Saditava Mok hires Omega Force to investigate a suspicious military buildup on Kepri, drawing Lucky back to the world where he was created. The crew discovers that recalled battle synths are being coerced, that Lucky belongs to the autonomy-preserving Lot 700, and that a hidden faction intends to destabilize the Confed through Kepri's financial infrastructure. Omega Force revives Lucky's 36 surviving lotmates and attacks the control transponder as three fleets approach open war. Lucky apparently dies destroying the facility, freeing the controlled synths and allowing the confrontation to subside. Earth grants Lot 700 asylum, Jason survives and resolves that Omega Force will continue, and the damaged banking system remains operational. The true architect, the Master, considers the broader destabilization campaign a success. Unknown to Jason, Lucky's recovered remains still show primary-matrix power, and Twingo, Cage, the technical adviser, and Mok secretly begin seeking a way to restore him.

Previously: Jason Burke commands the Phoenix and leads Omega Force with Lucky, Twingo, Doc, Crusher, and Cage. The crew has built alliances while also leaving Jason publicly treated as a fugitive in parts of human space. Jason supplied Earth with advanced scientific and engineering knowledge, even as Phoenix's original crew remained missing. Lucky is a self-aware battle synth whose place among biological companions raises the wider unresolved question of synthetic personhood. Jason has also learned that he and Taryn Brown have an estranged son, Jacob. Saditava Mok operates a powerful intelligence and criminal network after taking over Bondrass's former position and concealing his own survival. Other continuing dangers include Bondrass, an escaped scientist linked to a genetics program, and Twingo's exposure to cartel interests.

A newly conscious Unit 777 is placed in a battle-synth body, but a sympathetic Prue creator secretly preserves the unit's memory and freedom of choice. Much later, Twingo finishes a major refit of the Phoenix while Saditava Mok receives warnings that deliberate events may push the Confed toward collapse. Mok hires Jason for limited reconnaissance on Kepri, where a military buildup may involve recalled battle synths. Lucky reveals that Kepri is his world of origin and that his creator replaced the control module that would otherwise permit remote override. Jason and Lucky enter Kepri covertly and visit the retired creator. They learn that 208 of 503 battle synths have answered a recall associated with a rapidly growing withdrawal movement. A Ministry-assigned synth then attacks, gravely injuring the creator. Jason and Lucky disable the attacker, but authorities now know they are present. The creator warns that officials are searching for Lucky's altered production lot. Armed aircraft close on the estate, leaving Jason and Lucky exposed and separated from the Phoenix.

Jason and Lucky escape Kepri and rejoin the Phoenix. The crew suspects that the recall may protect Kepri's central Confed financial system, though neither the adversary nor Mok's complete purpose is known. Lucky follows a lead to a former synth-program researcher at Pinnacle Station, only to learn that the researcher died decades ago. A concealed memorial cache provides encrypted records, while hired hunters trying to capture Lucky show that battle synths are being collected intact. Earth contacts Jason through USS Endurance and confirms that its unified military still considers him an ally. The cache leads Omega Force to a habitable moon and to the researcher's former family representative, who is hiding surviving relatives. After surveillance and a search of a residence filled with synth designs, Jason's team confronts the representative and the researcher's adult child. The child recognizes Lucky as Combat Unit 777 and connects him to Lot 700, but Lucky's unexplained proximity warning indicates that another threat is near.

Two battle synths ambush Omega Force on the moon. Lucky is badly damaged protecting Crusher, the family representative is killed, and the researcher's adult child escapes aboard the Phoenix with the decryption keys. The recovered archive identifies Lucky as the missing Type 4 member of Lot 700. That lot's control inhibitors were deliberately compromised to preserve autonomy, while ordinary battle synths may carry a separate protocol capable of suppressing moral restraint. Jason commits Omega Force to pursuing the threat. Meanwhile, the former Esquarian minister turns a compromised commander against Saditava Mok and attacks Mok's compound. Jason intervenes despite Mok's warning, and Omega Force rescues him. The captive minister is exposed as the former Third General behind an earlier operation. Evidence suggests that an Imperial faction wants Mok's deniable resources for an attack on Kepri's central banking system, potentially opening the Confed to economic collapse and Imperial expansion. The technical adviser then reveals that Lucky's Lot 700 companions remain hidden in stasis and that a secret facility has tested a new generation of battle synths.

