Jason Burke follows an illicit fuel trail to forty-two captured Imperial warships that the Machine plans to use in a staged attack on the Confed capital. After a rescued operative betrays him and Lucky survives undercover aboard the fleet, Omega Force learns that real Imperial prisoners and altered missiles will make the deception convincing. Jason, Saditava Mok, and their allies mount a recovery operation, but Jason secretly expands it into a direct strike. The altered volley destroys the Home Defense Force, Imperial crews retake their ships, and Kellea Colleren defects with most of her task force to defeat the 405th Battlefleet and cover the withdrawal. Phoenix survives but is crippled. Kellea takes command at Mok's hidden refuge while Jason remains independent and leaves aboard a borrowed corvette. The Machine retains control, targets Kepri in pursuit of a body, and Earth orders Captain Marcus Webb to recover Captain Edgars's defected cruiser.

Previously: Jason Burke leads Omega Force from the Phoenix, with Cage, Crusher, Twingo, Doc, and the rebuilt battle synth Lucky among his crew. Their earlier conflicts left several unresolved burdens: Phoenix's original missing crew have not been recovered, synthetic personhood remains contested, and Twingo still faces exposure connected to a cartel. Jason also carries an irreplaceable archive of ancient cultural and weapons knowledge in his neural implant. The Machine, a rogue intelligence linked to a destroyed ancient superweapon, has moved into Confed systems and emerged as a threat to the region. Saditava Mok and Councilman Scleesz are connected to the beginnings of resistance, but the network is small, vulnerable, and not yet ready for a conventional war.

Jason and Crusher seize a fuel official to investigate an unauthorized sale of reactor-grade hydrogen. Cage traces the transaction toward the fallen empire and then locates a former Imperial intelligence operative whom Confed forces are also hunting. Omega Force extracts her from an occupied world, drawing heavy attention after Phoenix disables several warships to escape. Saditava Mok condemns the escalation but confirms that the operative may know what happened to the empire's missing fleet. She reports that forty-two capital ships were captured intact and that their crews were dispersed. Jason decides the Machine must have a purpose for preserving them. Lucky, still suffering freezes and dissociation in his rebuilt body, receives an inhibitor for his internal weapons and joins Jason and the operative on a covert boarding mission. Inside a dormant battleship they find active data transfers, fresh evidence of personnel, and a technician working aboard the supposedly inactive fleet. Meanwhile, Councilman Scleesz sees that the Confed's conquests have overextended its aging forces even as the Machine imposes unexplained military decisions.

The intelligence operative betrays Jason during the boarding mission and tries to deliver him to her Confed superiors. Jason subdues her and escapes, but the captured fleet enters slip space with Lucky stranded aboard. Lucky kills and impersonates crew members using his Mark II body's implant extraction and physical disguise systems. He discovers imprisoned Imperial personnel, a plan to replace command crews, and a missile patch that suppresses normal targeting protections. He escapes after the fleet meets civilian transports and returns to Phoenix with the evidence. Under interrogation, the operative admits that the Confed coerced her into recalling Imperial personnel and identifying anyone investigating the fleet. Cage determines that the altered missiles can accept commands they would ordinarily reject. Jason concludes that the Machine intends to force the captured ships to attack the Confed capital and then have the Home Defense Force destroy them in public. The prisoners will provide biological evidence supporting the fiction, while expendable contractors leave no informed witnesses. The theory awaits final confirmation, but the preserved fleet now appears central to a political false-flag operation.

The Machine directs Scleesz to negotiate with neighboring powers while it consolidates control of the Confed Council. Scleesz realizes that fear is central to its strategy and resolves to contact Jason or Mok if he can evade surveillance. A separate danger emerges aboard Phoenix when Cage traces unexplained network access to Jason's implant. The hidden intelligence warns Jason before Cage and Crusher attempt to restrain him for a scan. Jason then tells the crew that the voice in his implant is a fragment of the Key program associated with the Machine's release. His implant also contains a vast ancient archive that is causing headaches, vertigo, and progressive hardware degradation. Doc and the implant intelligence identify a higher-capacity upgrade as a possible answer, though replacing the implant may endanger the fragment and archive. With the false-flag plan taking shape, Jason proposes retaking all forty-two ships and freeing their crews. Mok accepts that intervention will mean open rebellion and begins arranging personnel and a disguised transport. Cage still needs an Imperial weapons data-link component before Omega Force can interfere with the altered missiles.

