James McGill joins Legion Varus on a discounted Magwa contract that proves to be the occupation of a resistant world. Local fighters use the planet's ecology, captured weapons, and mass attacks against the garrison. A Saurian agent serving Alexander Turov tries to sabotage Grand Admiral Satikis's annexation, but the escalating violence instead lets Satikis crush the capital, capture its king, and place his own son on the throne. A concealed Core World fleet certifies the conquest and the Magwa gain the political standing they sought. Back on Earth, McGill is cleared of aiding the annexation. He and Galina then steal Drusus's preserved brain from Alexander's private vault and take it to the Investigator on Dust World. Drusus is stabilized but may be damaged. Boudica's brood has displaced Etta and Derek from the surrounding valley, while a secret plant project poses a separate unresolved danger. McGill returns home and shelters Galina as she hides from her father.

Previously: James McGill is a veteran centurion of Legion Varus whose personal ties repeatedly cross Earth's military and political lines. Galina Turov has used him as a trusted clandestine operative, while the purged former leader Drusus has been erased from public life. McGill's daughter Etta has grown up amid the consequences of his service. On Dust World, Boudica has become an influential power with a growing brood of clones.

Etta and Derek hold a public wedding in Georgia. Carlos and Della both object to Derek's Hegemony connection, but McGill prevents violence and accepts the marriage for Etta's sake. Galina then sends McGill to learn whether Drusus can be recovered from the Vault of the Forgotten. The inquiry is interrupted when Winslade brings him into a competition for a distant Magwa contract. Legion Varus wins with a steep discount, only to learn that the supposed escort job is actually a garrison assignment on a newly conquered world. McGill resumes his unauthorized search with intelligence officer Dixon. Inside the vault he learns that Drusus has been moved, but Dixon raises an alarm and kills him. Galina secretly has McGill revived aboard Scorpio 110 days later, after the legion is already deep into its voyage. Drusus was transferred to the Turov Estate, linking his disappearance to Galina's family. McGill also finds that Lisa has replaced him as Third Unit's centurion. Winslade restores McGill to command and makes Lisa his adjunct before the legion's next exercise.

McGill leads Third Unit into an unauthorized attack during a robot exercise, then wins a rematch by identifying and disabling the human control team. Director Cunningham withdraws his damaged robot program, while Legion Varus continues toward the Mid-Zone. A Saurian operative appears aboard Scorpio, claiming to audit senior personnel for an unstated employer. Galina arrives to brief the legion on its real task: supporting Magwa forces that occupy a green, technically capable world whose population may resist. McGill privately tells her that Drusus was transferred into the custody of her father, Alexander Turov. Galina is frightened by Alexander's direct interest in the prisoner and by signs that his power is growing. She concludes that the Saurian operative works for him and may be monitoring her quarters. Fearing confinement, Galina plans to disappear rather than return to Earth. She refuses to be connected to any attempt to free Drusus and separates from McGill as the legion prepares to land.

Legion Varus lands conspicuously at Satikis's request and marches through the jungle toward its camp. Local civilians distribute blue flowers that attach to soldiers and draw trained predators. Kivi, Natasha, and McGill die during the attack, then return through revival. A second coordinated predator assault kills Carlos, Lisa, and many light troops. McGill convinces Winslade that the contract concealed the danger and transfers to the personal guard for Satikis and his family. During a city tour, McGill blocks another flower attack, but disguised electrical traps kill guards and the Magwa garrison commander. Natasha takes control of Satikis's damaged floater. A rebel force then surrounds the depleted escort with captured vehicles and Legion weapons. The defenders break the attack at heavy cost. Satikis dies shielding his son, and McGill carries the heir back to the stronghold. Satikis's son temporarily claims his father's civilian authority, while the local military captain retains command. Satikis's wife blames the human detail and delays punishment only until her husband can be revived.

