In a Baltimore where the legal economy has largely stopped needing people, a young enforcer called Timmy works for Erich, a sharp, physically disabled crew boss operating at the edges of the local crime organization run by a man named Burton. Periodically the authorities flood the city and break the underworld apart, a cycle everyone calls the churn, and one has just begun. As Burton starts eliminating anyone who could implicate him, the danger reaches Lydia Maalouf, the aging woman who raised Timmy and is the only person he is genuinely attached to. Timmy kills Burton to protect her, which saves her life and ends his own life in the city. Erich forges him a new identity from the dead man's name, and Timmy leaves Earth for the Belt as Amos Burton, while Erich takes over the organization. Lydia survives, and Timmy never sees her again.

This novella is a prequel and stands alone. It is set on Earth, in Baltimore, years before the events of the first novel, and requires no knowledge of the series: no ships, no alien technology, and no politics beyond one city's. Its background is the Earth the novels describe from a distance. Most of the population lives on basic support with no work available to them, the legal economy has no use for them, and what remains is an informal one run by criminal organizations that periodically get flattened by a police surge and then reassemble. That cycle is called the churn. The story follows a young enforcer in one of the small crews caught in the middle of one.

Timmy works as muscle and driver for Erich, who runs a small crew on the fringes of Burton's organization in Baltimore. It is a functional arrangement: Erich thinks, Timmy does what is needed, and neither of them is important enough to attract attention. Timmy's one real tie is to Lydia Maalouf, the woman who took him in as a child and who has spent her life close to the men who run the city's underworld. Then the churn begins. A large security force floods the district, arrests sweep through the organizations from the bottom up, and everyone who has been operating comfortably has to decide what they can afford to be caught holding. Burton, who has survived these cycles before, begins cutting away anything that could connect him to a charge, and the people who know his history become liabilities rather than assets.

Lydia is on Burton's list. Timmy kills him for it, which protects her and makes it impossible for Timmy to remain in the city or on the planet. Erich, who benefits from the vacancy and is genuinely attached to Timmy in his own way, forges him an identity from the dead man's name and papers. Timmy leaves Baltimore and Earth, shipping out to the Belt as Amos Burton, with no history that will survive a background check and no plan to return. Lydia stays behind, alive and out of danger, and the separation is permanent. Erich takes over what is left of the organization and becomes the man who runs that part of Baltimore.

The crackdown forces Burton to clean house, and Lydia is one of the loose ends he decides to remove. Timmy kills him for it. That solves Lydia's problem and creates a much larger one: the killing cannot be hidden, and staying on Earth means dying for it. Erich, who has the skills and now the motive, forges Timmy an identity out of the dead man's name and papers, and Timmy leaves Baltimore and Earth entirely, shipping out for the Belt as Amos Burton. Lydia stays behind, alive, safe, and out of his life for good; the parting is the price of the rescue. Erich inherits what is left of the organization and becomes the man who runs that corner of the city. The story ends with Timmy in transit, remade into someone with a stolen name, no history anyone can check, and no intention of ever coming back down a gravity well.
