Katniss Everdeen (Protagonist)

The teenage narrator, a hunter and provider from the coal-mining District 12 who won the previous Hunger Games alongside Peeta Mellark. Sharp, guarded, and fiercely protective of her family, she returns home a wealthy victor but finds no peace. Her defiant stunt with the poison berries has made her an unwilling symbol of resistance, and she is pressured to prove the act was love rather than rebellion while the districts begin to stir.

Peeta Mellark (Supporting)

The baker's son from District 12 who won the last Games with Katniss by playing the role of her devoted sweetheart. Kind, calm, and gifted with words and painting, he genuinely cares for Katniss even though their public romance is partly performance. Steady under pressure and skilled at swaying a crowd, he stays at her side through the Victory Tour and the ordeal that follows.

Gale Hawthorne (Supporting)

Katniss's closest friend and former hunting partner in District 12, a miner's son who resents the Capitol openly. Strong-willed and increasingly drawn toward rebellion, he cares deeply for Katniss and is frustrated by the role the Capitol has forced her to play.

Haymitch Abernathy (Supporting)

Appears from the start

District 12's only other living victor and the mentor to Katniss and Peeta. A hard-drinking, sharp-eyed survivor of an earlier Quarter Quell, he understands Capitol politics better than anyone around him and works, in his own guarded way, to keep his tributes alive.

President Snow (Antagonist)

The ruler of Panem, an outwardly courteous man whose reign rests on fear and total control. Convinced that Katniss's berry stunt threatens his authority, he confronts her in private and makes clear that any hint of continued defiance will bring reprisals against the people she loves.

Primrose Everdeen (Supporting)

Appears from the start

Katniss's younger sister, gentle and drawn to healing, whose place in the first Games Katniss took by volunteering. Her safety is the lever President Snow uses to control Katniss.

Cinna (Supporting)

First appears in chapter 4

Katniss's stylist and friend, a quietly bold designer who shapes her public image. His creations carry hidden meanings, and his artistry turns her appearances into acts of subtle defiance.

Effie Trinket (Minor)

First appears in chapter 4

The Capitol escort assigned to District 12's tributes, fussy about manners and schedules and devoted to appearances. Beneath her polish she grows genuinely fond of Katniss and Peeta.

Plutarch Heavensbee

First appears in chapter 6

The Capitol's newly appointed Head Gamemaker, a powerful and affable figure who takes a particular interest in Katniss. At a Capitol gathering he briefly shows her a watch marked with a hidden image of a mockingjay.

Finnick Odair (Supporting)

First appears in chapter 16

A famously handsome victor from the fishing District 4, celebrated across the Capitol and deadly with a trident. Charming and theatrical in public, he becomes an uneasy ally to Katniss and Peeta once the Quarter Quell throws the victors together, proving more thoughtful and loyal than his reputation suggests.

Johanna Mason (Supporting)

First appears in chapter 18

A blunt, abrasive victor from the lumber District 7, known for feigning helplessness before striking. Openly contemptuous of the Capitol, she is grudgingly drawn into the alliance around Katniss inside the arena.

Beetee (Supporting)

First appears in chapter 20

An inventive older victor from the technology-focused District 3, skilled with electronics and wire. Reaped into the Quell, he devises the technical plan the allies stake their hopes on within the arena.
