killing Duke Cromarty, the foreign secretary, and everyone else aboard. The new opposition government refuses her preference to continue the war to decisive victory. When Saint-Just offers talks before Eighth Fleet can attack Lovett, Elizabeth accepts her ministers' unanimous advice rather than provoke a constitutional crisis. The resulting ceasefire leaves both sides holding the systems they occupy and calls for formal negotiations within two standard months. Michelle Henke, now Countess Gold Peak after losing her father and brother aboard Queen Adrian, carries the truce offer home and tells Honor she does not blame her for saving the only yacht she could reach. Saint-Just views the pause as time to rebuild State Security control and answer Manticore's weapons. His attempt to purge regular Navy commanders instead triggers revolt. Shannon Foraker destroys the State Security squadron sent against Tourville, while a coordinated action develops around other fleets. Theisman seizes Saint-Just in his office and holds him at gunpoint. The war is paused, Pierre and McQueen are dead, and Haven's regime ends the book in open upheaval.

Shannon Foraker destroys the State Security force sent against Tourville, and Theisman leads a coordinated coup in the capital. The book closes with Pierre and McQueen dead, Saint-Just captive at Theisman's gunpoint, the Havenite power structure in revolt, and the peace settlement still to be negotiated. Honor remains a major Manticoran and Grayson leader, with her physical recovery and the new treecat signing project still developing.
