Reacher watches an apparent kidnapping unfold outside a college. After armed men force Richard Beck's car off the road and kill his bodyguards, Reacher disables their pickup, rescues Richard, and appears to shoot a plainclothes detective. He escapes pursuing college security and reluctantly agrees to take Richard home rather than involve the police. Richard explains that his wealthy father imports rugs and that an earlier kidnapping cost him an ear. The Beck home stands on an isolated Maine peninsula behind walls, wire, cameras, and a guarded gate. Richard's mother, Elizabeth, welcomes him back, but the household security man disarms Reacher and locks him upstairs pending Zachary Beck's decision. Alone, Reacher retrieves a wireless device hidden in his shoe and reports that he has gained entry. His arrival was planned as part of an undercover operation. The operation began after Reacher saw alive a man he had believed dead for ten years.

Before entering the estate, Reacher identified the supposedly dead man as Quinn, a former Army intelligence officer involved in stealing advanced weapons plans. Quinn had survived an off-books attempt to kill him and was now using a Cadillac registered to Zachary Beck's Bizarre Bazaar. DEA agents Susan Duffy and Steven Eliot were already investigating Beck, but their unsupported operation had lost contact with undercover agent Teresa Daniel. Reacher and Duffy combined their aims: he would seek Quinn while helping find Teresa and evidence against Beck. Duffy's team staged Richard's abduction, Reacher's rescue, and the apparent deaths, creating a reason for him to avoid police and accept the Beck family's shelter. Elizabeth reveals that Paulie repeatedly coerces her and does not work for Zachary Beck. The Beck family is under the control of a stronger outside organization, while Duke remains Beck's own corrupt security chief. Elizabeth also explains the estate's sensors, alarms, and heavy gatehouse weapon, and quietly allows Reacher time to contact Duffy. Reacher reports the cell and concludes that Quinn probably removed Teresa. He admits killing Angel Doll after Doll compromised the operation. Reacher meets DEA agent Terry Villanueva and learns that Beck's two bodyguards escaped after killing their guards. Reacher and Villanueva stage a roadside crash and kill both escapees before they can reach the estate. While hiding the bodies in the maid's Saab, Reacher finds papers concealed above the rear-seat lining, but Beck arrives before he can remove them. Reacher's cover continues to hold, and Beck gives him house keys and a place at the family table. A name in Beck's phone book connects the present operation to Reacher's memories of Kohl's Army investigation. Kohl and her partner Anthony Frasconi had traced stolen military blueprints from a coerced engineer to a senior intelligence officer. The officer used threats against the engineer's child and collected the plans while protected by his official role. Kohl eventually identified him as Francis Xavier Quinn. Reacher now understands that Beck's contact Xavier, the man he recognized as Quinn, and the intelligence officer from the earlier case are the same person.

Reacher retrieves and destroys the dead maid's records after they confirm his developing theory. In memories of the old case, Kohl traced Quinn's unexplained wealth and foreign contacts while preparing a controlled exchange intended to prove that he was selling military plans. There they find the full exchange: American Persuader shotguns prepared for export and imported Russian rifles, suppressed sniper weapons, grenade launchers, and surface-to-air missiles. The operation is an immediate federal and public threat. Harley catches Reacher, Duffy, and Villanueva in the warehouse and holds Duffy at gunpoint. He confirms Teresa is alive but will not say where she is. Forced to reseal the crates, Reacher secretly prepares a shotgun and kills Harley when an opening appears. The team recovers its weapons and leaves with two Persuaders. Eliot no longer answers calls. Teresa identifies herself as Teresa Justice while recovering at the motel. ATF and Portland police take over the arms case and warehouse.