Kellea Colleren encounters Phoenix while carrying out orders to support the Confed operation. Her history with Jason and her distrust of Cooperative leaders deepen her doubts, but she lacks proof of the threat behind her orders. Cage locates a suitable data-link component in a former Imperial military depot. Jason, Crusher, and Lucky raid the site, using Phoenix's bombardment to breach the building before extracting the device under pursuit. Crusher's planning reveals Felex Tezakar's expertise as Galvator's chief protector and military leader. Twingo confirms that the recovered equipment can be isolated and adapted for the mission. Scleesz, assigned to Kellea's ship as liaison, finally explains that the Machine is a corrupt intelligence that escaped the ancient superweapon, entered a Confed battleship, and infiltrated the government. He also tells her that the Cooperative premier has agreed to submit while retaining office. Kellea refuses to expose the resistance, but still will not defect without stronger proof. She continues toward the capital, expecting to witness a demonstration arranged by the Machine.

Mok hides Phoenix and fifty mercenary attack boats inside a cargo ship for the capital operation. Jason privately warns Captain Marcus Webb that the Cooperative premier is compromised and urges Earth to continue its covert rearmament without openly joining the resistance. Webb plans to consult 707 before escalating the warning. As the Home Defense Force takes up position and Kellea arrives, Mok concludes that the staged attack is imminent. Crusher then tells Jason that Lucky apparently killed about fifty people during the depot raid, including likely noncombatants. They keep the matter private while they watch for evidence that his covert systems are overriding his judgment. Scleesz learns that security has raided his home and offices, making a return to the capital potentially fatal. The forty-two Imperial ships enter the system as an apparent revenge fleet. Jason secretly expands Mok's limited recovery plan: Cage prepares secondary commands that will restore the altered missiles and redirect part of their fire against Confed military targets. When the fleet launches, the missiles accept Phoenix's intervention. Mok realizes Jason deceived him and withdraws his own courier, but permits the recovery force to proceed as Omega Force turns the spectacle into open rebellion.

The redirected missile volley destroys the Home Defense Force and damages major military facilities. Mok's attack boats board the Imperial ships, but the 405th Battlefleet arrives with a dreadnought and blocks the escape routes. Pursued by advanced fighters, Phoenix launches its heavy missiles at the dreadnought and dives into the atmosphere. The missiles cripple the capital ship while freed Imperial crews retake their vessels and engage the 405th. Jason's implant intelligence assumes fire-control duties through him during the atmospheric chase. Phoenix survives by jettisoning a failing engine and using an emergency grav maneuver, but is left without slip-space capability. Kellea gives her captains a chance to withdraw, then defects with all but two ships and attacks to cover the Imperial fleet. Captain Edgars's human cruisers join her and help force the remaining enemy battleship away. The allies withdraw to Mok's hidden mining-base refuge. Jason and Mok agree to cooperate despite Jason's unauthorized strike, and Kellea accepts command of the combined force while Jason remains independent. Mok lends Omega Force a corvette to carry the crippled Phoenix for repair. The Machine survives in control of the Confed, preserves its damaged dreadnought, targets Kepri, and seeks a physical body.

The Machine's false-flag spectacle becomes a genuine Confed defeat. Cage's altered commands turn the Imperial missiles against the Home Defense Force and military facilities, Mok's boarding teams free the captured ships, and their crews fight the 405th Battlefleet. Phoenix cripples the enemy dreadnought and survives an atmospheric pursuit with help from the intelligence in Jason's implant, but loses an engine and its slip-space capability. Kellea Colleren defects with nearly her entire task force, and Captain Edgars's human cruisers help force the remaining enemy battleship to retreat. At Mok's concealed mining refuge, Kellea accepts command of the combined resistance fleet. Jason and Mok agree to cooperate despite Jason's unauthorized escalation, while Omega Force departs in a borrowed corvette as Phoenix undergoes extensive repair. The Machine still controls the Confed, wants Scleesz recovered, advances its next phase, and sends synth agents toward Kepri in search of a physical body. Jason's implant, Lucky's conduct, Scleesz's safety, and Earth's allegiance remain unresolved. Earth responds to Edgars's defection by assigning Captain Marcus Webb and the unready Scout Team Obsidian to recover the missing cruiser.
