After rescuing Corranian senator Hallis Vongaard and his family, Omega Force accepts a covert Eshquarian contract to investigate increasingly organized attacks on shipping. Posing as smugglers, the crew of Phoenix works through Mr. Black and Dowarty into a mercenary network, prevents an attack on a colonist fleet, and follows an injured Dowarty to The Complex. There Jason spots Mr. Kross, the official who manages Colleston's staff, amid a professional base, apparent ConFed transport, and supporting warships. Kage's copied records reveal that the raids are a diversion for an attempt to destroy Shorret-3 with its own orbital ore platform. Omega Force attacks without trusted support. Phoenix is crippled and crashes, but Lucky breaches the tether compound and Kage stops its winch. Colleren and Bostco arrive after Jason, Crusher, and Kage are seriously injured. The attack is interrupted, while the platform's safety, several crew members' conditions, Phoenix's future, and the conspiracy's leadership remain unresolved.

Previously: Phoenix travels with an Omega Force crew while the ship's original crew remains missing. Questions about synthetic personhood continue beyond the team's immediate missions, and Twingo's exposure to a cartel remains an unresolved danger. Bondress and a scientist who escaped a genetics program are also still at large. These earlier threats remain open as the crew begins its next operation.

Omega Force slips Phoenix through the quarantine around Corran beneath a cargo freighter. Jason, Crusher, and Lucky pose as security agents to remove Senator Hallis Vongaard, his wife Saffreena, and their daughters Calleeá and Seleste from their home. Their disguise fails, forcing a rapid evacuation under pursuit. Phoenix escapes the planetary blockade by abandoning its original plan, taking a polar route, and using short and misleading jumps to shake pursuit. On Eshquaria, Prime Minister Colleston receives the family. Crisstof Dalton reveals that he commissioned the rescue so Vongaard can seek ConFed intervention against Kellaan's takeover of Corran. The public account will present the senator as having escaped without outside help. With that contract complete, Crisstof offers another illegal but humanitarian assignment for private discussion.

Colleston hires Omega Force to investigate disciplined attacks on Eshquarian shipping. Jason accepts on the condition that the crew will neither perform a political assassination nor risk civilian lives. Aboard the frigate Diligent, Captain Kellea Colleren shares her investigation despite doubting the outside team. Omega Force then converts Phoenix and its crew into the image of an impoverished smuggling outfit. Diligent supplies traceable military components, and Kage plants a theft record to support the disguise. On Felexx, a broker called Mr. Black turns the proposed sale into a delivery job. An attack damages Phoenix after the exchange, but the crew carries the cargo to Oorch Prime. Operatives retrieve it, secretly tag the ship, and later hire Jason to transport guarded passengers under Dowarty's supervision. The successful run earns further work and keeps the crew close to the unknown organization. Dowarty next offers a well-paid theft from a luxury yacht. Jason suspects a trap but accepts while reserving the right to withdraw. Kage takes control of the yacht's security, enabling Jason, Crusher, and Lucky to board, stun one person they encounter, and remove the specified gem-carved bird figures without apparent detection. The crew believes completing the theft should raise its value to Dowarty's employers, although no proof yet ties that organization to the Eshquarian raids. The crew then receives an unexpected coded order to rendezvous with Diligent and approaches cautiously, unsure whether its cover has been exposed.

At the Diligent rendezvous, Colleren arrives with an armed party to arrest Jason, convinced that Phoenix carried out the reported raids. Omega Force disarms the boarders and forces a review of the evidence. Images identify the actual suspect as a Jepsen Aero Mk XII rapid transport, and Crisstof keeps Jason's crew in place as covert investigators. The expanding attacks now include passenger ships, suggesting that political pressure rather than simple theft is the objective. Back on Oorch Prime, Jason delivers the stolen artifact to Dowarty. Omega Force then incapacitates a mercenary crew and takes its place in a planned operation. Dowarty briefs the hired captains to attack a colonist fleet, take survivors, and destroy any disabled raider vessel. Jason recognizes an intended act of political terror and secretly warns Diligent with a transmitter-equipped drone. Diligent and Eshquarian cruisers protect the colonists, forcing the raiders to retreat. Jason preserves Phoenix's cover, rescues the badly burned Dowarty from a disabled command ship, and destroys that vessel at Dowarty's request. The rescued organizer now offers a possible route to the people directing the raids.

Kage copies material from Dowarty's damaged tablet while leaving the protected original intact. Dowarty guides Phoenix through a relay challenge to The Complex, a mobile base assembled from six heavily modified cargo haulers. Jason finds a disciplined operation that keeps its hired pirate crews segregated. He also sees Mr. Kross, Prime Minister Colleston's chief of staff, and the crew detects a ConFed VIP transport plus a substantial warship force. When station control refuses to release Phoenix, Omega Force destroys its docking connection and escapes. The copied records show that the scattered raids were intended to draw Eshquaria's fleet away from home. The real strike targets Shorret-3, where attackers plan to retract an orbital ore-platform tether and drive the platform into a settlement of six million. Unable to reach Diligent or trust official command, Omega Force intervenes alone. Phoenix destroys one warship and damages another before being crippled and crashing near the tether anchor. The crew survives the crash. Lucky breaches the compound, and Kage stops the winch from a secondary control room. Jason, Crusher, and Kage are seriously wounded defending it. Colleren and Bostco arrive and call for medical help. The attack is interrupted, but the platform, the remaining enemy force, Phoenix, and several crew members are left in unresolved condition.

Lucky breaks into the compound, and Kage stops the winch intended to bring the orbital ore platform down on six million people. Jason, Crusher, and Kage are seriously wounded while holding the control room. Colleren and Bostco reach them and summon medical aid. The crew has interrupted the attack, but the platform's final safety, the remaining enemy force, Phoenix's condition, and the immediate status of Doc and Twingo are not confirmed. Kross's appearance at The Complex and the presence of ConFed-linked assets leave the conspiracy's leadership and accountability unresolved, as do Dowarty's fate and Corran's political crisis.
