Living anonymously in Key West, former Army investigator Jack Reacher is drawn into the murder of Costello, a detective hired by Reacher's late mentor Leon Garber. Garber's daughter Jodie joins Reacher in pursuing the fate of missing Vietnam pilot Victor Hobie. The supposed evidence that Victor is a prisoner proves fraudulent, but military records show that someone survived his helicopter crash. Meanwhile, the scarred lender Hook Hobie terrorizes Chester and Marilyn Stone to seize their company, taking Jodie and others hostage at Cayman Corporate Trust. Reacher discovers that Hook Hobie is really Carl Allen, a transported prisoner who survived the crash and stole the dead Victor's identity. Reacher infiltrates the office and exposes Allen. When Allen fires, Jodie moves her head clear, and Reacher kills him. Reacher survives a bullet and a nail wound, the Army agrees to restore Victor's honor, and Victor's parents finally learn that their son died in the crash. Jodie stays through Reacher's recovery and leaves the hospital with him for Garber's house in Garrison.

Previously: Jack Reacher left the Army after serving as a decorated Military Police major. He now lives without a permanent home, moving from place to place and relying on the investigative and protective skills developed during his service.

In Key West, Jack Reacher is living anonymously and supporting himself through manual labor and night work. A private detective named Costello finds him and says that a Mrs. Jacob retained him to locate the former Army major. Reacher denies his identity and initially decides to avoid the unexplained request. Elsewhere, a man called Hook Hobie learns that both stages of a warning system protecting a secret from his past have been triggered. A struggling manufacturer also begins seeking a large emergency loan from a supposedly respectable New York lender. Two suited men arrive at Reacher's workplace and demand to know where he is. Reacher sends them away without identifying himself, then learns that Costello had been asking about him earlier. Near a Key West graveyard, Reacher finds Costello murdered. The detective has been beaten and deliberately made difficult to identify, convincing Reacher that the search for him has become dangerous.

Reacher concludes that Costello was killed for refusing to reveal his client and decides to find Mrs. Jacob. He leaves Key West, reaches New York under an alias, and traces Costello's work to a law firm called Spencer Gutman Ricker. Costello's office is abandoned in the middle of the secretary's work, suggesting that she too was seized. Hook Hobie is revealed as the scarred, hook-handed lender approached by Chester Stone, whose family company needs $1.1 million to survive six more weeks. Hobie grants the loan on harsh terms and uses surveillance photographs of Chester's wife Marilyn as an implicit threat. He intends to drive down the company's value, take control of its debts and property, and profit from its collapse. Hobie's operatives report Costello's death and pursue the missing secretary. Hobie tortures her until she identifies Mrs. Jacob, then sends armed men toward Garrison, New York. Reacher learns that Mrs. Jacob has also gone there. Unable to rent a car without identification, he boards a northbound train while Hobie's men travel ahead of him.

Reacher reaches a funeral at the Garrison address and discovers that Leon Garber, his former commander and mentor, has died. Mrs. Jacob is Garber's daughter Jodie, a lawyer who retained Costello because her father wanted Reacher's help with an unresolved concern. Hobie's gunmen wait outside to abduct Jodie and kill Reacher, but Reacher defeats them and escapes with her. They return for Garber's papers, find no clear answer, and question his cardiology clinic. Garber had recently become absorbed in a matter involving the Army, made a risky trip to Hawaii, and assisted an elderly couple named Hobie with documents and photographs. Reacher and Jodie arrange to hear their case. Hook Hobie punishes the failed attackers and orders the survivor to murder his partner, capture Jodie, and provide proof of the killing. His aide Tony verifies Garber's Hawaii travel. At the same time, Hobie accelerates his scheme against Chester Stone by releasing company stock to signal insolvency. Chester's business begins collapsing, while Marilyn quietly lists their home for sale. Hobie prepares to seize Jodie, take the Stones' assets, close his operation, and flee.

