Jack Reacher travels to Virginia to meet Susan Turner, commander of his former unit, but finds her jailed and himself recalled to service under an old homicide allegation. After freeing Turner, he flees with her while they investigate the deaths of two of her soldiers and a claim that Samantha Dayton may be his daughter. The trail runs through a missing Afghanistan report, Emal Golam Zadran, and a Fort Bragg logistics team directed through Colonel Morgan. Both cases against Reacher prove fabricated, and Samantha is not his daughter. Reacher and Turner return to Washington, where Ezra Schrago's capture helps expose an opium operation at Dove Cottage run by Crew Scully and Gabriel Montague. Morgan and Schrago are arrested, while Scully and Montague die by suicide before the raid. Turner is freed and restored to command. She and Reacher part when they accept that their lives cannot be combined.

Previously: Jack Reacher served as an Army military policeman and once commanded the 110th MP Special Unit. He has since left the Army, but his former service and the people connected to it continue to draw him into military investigations.

Reacher reaches Virginia intending to visit Major Susan Turner, the current commander of his former unit. Before he can meet her, two military-looking men pose as legal advisers, order him to leave, and threaten further violence. He defeats them and continues to the 110th headquarters. Turner is absent, and Colonel Morgan has taken her office as temporary commander. Morgan refuses to explain where she is. Instead, he revives the case of Juan Rodriguez, whose death has been attributed to a beating sixteen years earlier, and claims that evidence identifies Reacher as the attacker. Reacher denies the allegation. Morgan also mentions Candace Dayton in connection with another unresolved matter. Using Reacher's reserve liability and former clearance, Morgan formally recalls him to Army service. Reacher's visit has therefore become a confrontation with military authority, while Turner's removal and the coordinated attempt to drive him away remain unexplained.

Reacher and Turner escape the Army installation and evade a police search in Washington. Turner connects her framing to Natty Weeks and Duncan Edwards, two soldiers under her command who died in Afghanistan after trying to report something. Four outside pursuers continue hunting the fugitives. Reacher and Turner travel west, take cash and a vehicle from a burning meth operation, survive another confrontation, and begin a sexual relationship. Reacher also reveals that Candace Dayton's fourteen-year-old daughter Samantha may be his child, giving him a separate reason to reach Los Angeles. Turner identifies a number in the missing Afghanistan signal as their best investigative lead. At a Pittsburgh airport hotel they use borrowed identities and ask Sergeant Leach to retrieve the original record, but the file has been removed, apparently under Morgan's authority. Their hotel registration is detected through government systems, leaving their refuge compromised and confirming that someone with substantial access is monitoring their movements.

Leach recovers handwritten evidence placing AM3435 inside the missing interval of the Afghanistan report. With help from Army attorneys Helen Sullivan and Tracy Edmonds, Reacher and Turner seek the intelligence file while flying to Los Angeles under cover identities. Reacher incapacitates two followers, Peter Paul Lozano and Ronald David Baldacci, who are later identified as Fort Bragg logistics soldiers. AM3435 proves to be Emal Golam Zadran, once suspected of trafficking American grenades to the Taliban. The fugitives infer that the same logistics network may now be moving money or other contraband. In Los Angeles, Emily obtains Candace Dayton's address, and Reacher finds Samantha under federal and military surveillance. Samantha confirms her identity but does not know Reacher. Jason Kenneth Rickard follows Turner and threatens her with a gun; Turner kills him in self-defense. His phone identifies Ezra Schrago as leader of the hostile team. A visit to the former Rodriguez attorney suggests that the old affidavit belongs to a larger, manipulated case, so Sullivan begins searching the archives.

Sullivan's archive search proves that the historical accusation against Reacher was false, while Espin confirms that a man using the name Romeo purchased the fabricated paternity affidavit. Samantha is Candace Dayton's daughter but not Reacher's. Evidence ties Morgan to the hostile Fort Bragg team and the assault on Colonel Moorcroft, while Edmonds traces Morgan's career support to Crew Scully and identifies Gabriel Montague as Scully's close associate. Reacher suspects Montague is Romeo. After returning to Washington with Espin, Reacher and Turner evade custody long enough to pursue the conspiracy. They capture Schrago after he attacks them, and his cooperation leads to Morgan's arrest. Leach traces Romeo and Juliet to Dove Cottage. The club is exposed as an opium operation supplied through the Zadran family and sustained by the Army network Scully helped place. Scully and Montague kill themselves before a multi-agency raid reaches them. Morgan and Schrago remain in custody. Turner receives a permanent stay of confinement and returns to command the 110th. Reacher, cleared of both planted allegations, parts from Turner because their lives are incompatible and leaves. Juliet's identity remains unknown.

Sullivan's work clears Reacher of the historical assault case and the fabricated paternity claim. Espin takes Schrago into custody after Schrago attacks Reacher and Turner, and Schrago's cooperation leads to Morgan's arrest. Leach traces Romeo and Juliet to Dove Cottage, where the investigation exposes an opium business supplied through the Zadran family and protected by an Army personnel and logistics network. Scully and Montague kill themselves before the authorities arrive, while Morgan and Schrago remain in custody and the club falls under agency control. Turner receives a permanent stay of confinement and resumes command of the 110th. Samantha remains safe and is confirmed not to be Reacher's daughter. Reacher and Turner end their relationship because neither can share the other's way of life, and Reacher leaves. The identity behind Juliet and the reach of any network beyond Dove Cottage remain unresolved.