The Saurian operative confirms that Alexander Turov wants the annexation stopped before Magwa success raises their political status. He takes McGill to the local king, who offers to spare the humans if Legion Varus turns against the occupiers. McGill reveals that human deaths can be reversed, so the king kills both visitors to prevent them from leaving with the proposal. After revival, Carlos helps McGill pretend to be impaired. Satikis's wife reviews the meeting through McGill's recorded tapper and explains that the conquest is meant to advance her son's eventual rule. She has kept Satikis dead to control the campaign, but a challenge from the garrison commander forces her to revive him. The revived Saurian operative coerces McGill into adding him to the guard. Satikis then brings the group to a sacred ziggurat. The operative deliberately defiles its offerings, and Satikis expands the provocation until priests attack and are killed. The operative admits that the resulting outrage serves his effort to ruin the annexation. Formal complaints reach Winslade, and Third Cohort is ordered into the capital as a wider uprising gathers.

The occupation demolishes homes around the capital compound to construct stronger defenses. The resistance undermines the new walls with tunnel creatures, sends explosive cavalry through the breaches, and follows with a mass infantry assault. With defenders being overwhelmed, Graves orders artillery sweeps across ground still occupied by Legion troops. The barrage saves the compound but kills fighters on both sides and sets much of the city ablaze. Satikis treats the destruction as a means of submission and sends McGill to capture the local king and his bone throne. The king is found and forced to surrender the world's independence in a public broadcast. He abdicates and crowns Satikis's son as a massive fleet appears overhead. Seven identifies it as Battlefleet 488, which had remained concealed while Satikis proved he could conquer the world without direct aid. The victory raises the Magwa polity to Tier III status. Weeks later Legion Varus returns to Earth. The Saurian operative accuses McGill of enabling the outcome, but McGill's footage shows how the operative helped provoke the crisis. Wurtenberger clears McGill, orders the operative found, and confirms that Earth had hoped to delay the rise of a stable renewed Empire.

After demobilizing, McGill learns that Etta and Derek moved to Dust World. Galina confirms that Drusus is imprisoned at Alexander Turov's Moldavian estate and asks McGill to help extract him. At the estate she retrieves a galactic key, obtains teleport equipment, and leads McGill into a hidden brain vault. Drusus is not held in a body but as a brain in a life-support tank. Galina disconnects the tank and escapes separately, leaving McGill to carry it to the Investigator on Dust World before its support fails. The Investigator stabilizes Drusus, agrees to hide him, and may grow him a replacement body, although permanent damage remains possible. McGill discovers that Boudica's silent clones dominate the transformed valley. Etta, Derek, and most earlier colonists have relocated, while the Investigator refuses to explain an altered-plant project whose danger he acknowledges. He teleports McGill home. Galina is waiting there in hiding because Alexander discovered the theft and may retaliate by imprisoning her as a preserved brain. McGill shelters her despite the threat. Drusus remains concealed but unrestored, the Dust World danger is unresolved, and Alexander's response is still to come.

The occupied world's former king is compelled to abdicate and crown Satikis's son. Battlefleet 488 then reveals that it had waited nearby while Satikis proved he could win without its help, allowing his state to claim Tier III standing. Legion Varus returns to Earth, where Wurtenberger rejects the Saurian operative's accusation against McGill and explains that Earth has been trying to delay renewed Imperial consolidation. The operative's sabotage has produced the opposite result. Galina recruits McGill to remove Drusus from Alexander Turov's private vault. McGill carries Drusus's failing brain tank to Dust World, where the Investigator stabilizes it, agrees to hide him, and may attempt to grow a new body. Any permanent damage and the success of that restoration remain unknown. Boudica's brood now controls the surrounding valley and has displaced Etta, Derek, and most earlier colonists. A separate danger involving altered plants remains undisclosed. McGill is sent home, where he finds Galina hiding from Alexander after the theft. He gives her shelter, leaving both of them exposed to Alexander's retaliation.
