With Duarte missing and his condition a state secret, Admiral Trejo holds the Laconian empire together while the losses at the ring gates get worse: ships vanish in transit, and the moments when every human mind goes dark stretch from an instant toward minutes. Trejo sends the marine officer Aliana Tanaka to find the high consul, and she hunts the Rocinante for Teresa Duarte, who is now living aboard it. Elvi Okoye, running Laconia's science effort, works out what the enemy is and how the gates make humanity visible to it. Duarte, changed beyond anything human and drawing strength from the network itself, resolves the problem his own way: he begins merging every human mind into a single consciousness that the entities cannot pick apart. Holden, who lived in Duarte's household and understands what he is doing, gets to the heart of the ring station and stops it, shutting the gate network down for good. The entities are locked out, humanity stays itself, and the settled systems are cut off from one another permanently. Holden dies doing it. Generations later, the isolated worlds are still there.

Previously: the alien protomolecule destroyed the station Eros and built a ring gate opening onto a hub connected to more than thirteen hundred worlds. Humanity settled them, fought over them, and eventually lost them to Laconia, the empire built by the rogue Martian admiral Winston Duarte out of alien technology no human fleet could match. Laconia conquered Sol, occupied Medina Station and made itself the single government of the species. The Rocinante's crew survived that conquest at heavy cost: Clarissa Mao died in the escape from Medina, Holden surrendered himself and spent years as Duarte's prisoner, and Bobbie Draper was killed leading the resistance's largest operation. Meanwhile the ring gates turned out to be a doorway used in both directions. Something outside ordinary space destroyed the civilization that built them, and Laconia's use of the gates drew its attention: ships began vanishing in transit and every mind in the ring space went briefly dark. Duarte, who had rebuilt himself with alien technology to be able to face it, attempted a direct confrontation and lost. His flagship was destroyed and his mind was shattered. Admiral Trejo has been governing in his name and hiding his condition. Duarte's daughter Teresa fled Laconia with Amos Burton, who came back from that world no longer entirely human, and with Holden; all three reached the Rocinante, where Naomi now leads the underground. This book opens with the high consul missing and the attacks from beyond the gates getting worse.

Duarte is gone: not merely incapacitated but physically missing from Laconia, and the empire's ability to function depends on nobody finding out. Trejo assigns Aliana Tanaka, a Laconian marine officer with a reputation for getting results and for the cost of them, to locate the high consul quietly. Her most promising lead is his daughter, and his daughter is aboard the Rocinante. The ship carries Holden, Naomi, Alex, Amos, Teresa and her dog, running resistance work in a war that is starting to look beside the point: the losses at the gates are accelerating, transits are killing ships that did nothing wrong, and the blackouts that take every human mind at once are lasting longer each time. Elvi Okoye, still running Laconia's research, is the only person with both the data and the freedom to say plainly that this is now the emergency.

Tanaka hunts the Rocinante and Teresa with steadily fewer constraints, and the crew has to keep moving. Elvi's work narrows the problem: the entities exist outside the space human ships travel through, they experience the ring network's traffic as an intrusion, and every transit makes humanity more visible to them. The interludes from beyond the gates make it clear the response is deliberate. Alex's son Kit is serving aboard the resistance's captured Laconian warship under Jillian Houston, which puts another person Alex loves inside the shooting. Teresa, out of place among people who spent their lives fighting her father, begins to be useful rather than protected: she knows Laconia, she knows what was done to her father, and she has a connection to the alien machinery there that nobody else has.

The blackouts and the vanishings pass the point where any government can pretend to manage them, and Laconia's grip on the settled worlds starts to matter less than the schedule of the next transit. Tanaka closes in and forces a confrontation that costs both sides; the resistance's warship and its crew are drawn in. Elvi is given access to the alien artifacts and the ring station itself, and works out that the network has a mechanism for being shut down. That knowledge makes the question political immediately: shutting the gates would strand more than a thousand worlds without ships, food shipments or contact, and most of them would suffer badly for it.

Duarte is located, and he is no longer describable as a man. Whatever the entities did to him left him distributed across the network itself, capable of reaching human minds directly, and he has been using the blackouts to gather and rehearse. Tanaka, whose orders were to retrieve him, has to decide what she is actually serving. Elvi is brought to the ring station to work on the shutdown, under Laconian guard and with the empire's own leadership divided about whether to permit it. The Rocinante makes for the slow zone with Holden aboard, because Holden lived in Duarte's house for years and is the only person on either side who can guess what the high consul thinks he is doing.

Everything converges on the ring space. Duarte's intention becomes explicit: he means to end the entities' ability to find and destroy individual human minds by ending individual human minds, merging the entire species into one consciousness strong and unified enough to endure. He has the reach to attempt it and no interest in consent. Trejo's authority collapses, Tanaka's mission dissolves into her own reckoning with what she has become, and Elvi's shutdown work turns from a policy question into the only remaining option. Amos, who is no longer bound by the limits that stop other people, gets Holden where he needs to be, and the crew of the Rocinante spend what may be their last hours together saying so.

Duarte does it. For a moment every human being alive is one mind, with annihilation the only alternative on offer. Holden, inside the ring station, takes the decision away from him: he uses that single moment of union to end it and to shut the gate network down, closing the door the entities came through. Humanity survives as itself, and the price is that the more than thirteen hundred settled systems are cut off from one another and from Sol, permanently, each left with whatever it had on hand. Holden dies. Naomi, Amos, Alex, Teresa and Elvi live. Laconia's empire ends with the traffic that sustained it, and every world begins again alone. Generations later, humanity is still there on those separated worlds, its languages and histories already drifting apart.

Duarte's plan is finally clear: he intends to end the entities' ability to single out human minds by ending human individuality, joining every person alive into one consciousness permanent enough to survive whatever is on the other side of the gates. He has the reach to do it, and he does. For a moment every human being in every system is part of one mind, and the alternative on offer is annihilation. Holden reaches the heart of the ring station and takes the decision away from him. The epilogue, generations later, finds humanity alive on its isolated worlds, its cultures and languages already drifting apart from one another and from the history that put them there.