Reacher moves Jodie to her Manhattan apartment and tries to protect her without involving police. Their mutual attraction grows, but danger remains immediate. Hobie's surviving enforcer kills his partner and joins a staged traffic collision intended to abduct Jodie. Reacher recognizes the attack, escapes with her through blocked traffic, and abandons the damaged vehicle. Meanwhile, Hobie's operation tightens its coercive hold on Chester Stone and his failing company. Tony confiscates Chester's possessions and demands enough additional stock to obtain majority control. After an associate assaults Chester for refusing, Tony threatens Marilyn to force his compliance. Marilyn continues preparing the family home for sale without knowing the full danger. Following Garber's lead, Reacher visits Tom and Mary Hobie. Their only son Victor was an Army helicopter pilot who volunteered for a second Vietnam tour and disappeared after his aircraft was shot down. The Army classified him as missing, but his name was later excluded from the memorial. The Hobies show Reacher a recent photograph that supposedly depicts Victor alive in a secret Vietnamese prison camp. They have already paid an investigator named Rutter for reconnaissance, and he now wants much more for a rescue. Reacher takes the dossier, uncertain why Garber did not tell the couple what he believed.

Reacher checks Victor Hobie's background with his childhood friend Ed Stevens and reviews Victor's letters. The evidence portrays a conventional, dutiful serviceman and gives no support to the claim that he has secretly survived for decades. When Marilyn opens her prepared home to a prospective buyer, the visitor is Hook Hobie. He assaults Sheryl, the realtor, and takes both women captive before bringing them to his office, where Chester is already imprisoned. Hobie uses violence and threats of mutilation to force Chester toward surrendering the company. Reacher arms himself and tells Jodie about the supposed prison camp. Their long-contained feelings become an acknowledged romantic relationship, and Leon Garber's will also leaves Reacher the Garrison house. At the Bronx Botanical Garden, Reacher proves that Rutter's Vietnam photograph was staged locally. He and Jodie confront Rutter at his surplus store, where he admits creating about fifteen fraudulent prisoner images for families of missing servicemen. Reacher takes Rutter's vehicle and money under coercion, then sends half the cash to reimburse Tom and Mary Hobie with interest. Rutter's fraud explains the false photograph but cannot account for the expensive, violent pursuit of Reacher and Jodie.

A recovery flight leaves Hanoi with seven caskets from Victor Hobie's crash site, increasing Hook Hobie's urgency. Marilyn delays the forced stock transfer by claiming that a trust requires approval from lawyer David Forster. She also secures medical care for the injured Sheryl and uses coded language to alert Forster during a monitored call. At St. Vincent's, Sheryl repeats Hobie's cover story, but officers O'Hallinan and Sark find evidence of a serious assault and trace the vehicle that delivered her. The same offshore owner controls another vehicle used in the attempted abduction of Jodie. Reacher and Jodie examine Victor's military file in St. Louis. It records eight people aboard his last helicopter but treats co-pilot Kaplan as dead while leaving Victor's status unresolved. The file identifies General DeWitt as Victor's former trainer and flying partner, giving Reacher and Jodie a potential witness to pursue in Texas. Hook Hobie liquidates assets and prepares to leave while keeping Chester and Marilyn captive. Marilyn plans to surrender the stock in front of an outside witness so that she and Chester may survive. Forster hires retired detective William Curry to impersonate him at the meeting. Jodie's firm urgently calls her to New York for a meeting involving a financial corporation.

At Fort Walters, General DeWitt initially denies remembering Victor Hobie, then describes him as an exceptional pilot whose innovations saved soldiers. DeWitt refuses to discuss the classified final mission but points Reacher toward the record of co-pilot Kaplan. O'Hallinan and Sark reach Cayman Corporate Trust, where Hook Hobie and his staff lure them into an armed trap and take them prisoner. Reacher and Jodie continue to Hawaii and meet Army forensic anthropologist Nash Newman, Reacher's former instructor. Newman confirms that Leon Garber had asked about Victor and that the crash recovery was accelerated as a favor to him. Seven sets of remains were recovered from the unusually intact site, each associated with identification tags. Reacher observes that the helicopter carried eight people. Kaplan and the other crew members are among the dead, as are an arrested serviceman named Carl Allen and Military Police officers Zabrinski and Gunston, who were transporting him on a classified mission involving an attack on fellow soldiers. Victor is the missing eighth occupant. The physical evidence therefore establishes that one person from the flight is not represented among the seven apparently identified dead, but it does not yet explain Victor's fate.

