Raids reveal a coordinated system moving vast numbers of refugees for an unknown purpose, while the Phoenix is crippled and Crusher secretly undergoes dangerous genetic treatment. At the Gates, the crew discovers tens of thousands of captives and a covert Cridal connection. Cage is critically wounded, and Lucky accepts an unknown debt to secure his treatment before both are carried away aboard a private frigate. Jason, Crusher, and undercover agent Bill Ackerman capture the regional director, later designated P9971, and deliver him and the evidence to allied Esquarian channels. The wider network remains active. With the Phoenix undergoing a major rebuild, Jason and Combat Unit 701 depart in the SX-5 to pursue Lucky and Cage. Crisstof Dalton begins investigating the unauthorized network in her government just as Carolyn Whitney resumes her contract to kill her.

Previously: Jason Burke leads Omega Force, an independent crew. Its returning members include Lucky, a highly capable battle synth; Cage, an intelligence and network specialist; Crusher, a combat specialist; Doc, the crew's medic; and Twingo, its engineer. They travel aboard the Phoenix and bring combat, technical, medical, and intelligence capabilities to their operations. These people and roles are already in place when the new operation begins.

Omega Force extracts ten-year-old Shira Mizrahi from an Earth safe house after Cridal personnel close in. Lucky learns that she is bait intended to draw out Carolyn Whitney, an assassin known as the Viper and the partner of Shira's father, Abia. Jason's retired associate Russ Johnson secures an alternate route off-world, and Abia reunites with his daughter. Whitney separates from them to draw the danger away. After recovering the Phoenix, Omega Force turns to the growing slave trade in the border region. A former broker identifies Lucky as Seven and explains that several cartels feed captives to a larger buyer. At the Gates, the crew infiltrates a collector's compound, secretly copies operational data, and escapes without exposing the theft. The information identifies missing people and trafficking depots, giving Omega Force targets for a direct campaign. Meanwhile, Cridal premier Crisstof Dalton faces diplomatic pressure over the failed Earth operation, while her chief of staff quietly approaches Esquarian intelligence about Kellea Colleren.

Omega Force attacks the largest identified depot. The Phoenix suffers severe engine damage but destroys the site's defenses, and the ground team seizes a freighter built to carry hundreds of prisoners. The network's regional director responds by strengthening security and preparing to erase threatened facilities. Crusher's sudden physical decline is identified as Cauda. He secretly accepts Doc's irreversible genetic treatment despite the risk of disgrace and exile. Further raids seize a cartel vault and identify the trafficking director as a former regional military colonel, suggesting a disciplined organization rather than unrelated gangs. During an assault on another staging facility, a surface-to-orbit cannon cripples the Phoenix and strands the crew. Omega Force destroys the cannon, breaches the site, and finds that most captives have already been moved. Lucky releases the surviving juveniles, while Cage destroys an incoming cruiser with an improvised missile launch. The crew sanitizes and conceals the Phoenix for later salvage, but the fate of the larger shipment remains unknown.

A rescued juvenile named Andal hides with Omega Force rather than remain with local authorities. Her account reveals a systematic trafficking process involving false registration, medical scans, sorting, and repeated transfers. It also confirms that the regional trafficking organization reports through Cridal. Omega Force takes her off-world and shifts its focus from disrupting individual cartels to identifying the sponsor and purpose behind the abductions. Imperial Intelligence then determines that the Cridal chief of staff is directing the operation without Crisstof Dalton's knowledge and recognizes the regional director as a disavowed former operative. Jason provides evidence that Imperial citizens are among the victims and receives limited intelligence in return. He also learns the truth about Crusher's treatment: Doc has reversed his decline, but the work exposes a concealed system behind the Galvator warrior caste. Jason orders the research destroyed because discovery could endanger both men. With the Phoenix recovered, Omega Force plans a covert assault on the Gates. Abia joins the mission, and the team smuggles the SX-5 into the station under corporate cover.

Cage alters station identity controls while Jason and Crusher move explosives into the Gates. The discovery of twenty to thirty thousand captives forces them to abandon their planned demolition target. A Cridal assassination team attacks Cage, leaving him near death. Lucky gets him stabilized and accepts transfer to a better medical facility, even though the rescuers demand an unspecified future obligation. Jason changes the mission from killing the trafficking director to capturing him for information. He and Crusher enter the cartel sector as security closes in, while Lucky's medical hosts identify him as Combat Unit 777, the same individual once known as Seven. The director tries to escape with a subordinate who instead traps him and reveals himself as Bill Ackerman, an undercover Naval Intelligence Service agent. Ackerman explains that Cridal links many trafficking rings but is not the ultimate organizer. Jason, Crusher, and Ackerman capture the director and flee in an improvised lifeboat as an Esquarian force moves against the Gates. Lucky and Cage depart aboard a private frigate controlled by their unknown hosts, and Lucky warns Jason not to attempt a rescue.

Jason's group escapes with the captured trafficking director and Ackerman's intelligence. A pursuing Cridal special-operations shuttle is disabled and marked for recovery as evidence. Jason delivers the prisoner and Ackerman to Marcus Webb, then obtains a possible lead on Lucky and Cage from the broker who had dealt with Lucky. Webb transfers the prisoner to Esquarian intelligence, where he is designated P9971. Evidence from the recovered shuttle indicates that its team was sent to remove signs of Cridal involvement, while the ultimate trafficking organizer and purpose remain unidentified. The Phoenix is still dismantled for a major rebuild on Satora, so Twingo stays behind and the restored Archive assists with new engineering. Andal remains safely with Abia and has become close to Shira. Jason departs in the SX-5 with Combat Unit 701 to pursue Lucky and Cage, who are alive aboard the outbound frigate but bound to their captors by the price of Cage's treatment. Crisstof Dalton learns that a network within her government ran the operation without her approval and orders an investigation. The responsible official is missing. Carolyn Whitney resumes surveillance of Dalton and prepares to fulfill her longstanding contract to kill her.

Omega Force breaks the Gates cartel and captures its regional director, who enters Esquarian custody as P9971. The recovered intelligence and a Cridal special-operations shuttle support the conclusion that a network inside Cridal was involved, although the larger organizer, destination, and purpose of the trafficking remain unknown. Cage survives a near-fatal attack but is still receiving treatment aboard a departing private frigate. Lucky stays with him and accepts an unspecified obligation to their captors, then warns Jason against following. Jason nevertheless leaves in the SX-5 with Combat Unit 701 to find them. The Phoenix remains dismantled for reconstruction on Satora, where Twingo stays with the work and the Archive assists. Crusher is physically restored, but disclosure of his treatment could bring deadly political consequences. Andal and Shira are safe with Abia. Crisstof Dalton orders an investigation into the rogue network within her government, while Carolyn Whitney resumes her contract to kill Dalton. Kellea Colleren's possible wider campaign against the cartels and Whitney's separate contract concerning her remain unresolved.
