Previously: Jason left Earth aboard the Phoenix and became the leader of Omega Force. His crew includes the sentient combat being Lucky, engineer Twingo, medic Doc, and Galvetic warrior Crusher. Jason's experiences away from Earth changed him physically and left him distrustful of governments seeking control of advanced technology. He later returned to defend Earth but refused to surrender the Phoenix. Omega Force has since suffered a fracture connected to Crusher's imprisonment, and the original Phoenix crew remains missing. Lucky stayed beside Jason through the group's collapse, while Jason's fear of losing his remaining companions continues to affect his command decisions. Other unresolved concerns include the status of synthetic beings, danger tied to Twingo's past exposure to a cartel, and fugitives connected to earlier conflicts. As this volume begins, Omega Force is establishing itself on a new home world while Jason completes Galvetic military training.

Jason finishes Galvetic training with a warning from Morakar: several independent reports describe a search for a human from Earth named Jason and provide enough detail to identify his ship and crew. An unknown fighter soon attacks the Phoenix and publicly frames him, confirming that the hunt is active. Back at Omega Force's base, Jason defeats an augmented human intruder named Carolyn Whitney. She says a human kill team is after him and reveals that Earth used recovered alien technology to establish a secret colony and build starships. Lucky then finds devices planted on Jason's vehicle, proving the threat has reached the base. Carolyn offers intelligence and asks Omega Force to act against the team, though Jason remains unsure whether to trust her. Elsewhere, Marcus Webb leads that human unit in an alien-assisted abduction that may help trigger a broader war. Administrator Margaret Jansen coordinates with the unidentified aliens, but their partnership is tense and includes obligations beyond hunting Jason. Carolyn gives Jason the colony coordinates, and Omega Force departs to investigate while she searches for Webb's team.

The Phoenix covertly reaches the human colony and confirms both rapid human development and extensive outside assistance. When an advanced craft detects him, Jason attacks the colony's communications and escapes two unidentified frigates. The disruption alarms Jansen and causes the Coronado, Webb's human-built cruiser, to change course. Carolyn is captured at the rendezvous where she had been gathering information. Jason follows an engine signature connected to the hostile ships and plants trackers, then continues to Camdaren 2 expecting to meet Carolyn. Instead, Webb, Russ Johnson, and Stephen Olber ambush him beside her fighter. Olber dies after rushing Jason, while Webb attempts to arrest him. A bomb attached to the fighter then explodes, injuring Jason and catastrophically wounding Russ. Webb withdraws believing both men dead. The Phoenix escapes with Russ unconscious aboard, but Carolyn is missing. The blast appears to come from a separate actor willing to kill everyone at the meeting, leaving Jason without clear answers about Carolyn, the alien backers, or the true purpose of the human operation.

Doc stabilizes Russ's broken spine while Jason uses the prisoner to learn about the secret colony, its concealed fleet, and its alien alliance. On the Coronado, Marcus Webb and Abia find Carolyn restrained by their alien overseers with her prosthetic limbs removed. Carolyn is revealed as the human abducted in 1945 and later known as the Viper. She says the aliens hired her only to find Jason and then tortured her for warning him. Abia frees her, and Webb's survivors kill the overseers and regain control of the cruiser. When the Phoenix intercepts them, the former enemies form an uneasy alliance. They also learn that Webb's team abducted a young Saabra regent as part of a scheme apparently intended to provoke war. Meanwhile, Jansen detains a CIA observer who discovers sixteen advanced ships launching from hidden yards. President Abigail Hightower and CIA Director Richard Stiles separately learn that the colony is concealing military construction and may threaten Earth. At Peretta Prime, unidentified alien attackers ambush Jason's party while it seeks supplies, showing that the alien force has located the Phoenix again.

The attackers at Peretta are identified as Ool scouts. Lucky captures one ship and extracts intelligence, although his solo action exposes how strongly Jason's fear of another loss is affecting their relationship. Recovered records confirm that Carolyn accepted an Ool contract to locate Jason, renewing doubts about her loyalty. At Terra Novus, a large Ool fleet confronts Jansen over their bargain. Jason learns that the Ool want the crashed Traveler craft on Earth, particularly its instantaneous movement system and power-nullifying weapon. He concludes that Jansen means to use the Ool and her secret fleet to seize Earth, after which humanity may become subject to its supposed allies. The combined fleet leaves Terra Novus, apparently bound for Earth. Jason joins the Coronado and devises a diversion to draw out the single Ool frigate left behind. The Phoenix destroys it, then eliminates the colony's long-range communications. With Terra Novus isolated, Jason and Marcus begin an assault on the New Panama facility. The Phoenix suppresses defenses and weapons storage while avoiding the barracks, reflecting Jason's effort to limit casualties even as the allied crews turn their weapons against Jansen's human forces.

The Phoenix and Coronado secure New Panama with limited bloodshed and free CIA observer Michael Welford. He confirms that Jansen, her loyal human fleet, and the Ool have already departed for Earth. Welford warns CIA Director Richard Stiles, while Jason advises Earth not to waste lives in an open battle it cannot win. Jason also confronts Carolyn using a device capable of disabling her cybernetics. She explains that the mine at Camdaren 2 was a defensive device on her own fighter and detonated only because its safety signal failed after the Ool captured her. Jason accepts the explanation, gives her the control device, and spares her. Jansen reaches Earth, takes control of broadcast satellites, and presents the occupation as a peaceful recovery of the Traveler wreckage while preparing coercion. Jason locates Kellea Colleren and asks her to commit the Defiant and its wider organization, but she refuses to send her fleet. With no rescue force available, he chooses a one-way plan to reach Earth and organize resistance. He orders the others to preserve the Phoenix and continue Omega Force, but Lucky refuses to abandon him and joins the mission.

The damaged Phoenix reaches the White House, where Jason, Lucky, and Crusher defeat the remaining collaborators and free President Abigail Hightower. Jansen escapes through a tunnel. Kellea arrives with the Defiant and arranges talks between Hightower and the cooperative chancellor, opening a path toward protection for Earth. Hightower plans to label Omega Force outlaws publicly, distancing her government from Jason's counterattack. Jason secretly creates and delivers a limited guide to advanced shipbuilding and planetary defense, then leaves for Satora aboard the Phoenix, whose slip drive is no longer functional. Jansen and the Ool commander behind the unauthorized invasion remain at large and plan to gather allies. Jason is then called back to Iowa, where Terran's parents tell him she died in a car accident and introduce Jacob, a teenager named after Jason's father. His exact connection to Jason is left unresolved.