Reacher finds an extra right hand among the remains. Newman matches it to Victor Hobie's records, apparently showing that Victor survived the crash after losing his forearm, entered a field hospital, killed an orderly, and escaped. Newman begins a private comparison against unidentified remains. Reacher infers that the survivor returned to New York and used Cayman Corporate Trust, while Costello's notebook directly links Victor's name to that office. Jodie goes there for what appears to be a routine creditor meeting. She immediately recognizes that Curry is impersonating David Forster, allowing Hobie's men to disarm him. Hook Hobie takes Jodie, Curry, Chester, and Marilyn captive, forces Chester to transfer the remaining Stone Optical shares, and keeps all four after obtaining the certificates. Reacher receives Newman's conclusive search result and locates the business through Costello's records. Hobie makes Jodie telephone Reacher and summon him. She uses an uncharacteristic form of address to signal that she has been hijacked, while Reacher falsely claims to be in St. Louis and promises to travel to the South Tower. Hobie believes he has hours to wait. Then one of his guards is found dead in reception with a severed hand arranged beside the body, revealing that an attacker has already breached the office.

Reacher understands Jodie’s coded warning and is already inside the World Trade Center. He studies the office layout from the floor above, enters Cayman Corporate Trust by deception, and kills the armed men blocking the hostages. Flying debris drives a nail into his forehead. The hook-handed lender seizes Jodie as a shield. A fair-haired woman attacks the hostage-taker from behind but cannot free Jodie, and the standoff resumes while Reacher’s head wound worsens. The man claims to be Victor Hobie, but Reacher reveals the identity established by Newman’s dental comparison. He is Carl Allen, the arrested serviceman carried on Victor’s last helicopter flight. Allen survived the crash, lost his right hand, exchanged identification tags with the dead Victor, and escaped under Victor’s name. The switch caused the Army to attribute Allen’s desertion and killing to Victor while Allen spent decades living behind the stolen identity. Reacher feigns weakness, judging that Allen’s handgun may not stop him immediately. When Allen fires, Jodie moves out of the line between them. The bullet strikes Reacher in the chest, but Reacher shoots Allen in the head. Allen dies, the hostage crisis ends, and Reacher collapses unconscious from his wounds.

Reacher survives the confrontation but remains unconscious and severely disoriented before waking at St. Vincent's three weeks later. Jodie has stayed with him throughout. The bullet from Allen's revolver did not penetrate his chest because Reacher's muscle stopped it, though a rib was fractured. The nail entered his skull and only slightly reached the frontal lobe, leaving no apparent cognitive damage. Police accept Allen's death as self-defense based on the surviving witnesses. General Meade asks Reacher not to expose the classified history of Carl Allen. Reacher agrees after the Army promises to restore Victor Hobie's honor publicly and recognize him at the Vietnam memorial. Tom and Mary Hobie visit the hospital and learn that their son died in the helicopter crash after an exceptional record of service, ending their long uncertainty without burdening them with Allen's full history. Chester, Marilyn, Curry, Jodie, and Sheryl survive the office crisis. Once medically cleared, Reacher leaves the hospital alive and recovering. He accepts Leon Garber's house and asks Jodie to accompany him to Garrison, where they plan to stay together during his recovery.

Reacher enters Cayman Corporate Trust while Allen believes he is still hours away, kills the armed operatives blocking the rescue, and confronts the lender holding Jodie as a shield. He establishes that the man called Hook Hobie is Carl Allen, the prisoner transported on Victor Hobie's final flight. Allen survived the crash, switched dog tags with Victor, and built a new life under the dead pilot's identity. When Allen fires, Jodie moves clear and Reacher kills him, then collapses with a nail lodged in his forehead and a bullet wound to his chest. Reacher wakes after three weeks in St. Vincent's. The bullet failed to penetrate deeply, and the nail caused no apparent lasting impairment. Jodie, Curry, Chester, Marilyn, and Sheryl survive. General Meade secures Reacher's discretion in exchange for restoring Victor's public record and memorial recognition. Tom and Mary Hobie are told that Victor died honorably. Reacher accepts Leon Garber's Garrison house, leaves the hospital with Jodie, and plans to recover there with her. The later ownership of Stone Optical remains unresolved.
