As the Solarian League moves toward war over New Tuscany, Honor Harrington carries a peace offer to Haven and President Pritchart opens negotiations. At Spindle, Michelle Henke uses Apollo missiles to defeat a vastly larger Solarian force, but the secret Mesa Alignment then executes Operation Oyster Bay. Its undetectable weapons destroy Manticore's orbital industry, devastate Grayson's Blackbird yards, and kill millions, including Andrew LaFollet and most of Honor's extended family. The League exploits Manticore's losses by sending more than four hundred wallers under Filareta. Meanwhile, Zilwicki and Cachat return with Mesa defector Simoes and evidence of the Alignment's long campaign of manipulation. Pritchart secretly brings that evidence to Manticore and admits that Haven officials falsified the correspondence that restarted the war. Elizabeth ends the war with Haven and accepts Pritchart's offer of a joint fleet against Filareta and the still-hidden Alignment.

Previously: Manticore and Haven remain at war after falsified diplomatic correspondence destroyed their last attempt at peace. Each government believes the other manipulated the exchanges, and the resulting campaign culminated in the Battle of Manticore. Honor Harrington's victory left Manticore with a decisive missile advantage and Haven's senior commander Lester Tourville as a prisoner, but it did not resolve the dispute over responsibility. Elsewhere, attacks linked to Manpower and Mesa have drawn Manticore into a widening struggle across the Talbott region. At New Tuscany, Solarian Admiral Bing destroyed three Manticoran destroyers without provocation. Michelle Henke, serving as Vice Admiral Gold Peak, destroyed Bing's flagship and forced the surviving Solarian force to surrender its intact records. Manticore now possesses evidence supporting its account, but the incident threatens direct conflict with the far larger Solarian League just as Queen Elizabeth seeks a way to end the war with Haven.

The Solarian League receives Manticore's report on New Tuscany and captured records supporting the charge that Admiral Bing opened fire first. Civilian leaders favor a measured reply, but Fleet Admiral Rajampet begins preparing for war and urges an eventual attack on Manticore. Queen Elizabeth and Honor conclude that the growing League crisis makes peace with Haven strategically urgent. Honor prepares to travel as Elizabeth's representative and consults the captured Lester Tourville about Haven's leadership. On Grayson, Protector Benjamin Mayhew and High Admiral Matthews defend the Manticoran alliance against domestic critics while acknowledging the League's immense long-term strength. Unknown to Manticore, Alignment Commodore Carol Ostby has penetrated the binary system with stealth ships. His force maps orbital targets for Operation Oyster Bay and plans a final targeting relay for a mass missile strike.

Solarian analysts possess evidence that Manticoran missiles far outrange accepted limits, but their superiors resist the conclusion. On Mesa, Albrecht Detweiler learns that Zilwicki and his Haven partner vanished during a security disaster. The Alignment decides to blame them and the anti-slavery movement for the Green Pines explosions while using forged material to obscure Mesa's role at New Tuscany. Detweiler expects Oyster Bay to begin within months. At Manticore's Weyland research station, new attention to evacuation readiness exposes serious weaknesses. Honor then arrives outside Haven with Eighth Fleet and receives safe conduct from President Pritchart. As Queen Elizabeth's plenipotentiary, she offers negotiations backed by a warning that Manticore can systematically destroy Haven's navy and orbital industry if talks fail. Pritchart's cabinet accepts that negotiation is necessary to preserve the republic, though admitting the truth about the falsified correspondence could carry a heavy domestic cost.

An Alignment scout force at Grayson narrowly avoids detection while conducting Oyster Bay reconnaissance. Honor opens formal peace talks with an expanded Haven delegation, arguing that permanent security cannot rest on Manticore's present technological superiority. At Spindle, Michelle Henke prepares Tenth Fleet for a possible Solarian assault and tests Apollo tactics. Junior officers also recognize that released evidence and independent reporting may help prevent the League from building political support for war. Meanwhile, Alignment forces begin placing hidden missile pods near Manticore. Operative Baltazar Juppe gives journalist Audrey O'Hanrahan forged New Tuscany records designed to survive scrutiny and make Manticore appear to have fired first. O'Hanrahan agrees to investigate the material rather than publish immediately. Queen Elizabeth confronts Catherine Montaigne over Green Pines. Montaigne denies that Anton Zilwicki would attack civilians but reveals that he secretly traveled to Mesa, making the false accusation against him more difficult to rebut.

