Survey commander Cordelia Naismith and Captain Vorkosigan meet as captor and prisoner after a mutiny strands them together. Their trust grows, but Cordelia escapes before an invasion of Escobar divides them again. Captured during that failed campaign, she survives an admiral's coercion when Bothari kills him. Vorkosigan reveals that he helped the Emperor make the invasion fail in order to destroy the war party and stop the Prince's succession. Back on Beta Colony, Cordelia's authorities falsely diagnose her as conditioned by Vorkosigan and try to confine her. She escapes, resigns, joins Vorkosigan at his estate, and marries him. Bothari accepts care of his replicator-born daughter Elena, and the disabled Koudelka returns to service as Vorkosigan's secretary. At the dying Emperor's request, Vorkosigan accepts the Regency for the child heir, placing the newly married couple at the center of the coming succession crisis.

Cordelia Naismith returns to a ruined survey camp, orders the René Magritte to escape, and remains behind with the nerve-disruptor victim Dubauer. Captain Vorkosigan takes them prisoner, but he has also been wounded and displaced from his command. He and Cordelia cross dangerous terrain toward a hidden cache while developing mutual trust. Vorkosigan suspects that Lieutenant Radnoff used the survey encounter as cover for a coup. At the cache, Cordelia helps him defeat its mutineer commander, Koudelka supports the arrests, and Dubauer is rescued from torture, although Radnoff and Darobey escape. Aboard the General Vorkraft, Vorkosigan tells Cordelia that he opposes a proposed invasion of Escobar and asks her to marry him. Her own officers arrive to rescue her while new conspirators seize engineering and threaten the ship. Cordelia enters the section covertly, disables the mutineers and the ship's long-range plasma weapons, then escapes with Dubauer and her surviving crew. She and Vorkosigan part after acknowledging their attachment but making no formal commitment.

Months later, Cordelia commands a decoy mission during the defense of Escobar. Her ship is destroyed after drawing blockaders away from real supply freighters, and the invading force captures her lifeboat. An admiral imprisons her and orders the traumatized Bothari to assault her. Bothari instead kills the admiral, after which Vorkosigan and an Emperor's security lieutenant hide them and arrange a false account. During the Prince's landing, Vorkosigan formally objects to the operation. Escobaran forces counterattack, the invasion collapses, and the surviving force withdraws. Vorkosigan then takes control of Cordelia's prison camp, executes its abusive commandant after a summary court-martial, and improves conditions. He tells Cordelia that he knowingly helped the Emperor engineer the defeat to destroy the war party and prevent the Prince from succeeding to power. Their love remains mutual, but Cordelia says she cannot live in his society, so they postpone marriage and agree to write. Before the prisoners return home, Escobaran personnel deliver seventeen uterine replicators holding children conceived through abuse by invading personnel. Vorkosigan accepts responsibility for their care.

On her return, Cordelia faces an official story that credits her with killing the admiral and blames Vorkosigan for prison-camp abuses. She publicly rejects both claims. Clinicians interpret her distress and secrecy as evidence that Vorkosigan conditioned her, while she refuses to expose his political role in the failed invasion. A military doctor drugs her during an assessment, her private letter is destroyed, and officials seek involuntary hospitalization. Cordelia evades surveillance and leaves Beta Colony on a freighter shuttle. At Vorkosigan's family estate, she finds him drinking heavily and physically unwell after leaving military service. She announces that she has resigned and come to stay, and they marry within weeks. Bothari now serves in the Count's guard after a medical discharge and has only partial, drug-suppressed memories of Escobar. An infant is released from one of the uterine replicators, and he identifies her as his daughter Elena and assumes her care. Koudelka remains hospitalized with disabling nerve damage and pain, though implants have improved his mobility. Cordelia and Vorkosigan have established their household, but Imperial security continues to monitor them.

The dying Emperor summons Cordelia and Vorkosigan and asks Vorkosigan to serve as Regent for the underage heir. Vorkosigan initially refuses because the office would expose Cordelia and any future children to political danger. Cordelia argues that fear is not sufficient reason to avoid a necessary duty, and he accepts. The Emperor authorizes him to assemble his own staff. Vorkosigan removes Koudelka from the hospital, promotes him to lieutenant, and appoints him personal secretary to the Regent-elect, giving his disabled former officer a new form of service. The couple's brief prospect of retirement ends as they prepare to occupy the center of the succession crisis. Elsewhere, an Escobaran salvage crew retrieves bodies from the war for identification and repatriation. A veteran med-tech preserves the dead and their personal effects with care. When the crew recovers her own daughter, she prepares the body privately, and the young pilot who had been repulsed by the work begins assisting her. The invasion is over, but its personal consequences remain alongside open concerns about Dubauer, Bothari, the replicator-born children, and the escaped mutineers.

Cordelia escapes compulsory psychiatric confinement on Beta Colony, leaves its service, and reaches Vorkosigan's family estate. She and Vorkosigan marry and begin a shared household. Bothari, now serving in the Count's guard after a medical discharge, acknowledges the infant Elena as his daughter and plans to conceal the circumstances of her conception and birth. His memories of Escobar remain selective and unstable. Koudelka is still disabled and in pain, but Vorkosigan removes him from the hospital, promotes him to lieutenant, and appoints him personal secretary. The terminally ill Emperor names Vorkosigan Regent for his underage heir. Vorkosigan initially refuses out of fear for Cordelia and any future children, then accepts with her support. Their attempted retirement therefore ends almost immediately. The failed invasion and the Emperor's purge have broken the war party, but the Regency opens a new political danger. Radnoff and Darobey remain fugitives, Dubauer's impairment has no recorded resolution, and responsibility for the children conceived through prison-camp abuse continues.
