In the second half of Warbreaker, Vivenna learns that Denth engineered violence in her name to provoke war, escapes him, and studies Awakening under Vasher. Siri and Susebron discover that the God King is a prisoner of his own priesthood, but their attempt to act is overtaken by a Pahn Kahl conspiracy led inside the palace by Bluefingers. The conspirators kill Blushweaver, seize the royal couple, and dispatch Hallandren's Lifeless army against Idris. Lightsong finally accepts that his return had a purpose and sacrifices his divine Breath to restore Susebron's tongue, allowing the God King to use his vast power and free Siri. Vasher kills Denth and reveals himself as Kalad and Peacegiver; his hidden army of stone-encased Lifeless is sent to halt the invasion. Siri and Susebron remain together, peace is preserved, and Vivenna leaves with Vasher to continue learning beyond the role once chosen for her.

Previously in Part 1: Idris sends the unprepared Princess Siri to marry Susebron, the feared God King of Hallandren, in place of her elder sister Vivenna. Siri discovers that Susebron is not a tyrant but a sheltered young man whose tongue was removed and whose priests control nearly every aspect of his life. They begin to trust one another while factions in the Court of Gods press for war with Idris. Lightsong, a Returned god who doubts his own divinity, reluctantly investigates signs of a wider plot. Vivenna follows Siri to the city and works with the mercenaries Denth and Tonk Fah to stir opposition, believing she is protecting Idris. Vasher, a mysterious Awakener carrying the sentient sword Nightblood, interferes with their operations and warns that Vivenna is being used. Street violence grows, the sisters remain separated, and the kingdom moves closer to a war that several hidden parties appear to want.

Vivenna's faith in Denth collapses as she recognizes that the riots and killings attributed to her cause were designed to make reconciliation impossible. Cut off from her former allies and stripped of the status on which she relied, she hides among Hallandren's poorest residents and confronts how little she understood the people she meant to save. Vasher eventually takes her in, giving her safety without disguising his contempt for her earlier carelessness. At the palace, Siri and Susebron continue teaching one another in secret. Their partnership becomes a genuine marriage, but learning to read gives Susebron access to records that make his captivity and the danger around his succession increasingly clear. Lightsong keeps following the evidence behind the disturbances even while insisting that his intuitions mean nothing supernatural.

Under Vasher's reluctant instruction, Vivenna begins to understand both the technical rules of Awakening and the ethical weight of using Breath. She changes her appearance to move unnoticed and turns her attention from performing the role of a rebel princess to undoing Denth's work. Denth, Tonk Fah, and Jewels search for her while continuing the campaign of provocation. Siri and Susebron realize that the priesthood has preserved the God King's enormous store of Breath by making each ruler unable to use it freely and arranging a controlled succession. Their growing knowledge makes them dangerous to those maintaining the system. Meanwhile Blushweaver consolidates command over more Lifeless troops, and Lightsong's investigation draws him deeper into court politics despite his attempts to remain detached.

Vivenna helps Vasher disrupt the mercenaries' plans and discovers that his harsh manner masks a deliberate effort to limit bloodshed. She also learns enough about Returned history to suspect that his connection to Hallandren is much older than his appearance suggests. In the Court of Gods, the push for war reaches a decisive vote as Blushweaver uses fear and political leverage to assemble the necessary commands. Lightsong refuses to yield his own forces to her, but his resistance cannot by itself expose whoever is coordinating events outside the court. Siri attempts to turn her bond with Susebron into political action, while warnings from Bluefingers make the palace seem ready to close around them. The threatened conflict is no longer a distant possibility: control of the Lifeless armies is becoming the central prize.

The apparent struggle between the royal household, the priests, and the Returned gods gives way to a deeper conspiracy. Pahn Kahl servants embedded throughout the palace have spent years steering Hallandren and Idris toward mutual destruction. Bluefingers, who had presented himself as Siri's frightened helper, is part of the plan and uses her trust to gain control of the royal couple. The conspirators intend to send Hallandren's Lifeless into Idris while killing or silencing those who could reverse the order. Blushweaver is murdered when she no longer serves their purpose, and Lightsong is captured with other members of the court. Denth moves against Vasher and Vivenna, settling a long personal feud while the army marches. Separate mysteries now converge: the palace coup, the mercenary violence, and the manufactured war all serve the same approaching catastrophe.

Imprisoned beside the God King, Lightsong finally understands the purpose behind his return. His mortal self died saving another person, and the instincts he dismissed have repeatedly led him toward this moment. He gives Susebron his divine Breath, healing the king's missing tongue. Able to speak Commands at last, Susebron combines that ability with his immense reserve of Breath, breaks the conspirators' control, and saves Siri. Vasher defeats Denth by giving away his Breath during their duel, a move that disrupts Denth's expectations, and kills him. The immediate coup is ended, but the Lifeless army is still beyond ordinary recall and advancing on Idris. Vasher then reveals the final resource hidden in Hallandren: the stone figures placed around the city contain the army once feared as Kalad's Phantoms, and he knows how to command them.

Vasher discloses that the legendary warlord Kalad and the peacemaker Peacegiver were both identities he used during and after the Manywar. His stone-encased Lifeless, hidden in plain sight for centuries, can overtake the army sent toward Idris. He entrusts their command to Susebron, giving the king the means to stop the invasion before it begins a wider war. With the Pahn Kahl coup broken, Siri and Susebron remain together and can start reshaping a monarchy that kept both of them powerless. Lightsong is gone after spending his single divine Breath to save the king, and Blushweaver's death leaves the Court of Gods permanently altered. Vivenna decides to go first to Idris with the truth, then continue traveling with Vasher. Rather than resume the identity prepared for her since childhood, she chooses an uncertain apprenticeship in Awakening and a life directed by her own judgment.

Bluefingers' faction seizes Siri and Susebron and sends the Hallandren Lifeless army toward Idris, intending to make the two nations destroy one another. Lightsong gives up his divine Breath to heal Susebron's mutilated tongue, restoring the God King's ability to speak and use his enormous power. Susebron overwhelms the conspirators and rescues Siri. Vasher kills Denth, then reveals that he is the Returned figure once known as both Kalad and Peacegiver. The supposedly decorative stone soldiers around Hallandren are his hidden army of Lifeless, and he gives Susebron the command that can use them to stop the invasion. War is averted. Vivenna chooses neither a return to her former sheltered life nor a permanent place at court; after warning Idris, she leaves with Vasher to learn more about Awakening and herself. Siri and Susebron remain together to rule, while the sacrifices of Lightsong and Blushweaver end the old balance within the Court of Gods.