Montaigne explains that Zilwicki and a Haven operative went to Mesa to investigate Manpower and then disappeared. Honor privately gives Pritchart the same context, and Haven's own records corroborate that its missing officer had blamed an outside power for earlier attacks. Both governments treat Green Pines as disinformation intended to derail peace. At Spindle, reconnaissance finds a Solarian force of seventy-one superdreadnoughts and many escorts approaching under an admiral committed to punitive action. Henke conceals her strength, prepares Apollo ammunition, and plans to fight if the force violates Manticoran territory. The Solarian commander dismisses warnings about Manticoran range, crosses the territorial limit, and demands Henke, her ships, and reparations. Governor Medusa refuses to yield. The ultimatum leaves Spindle facing invasion, while apparently authentic forged reports spread the claim that Manticore caused New Tuscany.

The Solarian ultimatum expires and the invading force advances toward Flax. Henke's distributed scouts provide near-real-time targeting while hidden cruisers, ammunition ships, LAC carriers, and newly arrived units bracket the slower superdreadnoughts. Although Solarian staff officers detect anomalies and warn of concealed missile pods, their commander remains certain that numerical superiority will prevail. At Point Longbow, twelve Manticoran cruisers launch more than twelve thousand weapons. Apollo control links reshape the attack against Solarian defenses, which stop only a small fraction of the missiles. The opening salvo destroys or cripples twenty-three superdreadnoughts, including the flagship. Before the prepared follow-up attack is needed, the surviving force drops its wedges and surrenders. Manticore has won the battle in a single exchange, but must now secure damaged ships, rescue survivors, and control an enormous prisoner population.

Gold Peak grants the surrendered Solarians prisoner-of-war treatment and organizes their removal from ships that Manticore lacks crews to operate. Abigail Hearns leads a dangerous search-and-rescue party into a wrecked superdreadnought while Marines secure other prizes without renewed fighting. In Haven, an obstructionist legislator stalls the peace talks for domestic advantage, but Honor continues to distinguish political maneuvering from Pritchart and Theisman's genuine desire for peace. News of Spindle reaches the negotiators and deepens the strategic crisis. Manticore's leaders conclude that the League may ignore the evidence and use the defeat to justify escalation. Queen Elizabeth therefore treats the states as effectively at war, closes Manticoran-controlled wormholes to Solarian traffic, recalls merchant shipping, and prepares broader economic measures. Direct action against Mesa remains under consideration, but has not been ordered.

Manticore begins implementing its junction closures as Home Fleet rebuilds under the weight of earlier losses. Andrew LaFollet prepares unusually detailed security for an outing involving Honor's infant son Raoul and close relatives. At Weyland, an evacuation exercise becomes a real station evacuation, disrupting work but exposing and correcting dangerous readiness failures. At the same time, the concealed Oyster Bay force completes its deployment. Its spider-drive ships have placed missile pods throughout the Manticore binary and at Grayson without detection because their propulsion produces none of the familiar long-range signature. Six synchronized attacks begin. Grazer torpedoes and other weapons approach vital infrastructure while Manticoran defenders receive only an unexplained encrypted transmission. Honor's family sets out under armored escort, unaware that the coordinated strike is already in progress.

Operation Oyster Bay strikes without effective warning. Grazers tear apart Hephaestus and Vulcan, destroying docked warships, manufacturing sections, and millions of people within seconds. Follow-on missiles eliminate most dispersed orbital yards and much of Manticore's skilled industrial workforce. The attackers avoid deliberate planetary bombardment, but the wreckage creates its own catastrophe. A ready-duty tug destroys or captures several fragments headed for Sphinx, yet others reach the surface. Ocean impacts devastate coastal areas, and a massive fragment obliterates Yawata Crossing. During the emergency, Andrew LaFollet orders the air car carrying Allison Harrington and Raoul down, secures the infant in an armored carrier, and ejects Allison in a survival shell as destruction approaches. Manticore's orbital industry is shattered, and the full human cost on the planets is still emerging.

Elizabeth's emergency council learns that Hephaestus, Vulcan, and Weyland are gone, along with almost all heavy construction and missile production. Weyland's earlier evacuation saves much of its workforce and off-site records preserve research, but Manticore cannot quickly replace the lost plant or millions of skilled workers. Civilian deaths on Sphinx rise into the millions, and treecat clans also suffer. Caparelli and Givens accept institutional responsibility, though the government recognizes that the unknown attacker used a purpose-built technology no existing defense anticipated. White Haven argues that the Solarian League had little reason to undermine its own numerical advantage this way and identifies Manpower as the leading, unproved suspect. Manticore expects future arrivals to leave detectable hyper footprints and plans denser surveillance. Elizabeth refuses surrender. In the League, senior officials answer Spindle with propaganda and rearmament while privately planning a later war, then receive an urgent report concerning Manticore whose contents are not yet disclosed.

