Civil war spreads through Morganville after Bishop's bloody challenge to Amelie. Claire and the other Glass House residents work with Amelie, Oliver, Myrnin, Richard Morrell, and human defenders to preserve shelters, communications, and the town's remaining protections. A violent storm then floods streets, severs allies from one another, and gives Bishop's faction cover to attack strategic sites and capture opponents. Claire, Shane, Eve, and Michael are repeatedly separated while each tries to help trapped residents and return to the resistance. Amelie's forces lose coordination, and the Founder disappears after being gravely weakened. Bishop uses the resulting uncertainty to claim Morganville. Michael is forced under his authority, the human defenders are overwhelmed, and Glass House can no longer shield its residents. With Shane and Eve in danger and Myrnin's research at stake, Claire accepts Bishop's mark and submits to his service. The book closes with Bishop ruling the town and Amelie's surviving supporters driven underground.

Previously: Claire Danvers discovered that vampires rule Morganville and formed a family at Glass House with Eve Rosser, Shane Collins, and Michael Glass. Michael became a vampire to save Shane, while Claire accepted Founder Amelie's protection and began assisting the unstable scientist Myrnin with research into a disease destroying vampire minds. Amelie's father Bishop then entered town with a hostile entourage and challenged her authority. He turned a formal feast into an attempted takeover, exposing supporters inside Morganville and attacking Amelie's faction. Sam Glass, Michael's grandfather and Amelie's devoted ally, died defending her from Bishop. Claire and her housemates survived, and Amelie refused to surrender, but the system of protections that had kept Morganville stable was shattered. Bishop and Amelie ended the confrontation with rival factions, leaving the town on the edge of civil war.

Morganville moves from tense division into open conflict. Amelie calls on vampire and human allies to defend the town, while Bishop recruits through intimidation and promises of freedom from her rules. Claire's knowledge of Myrnin's laboratory and the town's hidden systems makes her a messenger and problem-solver for the resistance. Shane, Eve, and Michael support her, though Michael's vampire status exposes him to pressures the others cannot share. Sam's death weighs on both Michael and Amelie and makes compromise with Bishop impossible. Oliver joins Amelie's side because Bishop's victory would destroy his independent position, but he remains an ally of necessity. As reports of attacks and disappearances spread, the Glass House residents understand that their home is no longer outside the battlefield.

Amelie's supporters try to hold communications, shelters, and routes through Morganville while Bishop's faction targets the people and places that make organized resistance possible. Richard Morrell and Hannah Moses help coordinate human defenders, giving civilians a structure that does not depend entirely on vampire protection. Claire moves between Glass House, Myrnin's laboratory, and threatened parts of town, carrying information that cannot safely pass through ordinary channels. Myrnin's illness makes him unpredictable, yet his knowledge remains too valuable to abandon. A major storm approaches, promising destructive winds and flooding. Both sides prepare, but the emergency also makes clear how easily Morganville can be divided into isolated pockets. Claire's parents and other civilians must be protected at the same time that Bishop's attacks are intensifying.

The storm strikes Morganville, damaging buildings, flooding roads, and disrupting the fragile coordination of Amelie's resistance. Claire, Shane, Eve, and Michael are separated while trying to reach shelters, help trapped people, and preserve contact with allies. Bishop's followers exploit the darkness and confusion, attacking positions that would have been harder to reach under normal conditions. Human feuds become secondary as even Monica and her family face the loss of the order that once protected them. Claire continues toward Myrnin and Amelie's network despite not knowing which routes or safe houses remain secure. Every rescue costs time and exposes someone else, while the weather prevents either side from seeing the whole state of the town.

As the worst of the storm passes, Bishop's advantage becomes visible. His faction has used the isolation to capture people and strategic locations, while Amelie's defenders have been unable to reinforce one another. Claire reunites with some of her friends but learns that others are prisoners or under direct threat. Amelie has been gravely weakened and disappears from effective command, allowing Bishop to claim that the Founder has fallen. Oliver and the human resistance retain pockets of strength but cannot restore a single defensive line. Michael's vampire obligations become a means for Bishop to control him, and Myrnin's laboratory is no longer safely beyond the conflict. Claire's scientific value now makes her a target for forced service as well as retaliation.

Bishop emerges from the storm in control of Morganville. Amelie is missing after being badly weakened, and her surviving allies cannot openly disprove Bishop's claim that her rule is over. Michael is forced beneath Bishop's authority, while Shane, Eve, and other human resisters face imprisonment or death. Glass House no longer offers meaningful protection. Claire is given a direct choice between submission and the destruction of people she loves. She accepts Bishop's mark and agrees to serve him, placing her scientific ability and access to Myrnin's research under his command. The decision keeps immediate victims alive but leaves Claire separated from her former freedom and apparently aligned with the enemy. Oliver, Hannah, Richard, and Amelie's other surviving supporters are scattered or driven underground. The book closes without restoring the town: Bishop rules openly, Amelie's fate is uncertain, and resistance can continue only in secret.

The storm passes with Morganville physically damaged and its defenders scattered. Bishop exploits the isolation and confusion more effectively than Amelie's side: his followers capture key positions and people, while Amelie disappears after being gravely weakened and cannot continue directing the resistance. With the Founder absent, claims that she is dead or defeated spread through the town. Oliver and the remaining opposition cannot prevent Bishop from imposing his rule. Michael is brought under Bishop's authority, and Glass House loses the protection its residents once relied upon. Claire, Shane, and Eve are left vulnerable to imprisonment and retaliation. To keep the people she loves alive, Claire submits to Bishop and accepts his mark, binding her valuable scientific service to the victor. Bishop therefore ends the book in control of Morganville, including Myrnin's work and Claire's abilities. The resistance is broken into hiding rather than destroyed, but Claire begins the next phase apparently serving the vampire who killed Sam and displaced Amelie.
