The young ruler of Oz. When her magic record book reports that two little-known peoples are preparing to fight, Ozma believes it is her duty to visit them in person and seek a peaceful settlement.

The vain and overbearing ruler of the Flatheads. He possesses powerful stolen brains and is determined to overcome the neighboring Skeezers instead of listening to Ozma's appeal for peace.

Rora (Antagonist)

The Supreme Dictator's wife and partner in ruling the Flatheads. Like her husband, she uses a stolen can of unusually powerful brains and supports his hostile plans against the Skeezers.

Coo-ee-oh (Antagonist)

The proud queen of the Skeezers, who live upon a glass-domed island in a mountain lake. Coo-ee-oh boasts of her magic, refuses Ozma's request for peace, and treats both visitors and subjects as people to be controlled.

Lady Aurex (Supporting)

A gentle Skeezer woman who welcomes Dorothy and Ozma and speaks more honestly than her queen. Coo-ee-oh distrusts her, but Aurex remains concerned for her people and willing to help the visitors.

Glinda (Supporting)

The wise Sorceress of the South and one of Ozma's most trusted friends. After learning that Ozma and Dorothy are trapped beneath the lake, Glinda organizes a rescue and brings her own great store of magic to the problem.

The Wizard of Oz (Supporting)

A small man who is one of Ozma's chief advisers and a practiced magician. He joins the council at the Emerald City and assists Glinda's effort to rescue the sunken island.

The Scarecrow (Supporting)

Dorothy's old friend, made of straw and famous for his clever thinking. He takes part in the Emerald City council that considers how Ozma and Dorothy can be reached.

Ervic (Supporting)

A Skeezer fisherman who catches three talking fish and listens to their extraordinary request. His good sense and quick wit are vital when he seeks the aid of a powerful and temperamental shape-shifter.

Red Reera (Supporting)

A solitary Yookoohoo who can change her own form and transform others. Reera dislikes being commanded, so Ervic must appeal to her pride and curiosity to win help for the enchanted fish.

The Three Adepts at Magic (Supporting)

Three rightful owners of the powerful brains stolen by Su-dic and Rora. After being restored from enchanted fish to their true forms, the Adepts bring their combined knowledge of magic to the effort to raise the island.