Solarian analysts Al-Fanudahi and Teague warn that Oyster Bay reveals an unknown power whose ambitions may extend beyond Manticore, but senior planners see an opportunity to attack while Manticore is weakened. Haven learns of the disaster and suspends peace talks when Honor and Eighth Fleet are recalled. Pritchart's cabinet refuses to assume the attacker is Haven's ally and increasingly suspects coordinated outside manipulation involving Mesa or Manpower. Honor returns to the ruined home system and learns the personal cost: the Yawata Crossing strike killed most of her extended family. Her mother and Raoul survived because Andrew LaFollet evacuated them, but LaFollet and Jeremiah died when their vehicle was hit. Judah Yanakov then reports that Oyster Bay also destroyed Grayson's Blackbird shipyards, killed nearly the entire workforce there, and killed High Admiral Matthews. Yanakov succeeds him, while both allied industrial bases face reconstruction.

Rajampet authorizes an offensive beginning with almost four hundred Solarian wallers under Fleet Admiral Filareta, followed by an even larger second wave if necessary. Manticore's ammunition shortage forces Michelle Henke to return her Apollo pods and conserve what remains. A trusted Beowulf channel warns both Manticore and Haven of the coming attack. Manticore can defeat Filareta tactically, but Honor warns that the missile expenditure would leave the realm unable to sustain operations while the League adapts and outproduces it. In Haven, Linda Traney argues that Beowulf's warning may be intended to preserve the peace process, though anti-negotiation factions could instead exploit Manticore's weakness. Filareta begins assembling more than four hundred wallers. He does not fully share his staff's confidence that Oyster Bay has made Manticore helpless, but proceeds under orders.

At the hidden Darius base, Albrecht Detweiler welcomes the returning Oyster Bay force and confirms the Alignment's responsibility. Its prototype shark-class ships and larger vessels under construction form a covert navy commanded by his son Benjamin. Because Manticore is now alert and the trained crews are irreplaceable, Benjamin persuades Albrecht not to risk another immediate strike. The Alignment instead activates its long-prepared political plan. Families planted across allied systems will present themselves as established anti-slavery leaders, encourage frontier secessions as the Solarian League fractures, and assemble the Renaissance Factor as an apparently defensive successor bloc. The connection to Mesa and the Alignment's genetic program will remain hidden while the organization exploits the League's broader military and political collapse.

Anton Zilwicki and Victor Cachat return alive with Mesa scientist Herlander Simoes. Their account gives Pritchart's government credible grounds to investigate a centuries-old Alignment, its spider drive, and its manipulation of interstellar conflicts. Pritchart concludes that the same conspiracy may explain both Haven's falsified diplomatic traffic and Oyster Bay. As Filareta approaches, Elizabeth publicly rejects surrender and promises that Manticore will resist. Pritchart then enters Manticoran space secretly with Theisman, Zilwicki, Cachat, and Simoes. She admits that Yves Rochlaude and Arnold Giancola altered Haven's side of the correspondence that restarted the war and presents evidence tying the Alignment to the broader campaign. Honor judges Simoes sincere within the limits of his knowledge. Elizabeth and Pritchart declare the Manticore-Haven war over. Haven offers its nearby fleet against Filareta, allowing Manticore to conserve missiles, and the former enemies form an alliance against the immediate Solarian attack and the still-hidden Alignment.

Operation Oyster Bay has destroyed Manticore's main orbital industry, much of Grayson's Blackbird complex, and millions of lives, including most of Honor's extended family and Andrew LaFollet. Manticore retains enough ships and missiles to defeat Filareta's approaching Solarian fleet, but doing so alone would consume scarce ammunition before industry can recover. Pritchart reaches Manticoran space with Theisman, Zilwicki, Cachat, and Simoes. She confirms that Haven officials altered the correspondence that restarted the war and presents evidence that the Mesa Alignment engineered the wider conflict and Oyster Bay. Honor finds Simoes sincere within the limits of his knowledge. Elizabeth and Pritchart end the Manticore-Haven war and form a military alliance. Haven's nearby fleet will help meet Filareta, while both governments face reconstruction, lingering distrust, and an enemy whose hidden base, fleet, technology, and Renaissance Factor network remain largely unknown.
