Katniss and Peeta return to District 12 as victors, but Katniss's berry stunt is read across Panem as rebellion. President Snow threatens her family unless she can convince everyone it was an act of love, not defiance. On the Victory Tour she instead sees unrest spreading. The Capitol then announces the Third Quarter Quell: this year's tributes will be reaped from existing victors, sending Katniss and Peeta back into the arena. There they ally with other victors, including Finnick, Johanna, Beetee, and Wiress, in a jungle arena built like a clock, each zone holding a timed horror. Unknown to Katniss, some victors and the rebel Head Gamemaker Plutarch are working to break her out to become the face of a revolt. Beetee's plan to destroy the arena's force field with wire and lightning succeeds when Katniss fires a wire-wrapped arrow into it. She wakes aboard a rebel hovercraft to learn that District 13 survived and leads the rebellion, that Peeta has been captured by the Capitol, and that District 12 has been destroyed.

In the nation of Panem, twelve districts live under the Capitol's control, and each year two children from every district are forced to fight to the death in the televised Hunger Games. Katniss Everdeen, a teenager from the impoverished District 12, volunteered to take her younger sister Prim's place in the last Games. Guided by their drunken mentor Haymitch and presented to audiences as one half of a pair of star-crossed lovers with fellow tribute Peeta Mellark, she survived. When only the two of them remained and the rules were changed to forbid a joint victory, she produced poisonous berries and threatened a double suicide, forcing the Capitol to let both live rather than lose its winners. The stunt saved them, but across the districts it read as an act of defiance, humiliating the Capitol and its ruler, President Snow, and quietly kindling talk of rebellion.

Months after their victory, Katniss and Peeta live uneasily in District 12's Victors' Village, their public romance cooled in private. President Snow visits Katniss in secret and warns that her berry stunt has sparked unrest in the districts. Unless she can persuade all of Panem that it was an act of desperate love rather than rebellion, the people she cares about will pay. The Victory Tour then takes the pair through the districts, where Katniss sees signs of anger and defiance, including a silent salute and violence in District 11. She and Peeta play up their devotion for the cameras, but the tour only deepens her sense that the country is edging toward revolt and that Snow remains unconvinced and unsatisfied.

Home again, Katniss watches Capitol control tighten around District 12. A harsh new head Peacekeeper cracks down on the black market and long-tolerated freedoms, and Gale is publicly whipped for defiance, which pushes Katniss firmly toward resistance rather than flight. She briefly considers fleeing into the wild with those she loves but decides to stay and fight. Rumors reach her of unrest and even open uprising elsewhere, and of a district thought long destroyed. The Capitol's grip and the districts' anger are now clearly on a collision course, and Katniss senses that Snow intends some fresh punishment aimed squarely at her.

The Capitol announces the rules of the Third Quarter Quell, a special edition of the Games held every twenty-five years: this year's tributes will be reaped from the pool of existing victors. As District 12's only living female victor, Katniss is forced back into the arena, and Peeta takes the male slot to protect her. Returned to the Capitol for training and interviews, they meet the other victors, a mix of celebrities, veterans, and outcasts, among them Finnick, Mags, Johanna, Beetee, and Wiress. Alliances form and shift as the tributes size one another up. Launched into a lush, humid arena, Katniss and Peeta join forces with Finnick and his group, and the Games begin under Capitol rules that everyone knows are rigged against them.

The arena proves to be a giant clockwork trap, its ring of zones each unleashing a timed horror on a rotating schedule, and the allies survive one deadly wave after another while keeping a fragile trust. Beetee proposes using his wire to channel the arena's lightning into an enemy position, and the group commits to the plan. In the chaos Katniss instead recognizes the deeper game: she fires an arrow trailing the wire into a weak point in the force field, and the surge blows the arena apart. She wakes aboard a rebel hovercraft, where Haymitch, Plutarch, and Finnick reveal that a rebellion led by the surviving District 13 has been unfolding, and that the plan all along was to break the victors out and make Katniss its symbol. Peeta and Johanna were captured by the Capitol, and in reprisal District 12 has been firebombed to ruins. Katniss is carried toward District 13 as open war begins.

Katniss follows Beetee's plan and fires an arrow trailing his wire into a weak point in the arena's force field, and the resulting surge blows the field apart and knocks her unconscious. She wakes aboard a hovercraft belonging to the rebellion. Haymitch, Plutarch Heavensbee, and Finnick reveal that a secret plot had been in motion the whole time: District 13, long believed destroyed, has survived underground and is leading an open revolt against the Capitol, and the plan was always to extract Katniss and make her its symbol, the Mockingjay. The rescue reached her, Finnick, and Beetee, but not everyone. Peeta and Johanna were seized by the Capitol. Gale, who escaped, tells Katniss that in retaliation for the arena breakout the Capitol firebombed District 12, leaving it in ruins with only a fraction of its people alive. The book closes with Katniss, injured and stunned, being carried toward District 13 as the war she helped ignite begins in earnest.