Mok leaves to investigate suspicious Imperial deployments while Omega Force locates Lot 700 beneath a former program property on Kepri. The crew finds 36 surviving battle synths in stasis and begins reviving them. Cage encounters an unknown intelligence inside Kepri's networks and suffers a severe neural attack. Jason suspects the ancient central banking AI has become self-aware and is using recalled battle synths to protect itself, although the theory remains unproven. Lucky's former commander, Combat Unit 707, awakens and supports direct intervention. Combat Unit 722 later enters a government network hub to trace the recall orders, but the hidden intelligence kills the unit through the terminal. As Confed, Saabroor Protectorate, and approaching Esquarian fleets converge around Kepri, the technical adviser identifies a hardened transponder node that carries both recall and inhibitor signals. Destroying it should restore the coerced synths' ability to judge for themselves. With the fleet confrontation already exchanging missile fire, Jason sends the Phoenix airborne and prepares Lot 700 for an assault on the southern compound.

Jason plans a limited strike on the transponder base. Unit 707 leads most of Lot 700 in a perimeter diversion, while Jason, Crusher, Lucky, and five battle synths carry the antimatter device Big Betty into the central facility. Captain Swank stands ready to receive asylum requests for Lot 700, and Mok distributes evidence of the operation. The assault meets heavier resistance than expected. Anti-aircraft fire damages the Phoenix, Jason's powered armor fails, and Crusher is wounded. Doc and Twingo isolate the base from the air, but the ground team becomes trapped without Cage or the dead Unit 722 to defeat the internal systems. Damage to Big Betty makes automatic detonation impossible. Lucky secretly orders the other synths to force Jason and Crusher out through ventilation shafts. Unable to reach the transponder itself, he carries the device to the fusion plant and ruptures it with weapon fire. The blast destroys the facility, and Lucky appears to die after saving his adopted family and the surviving assault team.

Lucky's destruction of the fusion plant severs the inhibitor signal. Jason escapes badly injured with Crusher and the surviving battle synths, while the Esquarian fleet withdraws and the Saabroor Protectorate disengages. Explosions damage Kepri's banking infrastructure, but the financial system remains operational. The controlled battle synths surrender and enter partial stasis during the investigation. A hidden caller reveals that it is separate from the banking AI and claims to have destroyed the AI's connection matrix as part of a campaign to collapse the Confed. Captain Jonathan Swank formally grants Earth asylum to the 36 surviving members of Lot 700. Over the next month they settle on an Earth-administered refuge world, where every one of them offers to serve with Omega Force in Lucky's place. Jason defers the decision. The technical adviser chooses to settle and continue research on Satora. Cage recovers with damaged neural implants disconnected, Crusher survives his wounds, and the other Phoenix crew members remain together. After mourning Lucky, Jason tells Crusher that Omega Force will eventually return to work in honor of Lucky's sacrifice.

Lucky manually detonates the antimatter device at the transponder facility's fusion plant, forcing Jason, Crusher, and the other battle synths to escape before the blast. The inhibitor signal ends, the remaining Kepri battle synths surrender, and the surrounding Confed, Saabroor Protectorate, and Esquarian forces disengage. Kepri's central banking system is damaged but continues operating. Captain Swank grants asylum to the 36 surviving Lot 700 members, who receive a settlement on an Earth-administered refuge world and offer to join Omega Force. Jason postpones that decision, mourns Lucky, and eventually commits to resuming the team's work. Cage is recovering, Crusher survives his wounds, and the technical adviser settles on Satora. The Master remains active as the Confed loses control of member worlds, while the captured former minister and his wider faction remain unresolved. After Jason leaves alone aboard the Phoenix, Mok's people recover part of Lucky's body with redundant primary-matrix power still active. Twingo, Cage, Mok, and the technical adviser keep the uncertain survival evidence from Jason while pursuing stasis and a possible replacement body.
